1. Nature and/or description of the item/service being procured and anticipated cost: Lease of generators, lighting, energy storage systems and other equipment in support of Operation Allies Welcome. The estimated dollar amount is $18K. It is anticipated a purchase order will be issued to Sunbelt Rentals for the lease of this equipment.

2. Sole Source Justification Rationale in accordance with FAR 13.106-1(b)(1)(i) and (ii).

The National Conference Center located in Leesburg is serving as a processing location for Afghan refugees coming into this country. Operation Allied Welcome began on or about March 8, 2022, with DoD contracting procuring a temporary rental agreement with the National Conference Center (NCC) located in Leesburg, Virginia. All agency requirements were submitted through the Designated Federal Coordinator for submission to DoD to include in the rental agreement. As such, FPS submitted the requirements for power generation and external lighting to support security functions at two entry control points that control the flow of traffic in and out of the NCC. Shortly before award of the rental contract, DoD informed FPS that the power generation and lighting would not be included. FPS procured via purchase card the services of power generation and lighting to support the temporary guard booths at each entry point. However, attempts to continue this approach with assistance of higher headquarters purchase card was not applicable and additional attempt to DoD contracting for assistance resulted in negative reply.

The process of establishing the Safe Haven for Afghans at the NCC was a contentious engagement with Loudoun County and the surrounding community. The agreement between DHS Unified Command Group and Loudoun County called for specific security features of which included the establishment of the vehicle control points to monitor traffic in and out of the NCC. The locations for the vehicle control points do not offer any power, shelter, or resources to support this activity. Therefore, temporary guard booths were installed that require power to enable the booth’s interior lights, A/C, and head, along with auxiliary equipment including radio

Date: 2022.03.29 11:55:34 -04'00' and flashlight. Additionally, exterior LED flood lights are required to illuminate the area in and around the vehicle control point to enable security functions and ensure officer safety.

The power generation and lights must be in place and operational NLT April 1, 2022 or result in a severe degradation of security and officer safety at the NCC. The mission is of the highest priority ensuring the safety and security of the community, consisting of the Afghan visitors and surrounding community. The absence of the power generation and lights will have an immediate impact on the mission due to the lack of external lighting on site and no source of alternate power, resulting in mission failure.

Any decrease in security posture will have national impact in the event of a security incident at the NCC.

3. The anticipated price will be determined fair and reasonable based on one or more of the price analysis techniques described below in accordance with FAR Part 13.106-3(a)(2).
