About this file
This Statement of Work (SOW) details technical specifications for concrete counterweights required by the Defense Logistics Agency Land and Maritime through solicitation SPMYM325Q6023. The SOW specifies requirements for macro synthetic reinforcing fiber (SikaFiber Enduro Prime or equivalent) to enhance cohesion and resistance properties, along with specific reinforcement requirements including 10 #6 bars top and bottom in each direction with 1.5" minimum edge distance using ASTM A615 Grade 60 deformed uncoated steel bars.
The solicitation calls for 100 total counterweights (50 small, 50 large) with specific lifting eye requirements including a minimum 5000 lb working load limit, 6" minimum embedment length, and 7/16" minimum anchor rod diameter. This is a 100% small business set-aside with a size standard of 500 employees, evaluated as Lowest Price Technically Acceptable (LPTA). Quotes are due by February 7, 2025 at 3pm EST, and must include concrete mixture documentation. The contract requires delivery to Portsmouth Naval Shipyard, with Net 30 payment terms after acceptance.
