STATEMENT OF WORK
FOR
REQUEST FOR QUOTE (RFQ) 70Z02422Q00329
ELECTRICAL LOAD STUDY
LOCATED AT
UNITED STATES COAST GUARD

INTRODUCTION
Background: US Coast Guard Sector Northern New England suffered multiple full and partial loss of electrical power over the past 12 months. When electrical power is lost, the Sector relies on an emergency generator that supplies electricity to the Rescue 21 communications system and a portion of the communications center. Climate control is not supported by the generator. The amount of communications and computer equipment in the space causes temperatures to rise rapidly and creates a risk to equipment malfunction and severely impacts operational readiness.
Objective: The objective of this project is to perform an electrical load study on two electrical panels that feed the communications center with the goal of assessing the emergency generator’s ability to safely support the additional load requirements of the communication center’s climate control systems.
SCOPE
General Requirements: Contractor shall provide all labor, equipment, tools, and materials as required to complete an electrical load study located at the US Coast Guard Sector Northern New England, 259 High Street, South Portland, ME 04106-2028
Scope:
| 1.1 | Electrical Energy Usage Load Study |
| 1.1.1 | Contractor shall perform an electrical load study of select electrical panels/circuits at CG Sector Northern New England (NNE) located in South Portland, Maine. |
| 1.1.2 | For each electrical load to be monitored, install energy log type meters designed for use in energy studies. |
| 1.1.3 | Meters and associated current transformers (CT’s) shall be sized and rated for the electrical load to be monitored, and calibrated per the manufacturer’s instructions. |
| 1.1.4 | Contractor shall submit the manufacturer and model number of the meter (s) to be used to include a calibration date. |
| 1.1.5 | Monitoring each required electrical load 24 hours per day for fourteen (14) consecutive days. Installation and disconnecting of Contractor’s equipment shall take place during normal working hours, Monday thru Friday (excluding federal holidays) from 0800-1600. |
| 1.1.6 | Refer to Reference Drawings, Enclosures (1) and subpart 1.2.2 (Electrical Loads to Be Monitored) for locations of each circuit to be tested. |
| 1.1.7 | Final Report |
Provide one (1) 8-1/2” X 11”, single-sided, bound report to include the following:
(1) Title Sheet to include the following:

BUILDING 1 POWER SURVEY
(2) Provide a tabbed section for Panel EP1 with sub-tabs for each circuit to be monitored (i.e. EM Panel #2). Provide one sheet per day in landscape print with the following information/data:
(a) Record Voltage and Current waveform showing Amperes vs. Time. Record voltage for AN, BN, CN and current (amperes) for Phase A, B, C and N.
(b) Highlight and mark MAXIMUM voltage and current (ampere) value for each phase on the waveform. Show the value in bold text.
(c) Include on each sheet the electrical load to be monitored; i.e. Panel EP-Circuit EM. Panel #3.
(d) Include date (from [month/day/year/time] to [month/day/year/time]).
(e) Provide one sheet for each electrical load to be monitored Titled “Active Power-Total-Average” summarizing the Number of Events vs. Watts (W) for the 14 day period of monitoring. Include date (from [month/day/year/time] to [month/day/year/time]).
(3) Provide a tabbed section for Panel CP1 with sub-tab for circuit Commercial Panel CP3 which is to be monitored. Provide one sheet per day in landscape print with the following information/data:
(a) Record Voltage and Current waveform showing Amperes vs. Time. Record voltage for AN, BN, CN and current (amperes) for Phase A, B, C and N.
(b) Highlight and mark MAXIMUM voltage and current (ampere) value for each phase on the waveform. Show the value in bold text.
(c) Include on each sheet the electrical load to be monitored; i.e. Panel CP1-Circuit Panel CP3.
(d) Include date (from [month/day/year/time] to [month/day/year/time]).
(e) Provide one sheet for each electrical load to be monitored Titled “Active Power-Total-Average” summarizing the Number of Events vs. Watts (W) for the 14 day period of monitoring. Include date (from [month/day/year/time] to [month/day/year/time]).
1.1.8 Upon mobilization the QAI (see page 4) will assist the Contractor with locating the electrical panels to be monitored. The Contractor shall explain the equipment to be used to the QAI to include explaining the contractor installed equipment, recommendations on cycling equipment during the monitoring, and answering any questions.
1.2.1 Electrical Loads to Be Monitored
1.2.1.1 Panel EP1 located in the basement level of Building 1. Rating: 208Y/120V, 200-Ampere, 3-Ø, 4W.
(1) Refer to Reference Drawing P7235170 Sheet EP501 (One-Line Diagrams) and Reference Drawing P7235170 Sheets EP605 & EP606 (Panel Schedules).
(2) Monitor the following electrical loads:
(a) Line-side of Panel EP1
(b) Circuit 2/4/6-Emergency Panel #2 (EP2); 100-amperes
(c) Circuit 8/10/12-Emergency Panel #4 (Mail Rm); 100-amperes
(d) Circuit 7/9-Furnace Panel; 208V, single-phase, 100-amperes
(e) Circuit 20/22/24-Emergency Panel Barracks; 100-amperes
1.2.1.2 Panel CP1 located in the basement level of Building 1. Rating: 208Y/120V, 400-Ampere, 3-Ø, 4W.
(1) Refer to Reference Drawing P7235170 Sheet EP501 (One-Line Diagrams) and Reference Drawing P7235170 Sheet EP605 (Panel Schedules).
(2) Monitor the following electrical loads:
(a) Line-side of Panel CP3

Work shall be performed by an Electrical Contractor who regularly engages in electrical testing.

Designation of Contracting Officer Representative’s Quality Assurance Inspector (QAI): Contact for this project is Sector Engineering Officer, CWO Daniel Burke, (207) 767-0350, Daniel.s.Burke@uscg.mil. Inquiries concerning any phase of the specifications before award should be addressed to the Contracting Officer (Beverly.a.primm@uscg.mil) or after award shall be made to the QAI.
Site Visit: All bidders are highly recommended to conduct a site visit to verify any/all site conditions, tool/equipment requirements, and address any concerns before submitting bids. The bidders are suggested to visit the site and take such other steps as may be reasonably necessary to ascertain the nature and location of the work, and the general and local conditions which can affect the cost of the work thereof. Failure to do so will not relieve bidders from responsibility for estimating properly the difficulty or cost of successfully performing the work. The government will assume no responsibility or financial liability for any misinterpretation or misrepresentations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the request for quotes, the specification or related documents. Interested parties shall make arrangements for a site visit with QAI: Sector Engineering Officer, CWO Daniel Burke, (207) 767-0350, Daniel.S.Burke@uscg.mil.
Commencement and Completion of Work: Upon acceptance of the project, the contractor must immediately notify the QAI of his intended start date. The contractor shall commence work NLT 21 days after notice to proceed, and work diligently to complete all work within 30 working days after work commencement.
Periodic Inspection: QAI shall conduct quality assurance surveillance at a minimum of three intervals. First inspection shall occur after completion of mobilization phase but prior to commencement of actual work to ensure contractor set-up will not impede government operations. Second inspection shall occur upon completion of all work but prior to demobilization to ensure all work was completed as required. Final inspection shall occur upon completion of demobilization to ensure all work was completed according as required and workplace was left in an acceptable state.
Workmanship: All work shall be accomplished to code in the specified fields and with the best standard practices. Workman shall be thoroughly experienced and certified in the required trades. The work shall be supervised by experienced personnel and shall be satisfactory to the QAI.
Clean Up: All trash and debris shall be removed from the worksite daily. The jobsite shall be left in a clean and neat manner. All waste material shall be removed and disposed of by Contractor.
Work Outside of Regular Hours: The contractor is authorized access to location as needed to complete required work. The contractor shall allow ample time to enable satisfactory arrangements to be made by the government for inspecting the work in progress. Any work required to be completed outside of regular working hours (0800 – 1600) shall be coordinated through CWO Daniel Burke, (207) 767-0350, Daniel.S.Burke@uscg.mil.
Upon Completion of Work: Contact the QAI to arrange for inspection and acceptance of work as required.
Permits: The contractor shall, without additional expense to the government, obtain all appointments, licenses, and permits required for the prosecution of the work. The contractor shall comply with all applicable federal, state, and local laws and codes.
Safety Requirements: The contractor shall conform to all state and local safety requirements and those of the Coast Guard unit. The contractor and employees of said contractor shall become familiar with, and obey all base regulations to include, but not limited to fire, traffic, and security regulations. There will be no smoking in, or within 50 feet of Coast Guard buildings. Only contractor, employees, and suppliers will be authorized on base. No dependents, minors, or anyone else not directly associated with ongoing work shall be authorized on site.
Identification of Contractor Personnel and Vehicles: The contractor shall provide a detailed list of all employees to the QAI prior to commencing work. The employee list shall contain the employee’s full name. Each contractor provided vehicle or towed trailer shall show the contractor’s name so that it is clearly visible on the vehicle. A valid state license plate and safety inspection sticker is required. All vehicles operated on government property shall be maintained in a good state of repair.
Oral Modification: No oral statements of any person other than the Contracting Officer shall in any manner or degree, modify or otherwise affect the terms of this contract.
