AWARD NOTICE

Start Date: September 23, 2015

This document serves to provide public notice of the Government’s issuance of a single Blanket Purchase Agreement (BPA)to For the

Record, Inc. (FTR). This notice is a synopsis that satisfies the requirements of FAR Part 5.301. A solicitation document was not issued and proposals were not requested. The Federal Trade Commission negotiated and awarded this BPA on a noncompetitive basis to For the

Record, Inc. (FTR) located in White Plains, Maryland. The statutory authority permitting other than full and open competition is 41 U.S.C.

3304(a)(2) as implemented by the Federal Acquisition Regulation (FAR)

6.302-2. An unusual and compelling urgency precludes full and open competition and delay in award of a contract would result in serious injury, financial or other, to the Government. This notice is prepared and being posted in accordance with FAR Subpart 5.3.

DESCRIPTION:

The Federal Trade Commission is an independent federal government law enforcement and regulatory agency with authority to promote and protect consumers' welfare through its jurisdiction over both consumer protection and competition issues. The FTC employs approximately 1400 staff and contractors in the headquarters offices located at 600

Pennsylvania Avenue, NW, and 400 7 th

Street, Square, SW, Washington, DC. There are also eight Regional Offices located in New York, New York; Dallas, Texas; Chicago, Illinois; Seattle, Washington; Los Angeles, California; Cleveland, Ohio; San Francisco, California; and Atlanta, Georgia. The FTC’s strategic goals are:

1. Protect Consumers: Prevent fraud, deception, and unfair business practices in the marketplace.

2. Maintain Competition: Prevent anticompetitive mergers and other anticompetitive business practices in the marketplace.

3. Advance Performance: Advance the FTC’s performance through organizational, individual, and management excellence.

The Federal Trade Commission has established services, through a single BPA, for

Comprehensive Court Reporting and Transcription Support Services to support FTC efforts, within and outside of the United States, until resolution (including corrective action by the agency, as applicable) of a General Accounting Office protest to competitively awarded action FTC116A0009.

The ordering period of this BPA is September 23, 2016, through March 22, 2017 with an estimated ordering amount of $233,500.00. This BPA was not established as a set-aside.
