SECTION C - Description/Specifications

C.1 Title of Project

Maintenance and Development of the VARSKIN Computer Code

C.2 Introduction

This Statement of Work (SOW) requires the contractor to: provide administrative oversight in the form of code distribution and fee collection for general VARSKIN users and the VARSKIN User’s Group under the Radiation Protection Code Analysis and Maintenance Program (RAMP); support software maintenance and technical support for the VARSKIN User’s Group; and provide additional improvements and modifications to the VARSKIN computer code, as necessary.

C.3 Background

The original VARSKIN computer code was initially developed in 1987 under a U.S. Nuclear Regulatory Commission (NRC) contract to facilitate skin-dose calculations. At that time the code operated under a Disk Operating System (DOS). The source geometries available to the user were preset in the code and were limited to a point and an infinitely thin disk located directly on the skin. Self-absorption in the source was not considered because the sources had zero volume and the depth of skin at which the dose was calculated was programmed into the code at 7 mg cm -2.

In 2008, the NRC staff compared photon doses at various photon energies and at various skin depths, using the Monte Carlo transport methods, and found that the VARSKIN code overestimated the dose with increasing photon energy (up to a factor of five at 1.5 MeV). The main cause for this lack of accuracy was the inability of the model to adequately allow for lack of charged particle equilibrium at the shallow depths at which doses are calculated, i.e., normally at 7 mg/cm2.

The photon model algorithm in VARSKIN also suffered from serious limitations in its ability to accurately predict dosage from sources other than hot particles. This included limitations in calculating doses from sources that are not larger than 1 mm using the gamma-ray exposure constant as a basis for the dose estimates. Due to these limitations, the NRC awarded a contract to Oregon State University (OSU) in May of 2008 to develop a new, sophisticated photon dose algorithm to replace the existing one, address the weaknesses noted above, and to enable the user to reasonably model photon doses for all other source geometries made available in VARSKIN 3. The new algorithm permitted the user to select the depth in the skin at which the dose is to be calculated as well as the area of skin over which the dose is to be averaged. This version of the code, VARSKIN 4, was written in FORTRAN and worked under both Windows and MAC operating systems.

In 2008, the NRC staff compared the beta and electron doses with the doses for similar geometries calculated using the general purpose radiation transport code Monte Carlo N-Particle (MCNP) that was developed and maintained at Los Alamos National Laboratory. Agreement between MCNP and the VARSKIN 3 computer code at a skin depth of 7 mg cm-2 was found to be within 20% accuracy; however, for iron slab and iron sphere doses from 60Co, the results differed by 45% and 35%, respectively. Therefore, there was a need to improve the accuracy of the beta dose calculations of the VARSKIN computer code, and verify and validate the code library. The NRC awarded another contract to OSU to upgrade the code’s beta dosimetry model. This version of the code, VARSKIN 5, included a better new dosimetry model to account for beta energy loss and particle scatter. Dose point kernels are now Monte Carlo based and the code agrees very well with the EGSnrc Monte Carlo code. Finally, NRC identified issues with slab geometry symmetry and electron dose calculations from multiple sources in VARSKIN 5 and fixed them in VARSKIN 5.1, 5.2, and 5.3 versions.

In January 2018 VARSKIN 6.0 was released. This version updated the code to allow for users to have the option to include all decay products in dosimetry calculations, and the option to calculate skin dose using ICRP

107 nuclide decay data (ICRP 2008). VARSKIN 6.1 was released in April 2018 and included an option for VARSKIN to be displayed in Spanish, easier printer of results capability, and allowing the user to input mono-energetic photons for calculation.

C.4 Objective

The main objective of this contract is to maintain, distribute and improve the VARSKIN computer code. This includes VARSKIN maintenance, invoicing, continued software quality assurance, VARSKIN user support, and training under RAMP.

C.5 Scope of Work

The goal for this project is to provide administrative oversight in the form of user support for the VARSKIN User’s Group in direct support of the RAMP program (Contract NRC-HQ-60-15-D-0004). Additionally, the VARSKIN contractor shall participate in an annual domestic RAMP meeting and an international meeting in order to develop an awareness of the issues raised by users related to this computer code. These issues shall in turn be prioritized thru RAMP, which is being overseen by the NRC. It is important to note that each code under RAMP has a separate contract. Therefore, other than VARSKIN, these codes shall not require any work performed under this contract.

During the RAMP meetings, the VARSKIN User’s Group has an opportunity to present their technical issues with the codes to the NRC. More specifically, the members share (1) experience with radiation protection/dose-assessment (RP/DA) computer codes to identify errors, perform assessments, and identify areas for improvement, and (2) experience in the use of the RP/DA codes to resolve safety and other technical issues (e.g., scalability and uncertainty).

The NRC’s Contracting Officer Representative (COR) for the VARSKIN computer code will strongly consider the recommendations of the RAMP members in prioritizing the allocation of resources for code development and improvement. The COR will then notify the VARSKIN contractor of any necessary enhancements that need to be performed. The COR will also coordinate and notify the VARSKIN contractor if the contractor shall be required to present and facilitate a VARSKIN code update discussion at the RAMP meetings.

The optional tasks for adding further enhancements to the code’s functionality and updating NUREG/CR-6918 may be required and are described below. The final product shall be a code that is capable of performing both beta and photon radiation dose assessments in one comprehensive software package. It is envisioned that improving upon the existing computer code shall greatly facilitate NRC’s ability to perform radiation dose assessments to show compliance as required by 10 CFR 20.1201(c).

C.6 Work

The contractor shall perform the following tasks listed in this SOW. See section C.7.3 for further details regarding the deliverable requirements.

C.6.1 Specific Tasks

Task 1: User’s Group Support The web-based VARSKIN User’s Group offers software updates, FAQ capabilities, an issue-tracking system, and users’ forums. The contractor shall provide administrative oversight for the VARSKIN User’s Group under the RAMP program. This includes responding to questions, moderating discussions, and addressing misconceptions via the web. In addition, the contractor shall have access to a flexible management web application in order to efficiently communicate with the code users.

Optional Task 2: Fee Collection and Invoicing (To be exercised by the COR & CO) At the direction of the COR, the contractor shall be responsible for fee collection from an individual VARSKIN users. The COR will receive a non-disclosure agreement from the user detailing the information for the user.

The COR will inform the contractor that the non-disclosure agreement has been approved by the NRC and for the contractor to begin the invoicing process for collection of fees. Once the contractor has received the fee from the user, the contractor will inform the COR that payment has been met and the user can now be granted access of the code. The fee collected is used for research and development of the VARSKIN code. The contractor shall invoice the NRC and each invoice shall reflect membership VARSKIN fees collected during the billing period and for the year to date. Actual payments by the NRC to the contractor shall occur only when the amount due exceeds the actual membership fees collected during that billing period. The amount due to the contractor is the difference between the membership fees collected and the amount due to the contractor. As such, invoices do not need to be submitted monthly. Invoices shall clearly track credits as a separate line item, including current and cumulative totals.

Task 3: Distribution of VARSKIN code to All New Users Distribution of code not limited to but for example: legacy code versions to non-sensitive countries and to member users during RAMP meetings in a form compatible with the user's computer system (workstation).

This shall include following the NRC standards for user access to codes (see http://www.nrc.gov/about-nrc/regulatory/research/obtainingcodes.html). When all supporting documentation has been filed and fees have been paid to the NRC, the NRC will provide authorization via e-mail to the contractor to distribute the code.

This e-mail will include relevant information on the approved users.

Task 4: Present and Facilitate a VARSKIN Code Update Discussion at RAMP Meetings The contractor, or his designee at the discretion of the COR, shall participate in any RAMP meeting as directed by the COR. The meeting(s) will be coordinated by the COR and the NRC RAMP Coordinator. The contractor shall present a PowerPoint presentation, regarding updates to the VARSKIN code and provide hard copies to attendees at the meeting, as needed. The contractor shall also make the presentation available on the RAMP website.

Task 5: Submission of a Quarterly Letter Status Report The contractor shall provide a Quarterly Letter Status Report. The report shall be submitted in the template format contained in Attachment One. The report shall be submitted no later than the 20th calendar day of the month, following the last month of the quarter.

Task 6: Further Enhancements to VARSKIN The contractor shall organize feedback from the VARSKIN user community to identify potential areas for code enhancement and present to the NRC COR. The NRC COR will then prioritize areas for code enhancement and direct the contractor to propose potential solutions to those user needs. As part of these discussions, the contractor shall provide a cost/benefit analysis of the potential improvements and modifications to the code.

These improvements and modifications to be incorporated into the current VARSKIN version and shall include added functionality, enhanced user friendliness, additional input/output requirements, hardware and software requirements, and capacity for expansion.

Task 7: Software Quality Program Maintenance The contractor shall continue the software quality program in accordance with NUREG/BR-0167, “Software Quality Assurance Program and Guidelines.” This includes maintenance of a software development library, a nonconformance and corrective action system (provide software maintenance to repair links, correct coding errors, and remove the bugs as they are recognized), development of a set of acceptance test cases, a clearly defined test program and a well-defined configuration management system, including a software release system. This program shall be aligned with the RAMP program on Software Quality Control.

Task 8: Draft NUREG The contractor shall incorporate the results of Task 6 into an updated NUREG/CR-6918. This Draft NUREG/CR shall describe the suggested improvements and/or modifications to the VARSKIN code. The contractor shall submit the Draft NUREG/CR-6918, electronically to the COR no later than 90 calendar days of the exercise of this optional task. The contractor shall submit the final NUREG electronically to the COR within 30 calendar days of receipt of COR comments on the DRAFT NUREG.

C.6.3.1 Description of Deliverables

General Acceptance Criteria The general quality measures as set forth below will be applied to each work product received from the contractor under this contract/order – TBD.

Timely submission of deliverables is essential to successful completing this requirement. Schedules for deliverables are specified herein. All deliverables shall be prepared and submitted according to format, content, and schedule described in the SOW.

Accuracy – Work products shall be accurate in presentation, technical content, and adherence to accepted elements of style.

Clarity – Work products shall be clear and concise. All exhibits or diagrams shall be easy to understand and relevant to the supporting narrative.

Specifications Validity – All work products shall satisfy the requirements of the Government as specified herein.

File Editing – All text and files shall be editable by the Government

Timeliness – Work products shall be submitted on or before the due date specified in the contract.

C.7 Reporting Requirements

A Quarterly Letter Status Report shall be submitted to the COR by the 20th calendar day of the month, following the last month of the quarter with copies provided to the following:

The Quarterly Status Report shall identify the title of the project, the job code, the contractor, the period of performance, the reporting period, the technical progress during the reporting period, and financial information, which includes quarterly spending, total spending to date, and the remaining funds. See Attachment One for more details. Any administrative or technical difficulties, which may affect the schedule or costs of the project, shall be immediately brought to the attention of the COR.

STANDARDS FOR CONTRACTORS WHO PREPARE NUREG-SERIES MANUSCRIPTS

The U.S. Nuclear Regulatory Commission (NRC) began to capture most of its official records electronically on January 1, 2000. The NRC will capture each final NUREG-series publication in its native application.

Therefore, please submit your final manuscript that has been approved by the COR in both electronic and camera-ready copy.

The final manuscript shall be of archival quality and comply with the requirements of NRC Management Directive 3.7 “NUREG-Series Publications.” The document shall be technically edited consistent with NUREG–1379, Rev. 2 (May 2009) "NRC Editorial Style Guide." The goals of the "NRC Editorial Style Guide" are readability and consistency for all agency documents.

All format guidance, as specified in NUREG-0650, “Preparing NUREG-Series Publications," Rev. 2 (January 1999), will remain the same with one exception. The contractor shall no longer be required to include the NUREG-series designator on the bottom of each page of the manuscript. The NRC will assign this designator when the camera-ready copy is sent to the printer and will place the designator on the cover, title page, and spine. The designator for each report will no longer be assigned when the decision to prepare a publication is made. The NRC's Publishing Services Branch will inform the COR for the publication of the assigned designator when the final manuscript is sent to the printer.

For the electronic manuscript, the Contractor shall prepare the text in Microsoft Word, and use any of the following file types for charts, spreadsheets, and the like.

This list is subject to change if new software packages come into common use at NRC or by our licensees or other stakeholders that participate in the electronic submission process. If a portion of the contractor’s manuscript is from another source and the contractor cannot obtain an acceptable electronic file type for this portion (e.g., an appendix from an old publication), the NRC can, if necessary, create a tagged image file mailto:RESDSAMLSR.Resource@nrc.gov mailto:ContractsPOT.Resource@nrc.gov format (file extension.tif) for that portion of the report. Note that the contractor shall continue to submit original photographs, which shall be scanned, since digitized photographs do not print well.

If the contractor chooses to publish a compact disk (CD) of the publication, the contractor shall place on the CD copies of the manuscript in both (1) a portable document format (PDF); (2) a Microsoft Word file format, and (3) an Adobe Acrobat Reader, or, alternatively, print instructions for obtaining a free copy of Adobe Acrobat Reader on the back cover insert of the jewel box.

C.8 Publications

Any reports generated by the contractor under this contract shall not be released for publication or dissemination without CO prior written approval.

All information and data related to this project that the contractor gathers or obtains shall be both protected from unauthorized release and considered the property of the Government. The contracting officer will be the sole authorized official to release verbally or in writing, any data, the draft deliverables, the final deliverables, or any other written or printed materials pertaining to this contract. Press releases, marketing material, or any other printed or electronic documentation related to this project, shall not be publicized without the prior written approval of the contracting officer. (See NRCAR §2052.235-70, “Publication of research results”)

C.9 Place of Performance

The work to be performed under this contract/order shall be primarily performed at the contractor’s facility.

C.10 Physical Security

The contractor shall be responsible for safeguarding all Government property. At the close of each work period, Government facilities, equipment, and materials shall be secured.

C.11 Postaward Orientation (kickoff) or Periodic Progress Meetings

The contractor agrees to attend any post-award conference convened by the contracting activity or contract administration office in accordance with FAR Subpart 42.5.

The CO, COR, and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the CO will apprise the contractor of how the government views the contractor's performance and the contractor shall apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.

Kick-off meeting. The contractor may be required to arrange and participate in a teleconference subsequent to contract award. Meetings will be scheduled as needed. The contractor may request meetings whenever a discrepancy exists and no mutual resolution is apparent. The written minutes of these meetings shall be signed by the contractor’s manager, CO, and COR. If the contractor does not concur with the minutes, the contractor shall notify the COR of any areas of non-concurrence within 30 calendar days of receipt of the signed minutes.

C.12 General – Contractor Personnel

Contractor Employees The contractor shall not employ persons for work on this contract if such employee is considered by the NRC to be a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.

Contractor personnel shall present a neat appearance and be easily recognized as contractor employees.

Contractor personnel attending meetings, answering phones, and working in other situations where their status is not obvious are required to identify themselves as such to avoid creating the impression that they are Government officials.

The contractor shall not employ any person who is an employee of the U.S. Government if employing that person would create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the NRC, unless such person seeks and receives approval according to NRC regulations.”

G.1 REGISTRATION IN FEDCONNECT® (JULY 2014)

The Nuclear Regulatory Commission (NRC) uses Compusearch Software Systems’ secure and auditable two-way web portal, FedConnect®, to communicate with vendors and contractors. FedConnect® provides bi-directional communication between the vendor/contractor and the NRC throughout pre-award, award, and post-award acquisition phases. Therefore, in order to do business with the NRC, vendors and contractors must register to use FedConnect® at https://www.fedconnect.net/FedConnect. The individual registering in FedConnect® must have authority to bind the vendor/contractor. There is no charge for using FedConnect®.

Assistance with FedConnect® is provided by Compusearch Software Systems, not the NRC. FedConnect® contact and assistance information is provided on the FedConnect® web site at https://www.fedconnect.net/FedConnect.

G.2 ELECTRONIC PAYMENT (SEP 2014)

The Debt Collection Improvement Act of 1996 requires that all payments except IRS tax refunds be made by Electronic Funds Transfer. Payment shall be made in accordance with FAR 52.232-33, entitled “Payment by Electronic Funds-Central Contractor Registration”.

To receive payment, the contractor shall prepare invoices in accordance with NRC’s Billing Instructions. Claims shall be submitted on the payee’s letterhead, invoice, or on the Government’s Standard Form 1034, “Public Voucher for Purchases and Services Other than Personal,” and Standard Form 1035, “Public Voucher for Purchases Other than Personal – Continuation Sheet.” The preferred method of submitting invoices is electronically the invoice processing platform (IPP):www.ipp.gov.

SECTION H - Special Contract Requirements

H.1 2052.209-72 CONTRACTOR ORGANIZATIONAL CONFLICTS OF INTEREST. (JAN 1993)

(a) Purpose. The primary purpose of this clause is to aid in ensuring that the contractor:

(1) Is not placed in a conflicting role because of current or planned interests (financial, contractual, organizational, or otherwise) which relate to the work under this contract; and

(2) Does not obtain an unfair competitive advantage over other parties by virtue of its performance of this contract.

(b) Scope. The restrictions described apply to performance or participation by the contractor, as defined in 48 CFR 2009.570-2 in the activities covered by this clause.

(c) Work for others.

(1) Notwithstanding any other provision of this contract, during the term of this contract, the contractor agrees to forego entering into consulting or other contractual arrangements with any firm or organization the result of which may give rise to a conflict of interest with respect to the work being performed under this contract. The contractor shall ensure that all employees under this contract abide by the provision of this clause. If the contractor has reason to believe, with respect to itself or any employee, that any proposed consultant or other contractual arrangement with any firm or organization may involve a potential conflict of interest, the contractor shall obtain the written approval of the contracting officer before the execution of such contractual arrangement.

(2) The contractor may not represent, assist, or otherwise support an NRC licensee or applicant undergoing an NRC audit, inspection, or review where the activities that are the subject of the audit, inspection, or review are the same as or substantially similar to the services within the scope of this contract (or task order as appropriate) except where the NRC licensee or applicant requires the contractor's support to explain or defend the contractor's prior work for the utility or other entity which NRC questions.

(3) When the contractor performs work for the NRC under this contract at any NRC licensee or applicant site, the contractor shall neither solicit nor perform work in the same or similar technical area for that licensee or applicant organization for a period commencing with the award of the task order or beginning of work on the site (if not a task order contract) and ending one year after completion of all work under the associated task order, or last time at the site (if not a task order contract).

(4) When the contractor performs work for the NRC under this contract at any NRC licensee or applicant site,

(i) The contractor may not solicit work at that site for that licensee or applicant during the period of performance of the task order or the contract, as appropriate.

(ii) The contractor may not perform work at that site for that licensee or applicant during the period of performance of the task order or the contract, as appropriate, and for one year thereafter.

(iii) Notwithstanding the foregoing, the contracting officer may authorize the contractor to solicit or perform this type of work (except work in the same or similar technical area) if the contracting officer determines that the situation will not pose a potential for technical bias or unfair competitive advantage.

(d) Disclosure after award.

(1) The contractor warrants that to the best of its knowledge and belief, and except as otherwise set forth in this contract, that it does not have any organizational conflicts of interest as defined in 48 CFR 2009.570-2.

(2) The contractor agrees that if, after award, it discovers organizational conflicts of interest with respect to this contract, it shall make an immediate and full disclosure in writing to the contracting officer. This statement must include a description of the action which the contractor has taken or proposes to take to avoid or mitigate such conflicts. The NRC may, however, terminate the contract if termination is in the best interest of the Government.

(3) It is recognized that the scope of work of a task-order-type contract necessarily encompasses a broad spectrum of activities. Consequently, if this is a task-order-type contract, the contractor agrees that it will disclose all proposed new work involving NRC licensees or applicants which comes within the scope of work of the underlying contract. Further, if this contract involves work at a licensee or applicant site, the contractor agrees to exercise diligence to discover and disclose any new work at that licensee or applicant site. This disclosure must be made before the submission of a bid or proposal to the utility or other regulated entity and must be received by the NRC at least 15 days before the proposed award date in any event, unless a written justification demonstrating urgency and due diligence to discover and disclose is provided by the contractor and approved by the contracting officer. The disclosure must include the statement of work, the dollar value of the proposed contract, and any other documents that are needed to fully describe the proposed work for the regulated utility or other regulated entity. NRC may deny approval of the disclosed work only when the NRC has issued a task order which includes the technical area and, if site-specific, the site, or has plans to issue a task order which includes the technical area and, if site-specific, the site, or when the work violates paragraphs (c)(2), (c)(3) or (c)(4) of this section.

(e) Access to and use of information.

(1) If, in the performance of this contract, the contractor obtains access to information, such as NRC plans, policies, reports, studies, financial plans, internal data protected by the Privacy Act of 1974 (5 U.S.C.

Section 552a (1988)), or the Freedom of Information Act (5 U.S.C. Section 552 (1986)), the contractor agrees not to:

(i) Use this information for any private purpose until the information has been released to the public;

(ii) Compete for work for the Commission based on the information for a period of six months after either the completion of this contract or the release of the information to the public, whichever is first;

(iii) Submit an unsolicited proposal to the Government based on the information until one year after the release of the information to the public; or

(iv) Release the information without prior written approval by the contracting officer unless the information has previously been released to the public by the NRC.

(2) In addition, the contractor agrees that, to the extent it receives or is given access to proprietary data, data protected by the Privacy Act of 1974 (5 U.S.C. Section 552a (1988)), or the Freedom of Information Act (5 U.S.C. Section 552 (1986)), or other confidential or privileged technical, business, or financial information under this contract, the contractor shall treat the information in accordance with restrictions placed on use of the information.

(3) Subject to patent and security provisions of this contract, the contractor shall have the right to use technical data it produces under this contract for private purposes provided that all requirements of this contract have been met.

(f) Subcontracts. Except as provided in 48 CFR 2009.570-2, the contractor shall include this clause, including this paragraph, in subcontracts of any tier. The terms contract, contractor, and contracting officer, must be appropriately modified to preserve the Government's rights.

(g) Remedies. For breach of any of the above restrictions, or for intentional nondisclosure or misrepresentation of any relevant interest required to be disclosed concerning this contract or for such erroneous representations that necessarily imply bad faith, the Government may terminate the contract for default, disqualify the contractor from subsequent contractual efforts, and pursue other remedies permitted by law or this contract.

(h) Waiver. A request for waiver under this clause must be directed in writing to the contracting officer in accordance with the procedures outlined in 48 CFR 2009.570-9.

(i) Follow-on effort. The contractor shall be ineligible to participate in NRC contracts, subcontracts, or proposals therefor (solicited or unsolicited) which stem directly from the contractor's performance of work under this contract. Furthermore, unless so directed in writing by the contracting officer, the contractor may not perform any technical consulting or management support services work or evaluation activities under this contract on any of its products or services or the products or services of another firm if the contractor has been substantially involved in the development or marketing of the products…
