X Description of the item or service required, the estimated cost, and required delivery date.
This sole source is to request two (2) Waygate Technologies FS50B film digitizers with the associated Rhythm Insight and Rhythm Review software. This equipment will support the PSNS mission by allowing C/135 to digitize film images produced during radiography inspections on shipboard piping, pressure vessel, and structural welds, which will allow electronic storage and faster access to these inspection results.
_ X_Specific characteristics of the material or service that limit the availability to a sole source or particular brand name (unique features, function of the item, etc.).
Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.
The FS50B Film Digitizer manufactured by Waygate Technologies is one of the leading edges of radiography film scanning because it employs a laser-based scanner to produce a high quality digital copy of the film. The Waygate scanner uses a laser to scan each pixel of the radiographic film, which then creates a high quality image of the film. Other scanners utilize a photocopier to create a digital image, which can also cause a distortion in the digital copy of the new image. Waygate is currently the industry leader in using a laser-based scanner that is also DICONDE compliant for NDT purposes. This scanner works with the Rhythm Review software, which allows the digital copy of the film to be manipulated. This software has been approved by NAVSEA for use by the shipyards to evaluate Computed Radiography images.
This software is in line with the current drive of PSNS’s goal to bring in Computed Radiography, which utilizes Rhythm Review and will be used to increase training capabilities and efficiency in the interpretations of radiographs and digital images. With this software, PSNS will be able to share specific images securely through its own network to other shipyards to help support the mission. The Rhythm Insight software works alongside Rhythm Review and will not work on any other machine or with any other software. This software is what runs the scanner and allows specific file names to be created and store the digital images using DICONDE formatting for archiving. In addition, Code 135 already owns one of these film digitizers and is working on incorporating it in their development of a computed radiography program.
X_The requested material or service represents the minimum requirements of the Government.
CHECK & FILL IN ALL APPLICABLE BLANKS BELOW
X_The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed. Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system.
Existing laptops provided by PSNS IT have the minimum requirements needed to run Rhythm Insight software that operates the Waygate FS50B digitizer and the Rhythm Review software to manipulate the digitized film image for local archive and quality control.
X_A patent, copyright, or proprietary data limits competition. The proprietary data is:
Waygate Technologies own all the intellectual property associated with the Rhythm Software_ as they develop and own the software they market and sell.
These are “direct replacements” parts/components for existing brand name equipment.

X Other information to support a sole-source buy:
Code 135 currently has an approved PIT to use the existing FS50 film digitizer. As such, this will make it easier to get approval for additional PIT’s utilizing this film digitizer.
I CERTIFY THAT STATEMENTS CHECKED, AND INFORMATION PROVIDED ABOVE, ARE COMPLETE AND CORRECT TO THE BEST OF MY KNOWLEDGE AND DO NOT CONTAIN CLASSIFIED INFORMATION. I UNDERSTAND THAT THE PROCESSING OF THIS SOLE-SOURCE JUSTIFICATION PRECLUDES THE USE OF FULL AND OPEN
COMPETITION.
