2. Reference - Submission Requirements: If we use section tabs and/or dividers, do they count in the 125-page limit? No, the documents noted will not be counted in the 125 page limit.
3. Reference - Submission Requirements: Can we use an 11x17" page for the organization chart? If so, does it count as 1 page? Yes, 11x17 can be used. Yes, it does count as one page.
4. Reference - Subcontracting Plan Requirements:
Can you verify small business subcontracting percentages as the individual socio-economic participation does not total a minimum of 23%?
Subcontracting Plan will be required after award.
5. What is the value of this Construction Management Support Contact? Values will vary
6. The synopsis/solicitation indicates that the SF 330 should be limited to 125 pages. Is the SF 330 Part IIs, transmittal letter, and dividers included in this count? See #2
7. Is a hand-delivered proposal acceptable, or do the four copies need to be mailed? Hand delivery is acceptable.
8. It says "This is not a Request for Proposal", can you clarify if this is a solicitation or a sources sought? This is a technical solicitation.
9. Please provide the selection methodology to evaluate the proposals? See item #1
10. Does the SF 330 Part 2 count towards the 125 page limit? Can they be excluded? See item #2
11. Regarding Selection Criteria #1: Technical information in design build request for proposals could include designs and specifications. What responsibility if any, will the CM have in preparing and developing designs and specification for design build RFPs. If the CM won't have this responsibility, and for the purpose of providing a better response to this selection criteria, can you elaborate on what is Continued ...

expected of the CM regarding preparing technical information for design build requests for proposals? There may be a need for design review or forensic services, not for production of design documents.
12. Regarding Selection Criteria #4: Can you provide further clarification on what is meant by "work". Does this mean design work, management work etc. Any work pertaining to this solicitation.
13. Regarding Selection Criteria #6: Shall the CM be responsible for performing, if requested, topographical surveys, soil surveys, and subsurface explorations? If the CM won't have this responsibility, and for the purpose of providing a better response to this selection criteria, can you elaborate on what is expected of the CM regarding topographical surveys, soil surveys, and subsurface explorations? This criteria does not have a need to be self-performed, it can be subcontracted.
14. Regarding Selection Criteria #7: Analysis and implementation of anti-terrorism and force protection requirements could include preparing designs and specifications. What responsibility, if any will the CM have in preparing designs and specifications for these requirements. If the CM won't have this responsibility, and for the purpose of better responses to this selection criteria, can you provide what is expected of the CM regarding analysis and implementation of anti-terrorism and force protection requirements?

is followed by the statement "only in so far as each relates to Construction Management services requirements". Can you provide more information on these construction management requirements?
Services would include; scheduling review and development, inspections, budget evaluation, constructability review, contract document compliance.
17. Under key disciplines listed on pages 2-3 of the solicitation, "energy" is listed. Please clarify what the Smithsonian is looking for in terms of a key "energy" person. See item #13.
18. If we have a design firm on our team to support design reviews, does that preclude them from pursuing design contracts directly with Smithsonian or indirectly as part of a design-build team? NO
19. In addition to CCM's, would you accept other professional certifications for key staff including PMPs (Project Management), PSPs (Scheduling/Project Controls), RMP (Risk Management), and PEs and AIAs/RAs for design management and project management? Yes
20. On page 3 of the solicitation, it states that in order to maintain total objectivity in the A/E selection process, telephone calls and emails to discuss this announcement are discouraged unless absolutely necessary. Please confirm that this is a "CM" selection process and not an "A/E" selection process. This is a CM selection.

a. Can you please clarify as to which certifications this is referencing to and which key positions are registered and license is required? See item #19
