I. Contracting Activity.

87th Contracting Squadron will be acquiring this requirement on behalf of the 305th APS

II. Nature and/or description of the action being processed.

This requirement is for the purchase, setup and training of a Deployable Automated Cargo Measuring System where the contractor is responsible for supplying all material, equipment, and labor necessary to provide a Deployable Automated Cargo Measuring System (DACMS) IAW the specifications outlined in this SOW for the 305th APS at Joint Base McGuire-Dix-Lakehurst.

III. Description of supplies/services required to meet agency needs.

The contractor is responsible for furnishing the following supplies and services:

a. New Deployable Automated Cargo Measuring System with the below characteristics:

i. Portable Weigh-in-Motion and Profiling System in accordance with the following salient characteristics:

• Weigh-in-Motion and static weighing of all types of vehicles within dynamic accuracy of +/- 1% - 95% Confidence Interval (CI) must allow for tare/gross/net weights of loaded, unloaded, and towed vehicles for rapid processing without stoppage or delay. Must allow static weighing of all forms of vehicles. All weighing data from scales must be automatically sent to a central CPU (no manual entry of weight data).

▪ Capability to simultaneously weigh & profile dual axle vehicles, multi-axle vehicles, and towed equipment to stated accuracies

• Four (4) Static/Dynamic platforms minimum L 42 in X W 24 in X 1 in thick each, minimum of 40,000 lbs. capacity Per Axle.

• Full Laser Measuring System providing L x W x H of all types of vehicles to static and dynamic accuracy +/- 1% 95% (CI).

▪ All weighing data from scales must be automatically sent to a central CPU (no manual entry of weight data).

• Provide rugged CPU with capability to build a unique file of automatic inputs from scales, lasers, Radio Frequency Identification (RFID).

▪ All Weather CPU must be resistance to sand, snow, windblown rain, temporary submersion, ice formation, debris, and liquids.

• Provide 2D Bar code reader which provides updated equipment lists files, including individual records and towed configurations Automatic export to Cargo Movement Operations System (CMOS) or Transportation Coordinators Automated Information for Movements System (TC-AIMS II) inputs equipment lists and exported into a format that can be transferred to the (CMOS) and (TC-AIMS II). System must be able to translate collected data from scales & lasers to specify accuracies to produce a ".CMC file and .CL5" file which is uploaded into CMOS/ICODES Integrated computerized deployment system for load planning purposes. No Manual data entry. Print vehicle records containing dimensions/characteristics of cargo/vehicle (Tare Weight, Gross Weight, Center of Balance).

•Deployable/Air Transportable (able to be loaded on a 463LAircraft Pallet [L108x w88] used for air transportation).

•All systems must operate as a standalone system that will not be connected to the Air Force Network or internet. Bluetooth and/or wireless systems are not permitted.▪All software updates will be pushed manually via CD-ROM.

•Must have approved user manual for calibration. Provide clear and concise instructions for the

b.Delivery and Assembly of DACMS c.Provide necessary training to government personnel within 10 business days of completing delivery. The training shall be completed in 1-2 days and must ensure proficiency with operation, troubleshooting, and maintenance requirements to allow personnel to operate the system safely, independently, and effectively.

The training objectives shall enable personnel to be adequately trained to obtain:i .Automated vehicle lengths, widths, and heights.

ii.Automated vehicle axle weights, gross weight, and center of balance.

iii.Automated gross weights of 463L aircraft pallets.

iv.Summary weighing reports.

d.Twelve (12) Month warranty from date of delivery

IV. Statutory authority permitting other than full and open competition.

FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy the agency requirements.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Other DACMS units besides the brand name will not satisfy this requirement nor interface with the Air Forces mandated Integrated Deployment System family of integrated systems used to plan and deploy Air Force and sister service forces. Not utilizing the brand name will require extensive time consuming manual import/ export data entry, resulting in ineffective mobility processing and mission delays. Additionally, the Intercomp Company DACMS system is standard across the Air Force and utilizing any other system would be ineffective and of no value to our JB-MDL mobility readiness .

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

A sources sought notice alongside this brand name justification will be posted to Sam.gov and GSA E-buy in order to identify capabilities of other contractors to perform this requirement IAW with the SOW and solicit this procurement to the maximum extent possible.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Pricing comparisons submitted by all vendors will be used to determine a fair and reasonable price.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Intercomp systems has confirmed via email that they have at authorized vendors of the product that will be able to compete for this acquisition once the solicitation is posted.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

IAW the Memorandum of Agreement between Cargo Movement Operations Systems (CMOS) and Deployable Automated Cargo Measurement Systems (DACMS) prepared by AFLCM/HIS last reviewed 4 April 2022 the CMOS is a top down directed program that addresses critical shortfalls in moving cargo and people in support of the DoD

Intercomp Company has developed DACMS/MH Series Static/dynamic Commercial Off the Shelf Systems for which it owns and considers its operating system and protocol communications with its software to be propriety.

X. List of any sources that expressed, in writing, an interest in the acquisition.

None at this time.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

With future acquisitions of these supplies, market research will continue to be performed to the maximum extent to seek and promote competition.

XII. Certification by the Contracting Officer.
