The mission of the USITC is to (1) administer U.S. trade remedy laws within its mandate in a fair and objective manner; (2) provide the President, the U.S. Trade Representative (USTR), and the Congress with independent quality analysis, information and support on matters relating to tariffs, international trade and competitiveness; and (3) maintain the Harmonized Tariff Schedule of the United States (HTS).

2.1 BRIEF Background:

The Commission currently utilizing a Liebert Series 300 480V Three Phase 100kVA UPS system with four fully occupied external battery cabinets.

Power distribution from the UPS is currently provided by a Liebert (PPA100C315) Precision Power Center PDU with three 225A panel boards, and all associated power whips below the raised floor.

2.2 PROJECT OBJECTIVE:

The Commission has a requirement for the replacement of its existing datacenter Uninterruptible Power System and addition of a new power and environmental monitoring system for the Commission.

2.3 SCOPE OF WORK:

Approximately one-third of this work is required to be performed after normal business hours and must be coordinated with the Contracting Officer’s Representative for scheduling purpsoes.

The Contractor shall:

2.3.1 SUPPLY AND INSTALL one new 40kVA Three Phase Uninterruptible Power Supply with the following features and characteristics:

System Input Voltage 480VAC (3 wire plus ground)

System Output Voltage of 208/120V, 3 Phase, 4 wire plus ground

• N+1 configuration should support current load of approximately 16kVA with only one of the two internal supply units available.

• Web management capabilities.

• 4 Years of remote service delivery to begin after initial one year of warranty service to be included with UPS startup.

• Upgrade capabilities to support an additional 20kVA for future growth if required.

• Temperature compensated separate battery charger to allow use with valve-regulated lead acid (VRLA), wet cell lead acid, and NiCad battery systems.

• Automatic continuous duty static transfer switch.

• Integrated maintenance bypass switch.

• On unit graphic display for system monitoring.

• Redundant Cooling Fans.

• Continuous Duty Static Bypass Switch

• Automatic retransfer - Provides return to inverter power after an overload

• Local EPO and integration with existing remote EPO.

• Serial and Ethernet communication ports.

• Temperature-Compensated Charging/Battery Load Test

• Top-and-bottom-entry cable access

• Front only service access required

• Zero clearance requirement on sides and rear of unit

• Meets ISTA 1B transportation requirements.

• Meets FCC Part 15, Class A.

• UL and cUL Listed to UL Standard 1778.

• Interface card that delivers SNMP, Telnet and web-management capability for enhanced communications and control of UPS, and power management. This card should manage a wide range of operating parameters, alarms and be capable of sending notifications, and transmitting data over our network to perform graceful system shutdowns when power loss is immenint.

• 1 (One) OpenComms 485 Card to deliver management of the UPS if connected to any Building Management System utilizing Modbus, Jbus, IGM, BACnet or any other open protocol. Any alarms and parametric data would transmit over the network using RS485 protocol.

• Provide documentation on product lifecycle. Specific dates for end-of-sale, and end-of-life for maintenance and support of proposed products.

• Provide system specific install documentation and as installed end to end electrical diagrams for our records.

• Provide pre-installation turnkey planning, engineering and coordination services.

• Obtain all required permits to perform electrical work, and coordinate with on-site building engineer.

2.3.2 Provide and install integrated 40KVA Power Distribution Unit One (1) new 40kVA or higher rated with the following features and characteristics:

• AC input voltage 480V (three-phase, three-wire plus ground)

• AC output voltage 208 V (three-phase, four-wire plus ground)

• Standard double shielded isolation transformer suitable for non-linear loads

• Power Monitor Panel with communication interface to monitoring software and local Emergency Power Off

• Minimum of a 48 pole panelboard for circuit breakers w/ 10 kAIC

• Network Interface Card (NIC) - Bottom Access

• Provides for up to one (1) 100 A subfeed circuit breaker w/ 10kAIC

• Casters and leveling feet

2.3.3 Provide One (1) new integrated Battery Cabinet

• These should allow for 30 minutes runtime at full load, 60 minutes at half load minimum.

2.3.4 UPS System Start-up Services, including the following:

• Start-up should include one site trip by a customer engineer after the UPS has been installed.

The site trip should include the following services for one UPS module: non-powered inspection UPS electrical and operational checkout, full parts and labor for any remedial work required on the UPS or battery cabinets, and customer operation training. Start-up will also include remedial onsite labor, parts, and travel for the full initial one-year warranty period.

• Startup is scheduled at the customers designated time

• Two preventive maintenance visits during the first year scheduled Monday thru Friday - 8 am to 5 pm. The PM will include the following services for one UPS module: consult with personnel responsible for the equipment, visually inspect internal sub-assemblies and major components, check all mechanical connections for tightness and heat discolorations, clean any foreign material and dust from internal compartments, check status of all alarm circuits, calibrate equipment to manufacturer's specifications, check the normal operation of the system, check battery transfer/discharge and perform a short duration battery run, perform any required engineering field changes, return unit to operational service with normal load then verify the output.

2.4. Installation Services to Include:

UPS Installation

• Set in place one new 40kVA UPS system and associated battery cabinets.

• Furnish and install new input feeders from the existing wall mounted disconnects to the new

UPS module, include new fuses as necessary.

• Note: Building limitations

• Building has a loading dock, but not a floating dock. Lift gate service may be required.

• Building elevator weight limit of 3500 pounds

2.5 Maintenance Bypass Power Distribution Unit installation

20 quad box receptacles.

2.6 UPS Networked Monitoring Solution:

• A network communications system that will enable monitoring any piece of UPS and associated power equipment that can be connected to our network. The software should be configurable to monitor our network for alarm notifications from UPS power protection equipment. These alarms or SNMP traps will be received by the software and processed to trigger event actions such as e-mail alerts, graceful shutdown of the operating systems on which the software is installed, and or local notification. The solution should support monitoring up to 100 devices, up to 5 Concurrent Users, and include the licensing for Advance Notification and the unlimited license for server shutdown software.

2.7 Preventive Maintenance Service Program for the UPS module, associated equipment:

• Service 8x5 - 2 visits per Year for 4 Years

• To commence after full one year warranty

2.8 Maintenance Service Program for the UPS module, associated equipment:
