Performance Work Statement Disposal of Food Waste

Coast Guard Academy, New London, CT

1. Description of Services. The contractor shall provide all personnel, equipment, tools, materials, waste containers, vehicles, transportation, and supervision as necessary to perform food waste disposal services for the Cadet and All-Hand Dining Facilities in Chase Hall of the Coast Guard Academy, New London, CT.

2. Background. On a typical day within the academic year, the Cadet Dining Facility prepares approximately 2500-3000 meals and the All-Hands Dining Facility prepares approximately 300 meals. A large percentage of the meals consumed in Cadet Dining Facility are served “Family-Style” thus generating a large amount of food waste.

The dining facilities in Chase Hall are equipped with a water press that separates the water from the food waste and then diverts the food waste into 55 gallon drums. These drums are typically filled to about 70 to 80 percent full and then stored in a walk-in refrigerator. The walk-in refrigerator has a storage capacity of nine (09) 55-gallon drums and is located in close proximity to a loading dock.

3. Scheduled Collections. The contractor shall provide the containers. Collections shall be scheduled for Mondays, Wednesdays and Fridays (3 collections per week) between the hours of 6:00 a.m. to 4:00 p.m. During the academic year (Mid August through May), the government estimates 6-8 containers (55-gallon drums) will be ready for pick up on any given Monday, Wednesday or Friday.

4. Unscheduled Collections. The contracting officer may require the contractor to make additional collections on an as needed basis.

5. Period of Performance. The period of performance for the Base Year of the contract is from 01 October 2023 through 30 September 2024. There are four option years as follows:
