Replacement of Ceramic Tiles in Men’s Room 177 The Federal Trade Commission Facilities Management Office
600 Pennsylvania Avenue N.W., Room 719 Washington, D.C. 20580
Statement of Work
1.0 Scope of Work:
Contractor shall furnish all labor, materials, supervision and engineering necessary to remove old ceramic wall tiles and replace with new tiles in room 177 at the FTC Headquarters building at 600 Pennsylvania Ave. N.W. Washington, D.C. 20580.
1.1. Prior to commencement of work Contractor shall submit samples of tiles for approval of the Federal Trade Commission (FTC) and the General Services Administration (GSA) Historic Preservationist.
1.2. Contractor shall comply with recommendations and requirements of the GSA Historic Preservationist and shall take all measures necessary to prevent damage to existing structures, marble partitions, terrazzo floors, fixtures and other items which may be at risk of damage.
1.3. Contractor shall cover floors and partitions with protective cladding prior to beginning work.
1.4. Contractor shall:
Remove approximately 500 square feet of tile from walls Remove from wall and re install existing 3 toilets Remove from wall and re install existing 3 urinals Remove from wall and re install existing 2 sinks Remove from wall and re install existing 2 mirrors Remove from wall and re install existing light fixture Remove from wall and re install existing paper towel dispenser Remove from wall and re install 2 soap dispensers Clean all plumbing fixtures thoroughly prior to re-installation.
Remove and re install existing GFI receptacle as necessary Remove and re install existing light switches as necessary Scrape, patch, prime and paint un-tiled wall surfaces with Sherwin Williams Dover White, Semi-gloss paint which need touch-up.
1.5. Contractor shall coordinate installation such that there is a minimum of noise, dust, smoke or disruption to business or obstruction to hallway egress.
1.6. Contractor shall perform asbestos testing, abatement, re-testing, disposal, and documentation as may be required to successfully complete this project. Contractor shall furnish a copy of all documentation to the parties stated in section four (4) of this statement of work.
1.7. Contractor shall be responsible for disposal of old tiles & grout.
1.8. Contractor shall furnish and install hangars and supports to pipes and valves as is necessary to successfully complete this project.
1.9. Contractor shall perform tests to verify all fixtures are correctly functioning and there are no leaks.
1.10. Contractor shall be required to perform site survey.
1.11. Contractor shall be responsible for correct sizing and engineering.
1.12. See item nine (9) below for photos.
2.0 General Requirements:
The contractor shall observe and comply with the following items:
2.1 Safety: Contractor shall establish a delineated “work zone” in order to prevent pedestrian traffic in proximity to the work area. This is both to prevent disruption of the work of the contractor as well as to prevent damage to property or injury to persons.
2.2 Flying or Falling Debris: Contractor shall at all times engage in prudent practices and safety procedures such as will prevent construction debris from falling or flying and damaging property or persons and contractor shall be liable for damages to same.
2.3 Protection of building, systems and fixtures: Contractor shall not disturb any building structural members, conduits, sprinkler system or other pipes, fire alarm sensors, electrical fixtures or other building fixtures or systems which are unrelated to the specific work required herein and shall be liable for damages thereto.
2.4 Engineering and Measurement: Contractor shall be responsible for verifying distances, dimensions, flow rates, BTU requirements, electrical specifications and site conditions and shall be responsible for obtaining all other information as is required to successfully complete this project.
2.6 Schedule: Work shall be performed after normal business hours of the Federal Trade
Commission as necessary to provide a minimum of disruption to FTC normal business.

2.7 Security: Contractor shall submit a complete list of all personnel including personnel of any subcontractors for approval to enter the FTC Building and shall be in compliance with the rules, regulations and directions of the FTC Security office.
3.0 Additional Requirements:
3.1 Demolition: Contractor shall demolish for removal old tiles and grout.
3.2 Removal: All debris and trash related to demolition and installation shall be removed from the site and disposed of by the contractor.
3.2a Asbestos: All asbestos containing materials removed by the contractor shall be disposed of in a facility which is approved for this use.
3.3 Permits: Any applicable permits which may be required for execution of this project shall be the responsibility of the contractor.
3.4 Materials: All materials furnished by the contractor shall be new and free of defect.
3.5 Deliverables (documentation):
In addition to materials otherwise specified herein, contractor shall furnish:
Documentation of asbestos air testing, asbestos removal and disposal, maintenance specifications, schematic diagrams, electrical diagrams, architectural and engineering drawings and other such relevant documentation. These shall be furnished to the personnel specified in item four (4) below.
4.0 Buyer Responsibilities:
Decision making authority and final acceptance shall rest with the following:

5.0 Schedule:
5.1 As necessary to prevent disruption to regular business, work shall be performed after normal business hours of the Federal Trade Commission, namely, between the hours of 6:00pm and 6:00am Monday through Friday or 6:00pm Friday through 6:00am Monday.
5.2 Work shall be performed on specific dates upon mutual agreement of building management personnel stated in item four (4) and the contractor.
5.3 Contractor shall work from commencement to finish of project without interruption.
5.4 Contractor shall cooperate with building management personnel, building occupants and other persons as may be affected by this project in order to facilitate timely, safe and professional completion with minimum disruption to normal business activities.
6.0 Project Completion Criteria:
6.1 Final acceptance shall be upon inspection by building management personnel stated in item four (4) and notification to the contractor that work is acceptable and complete.
7.0 Terms and Conditions:
7.1 Terms of payment shall be in accordance with the Contracting Officer of the Federal
Trade Commission and will be stated elsewhere within the solicitation.
8.0 Miscellaneous:
8.1 Storage: Upon mutual agreement with the building management personnel stated in item four (4) contractor may store equipment and materials within agreed upon areas of the FTC headquarters building during the period of performance of work. FTC makes no representation as to the security of any items stored.
8.2 Upon completion, contractor shall remove all tools, equipment and stored materials from the site within three (3) business days.
8.3 Emergencies: Upon exigent circumstances the contractor shall move items stored in order to accomodate emergent necessity and shall cooperate during building evacuations or other emergencies or unforeseen circumstances.
8.4 Quality of Work: All work shall be performed in accordance with highest industry standards, best practices and as specified by manufacturer’s recommendations.
8.5 Code Compliance: All work shall be in compliance with National Fire Protection Association (NFPA) codes, the National Electrical Code (NEC) and local codes.
8.6 Warranty: Contractor shall provide a warranty detailing all materials and workmanship covered and duration of warranty from time of completion.
8.7 Contractor may offer extended warranty or preventative maintenance plan at a separately specified price.
