About this file
This is a budget template Excel file for the City of New Bedford's Opioid Abatement Funds RFP (#25510138), involving the local health department's initiative to address opioid-related challenges. The document outlines a budget proposal for a comprehensive program focusing on opioid use disorder (OUD) services, specifically requesting funding for a full-time recovery coach positioned in the emergency room, with associated personnel costs totaling $74,510. The budget includes line items for a recovery coach salary ($60,000), fringe benefits ($12,000), Mental Health First Aid training for three staff members ($510), and printing costs for outreach materials ($1,000).
The funding is sourced from the Massachusetts State Subdivision Agreement for Statewide Opioid Settlements, with strict guidelines on allowable expenses. Funds must directly tie to prioritized strategies from the New Bedford Municipal Opioid Abatement Funds Community Assessment, with a focus on strengthening resources for substance use disorder prevention, harm reduction, treatment, and recovery. Unallowable expenses include services already reimbursed by MassHealth or BSAS, non-opioid related expenses, and activities not aligned with the identified prioritized strategies. The budget template provides a structured approach for organizations to propose targeted interventions across 11 key strategic areas, ranging from treatment access and wraparound services to prevention programs and mental health support for youth.
