Intermittent Executive Officer – Tiger Team [5 positions]

AREA OF CONSIDERATION:
U.S. Citizens or U.S. resident aliens who are able to obtain the required security clearance.
A. BASIC FUNCTION OF THE POSITION
The Executive Officer/Specialist shall serve as an Intermittent Executive Officer for a Tiger Team of experienced management professionals. The Executive Specialist (from this point referred to as Intermittent Executive Officer) shall be required to perform extensive travel to USAID missions on an intermittent basis – estimated at up to 45 days per quarter.
B.
DUTIES AND RESPONSIBILITIES
The Intermittent Executive Officer shall assist USAID Missions with the full range of administrative services including personnel management, IT, procurement, ICASS, general services (leasing, Non-Expendable Property [NXP], Expendable Property [EXP], etc.), records management, reviewing Mission EXO operations to identify management vulnerabilities, and working with Missions to correct vulnerabilities – including mentoring recently assigned DLI EXOs, and training FSN/PSC and US/PSC staff to increase their competencies and capabilities. The Contractor shall be an expert and support Missions and their staffs by:
Interacting with senior Mission management to implement Mission policies and procedures governing Mission operations, particularly where Mission-specific guidance has not yet been developed.
Consulting with Missions on their Executive Office procurement services, insuring that procurement activities are in accordance with the FAR and AIDAR, and that vulnerabilities have been reduced to a minimum.
Identifying problems in current records management operations in the missions, and designing training programs to develop the skills and competencies of staffs charged with these responsibilities in Missions and Offices.
Reviewing General Services Operations (GSO), determining where weaknesses exist within Mission GSO operations, and recommending/taking remedial actions. Where the mission receives services under ICASS, working to insure the highest levels of customer service are provided.
Insuring adequate controls are in place to track personal property and real property, and advising staff on the use of property management programs. Where the mission receives services under ICASS, working to insure the highest levels of customer service are provided.
Reviewing security programs in place, including radio programs, physical security of office buildings and homes, and warden systems.
Insuring that motor pool operations are adequate for Mission needs, and that controls are in place to insure that misuse of USG vehicles and resources are minimized. Where the mission receive services under ICASS, working to insure the highest levels of customer service are provided.
Reviewing office space for adequacy of maintenance programs, safety, and health programs.
Providing closeout support to Missions, including review of and input into closeout plans. (Closeout support may require lengthy TDYs during the final months of any Mission closeout.)
Supporting start-up missions to set up Executive Office services.
Identifying management vulnerabilities in Missions through formal Management Services Reviews, and providing hands-on support in correcting deficiencies.
Assisting Missions in reviewing ICASS subscriptions, budgets, and other issues, and in reviewing OE budgets and procurement plans.
Providing coverage during absence of assigned Executive Officers.
To the greatest extent possible, emphasis should be on training staff in Missions in the areas of EXO management, rather than just providing advice or service. In Missions with no USDH or US/PSC Executive Officer, the Contractor shall provide TDY support to assure that EXO operations are running smoothly.
Performs other duties as assigned or required.
The contractor shall monitor dollar balances under this contract; s/he shall consult with receiving mission on budget so that each order/modification to this contract for services is budgeted and adequately funded to fully cover the assignment.
REQUIRED QUALIFICATIONS FOR THE POSITION:
The Intermittent Executive Officer shall have the following qualifications. Note that in order to be considered those marked “required” must be met.
1) Education: Incumbent must have one of the following:
Master's degree with significant study in or pertinent to the specialized field, including, but not limited to, international relations, business administration, and social sciences;
OR
Bachelor’s degree with an additional two (2) years work experience (those years are in addition to the number of years indicated below under “Prior Work Experience”), showing demonstrated increased responsibility in administrative management overseas;
OR
Coursework in Business Administration, Economics or a related field with an additional five (5) years work experience (to the number of years listed below) showing demonstrated increased responsibility in administrative management overseas.
2) Prior Work Experience: At least five to eight years of professional experience related to administrative services including personnel management, IT, procurement, ICASS, general services (leasing, Non-Expendable Property [NXP], Expendable Property [EXP], etc.), records management, reviewing Mission EXO operations to identify management vulnerabilities, and working with Missions to correct vulnerabilities including mentoring recently assigned DLI EXOs, and training FSN/PSC and US/PSC staff to increase their competencies and capabilities are (required).
3) Knowledge: The Intermittent Executive Officer must have the following:
· Mastery of program principles, concepts, practices, methods, and techniques in order to apply new developments and theories to major problems not susceptible to treatment by accepted methods.
· Expert knowledge of USG organizations serviced, generally consisting of a large number of subdivisions, and frequently involving satellites or different organizational levels (such as would be found in a significant organizational segment of an Agency, such as a USAID Mission, a Regional Office, or a Center).
· Thorough knowledge of coordinating support services programs and functions within subordinate (or satellite) organizations and knowledge of the day-to-day direction of the services element in the immediate organization.
· In-depth knowledge of organization policy, and knowledge of periodic review procedures of the manner in which subordinate units support the work of their serviced organizations and the review procedures involved with taking (or recommending) action on the services programs of subordinate units.
4. Abilities and Skills: The Intermittent Executive Officer must have the following:
· Ability to regularly negotiate with and advise managers at all organizational levels concerning improvements in the services provided.
· Knowledge of and the ability to apply principles and practices of supervision and experience in supervising professional, technical, clerical, trades, and labor personnel, including first-line supervisors of such personnel.
· Must also have the ability to write clear and comprehensive policies, procedures, reports, directives, and correspondence; the ability to conduct fact-finding concerning a variety of subjects and to develop analytical and effective recommendations; and,
· the ability to plan, coordinate, and conduct special projects and programs reviews.
· Knowledge of and skill in performing inter-personal communications demonstrating the ability to clearly explain and support conclusions, recommendations, policies, and procedures to all levels of personnel.
5. Language Proficiency: Excellent spoken and written English are (required).
6. Ability to Obtain Security Clearance: Be a U.S. citizen or U.S. resident alien and be able to obtain Secret security clearance (required).

Equipment failures at USAID or by the applicants network are not acceptable reasons for late submission, as candidates have the option of sending their application hard copy by courier. TYPE AND DURATION OF APPOINTMENT:
Employment shall be through a USAID Personal Services Contract for a period of one year with possibility of extension. This Personal Services Contract is subject to the availability of funds. Employment will be intermittent; there is no minimum guaranteed period of performance.

FEDERAL TAXES: USPSCs are not exempt from payment of Federal Income taxes.
