METHOD OF AWARD

The City intends to issue purchase order(s) to the responsive and responsible bidder whose offer is the lowest best value offered to the City on the basis of prices submitted. The City reserves the right to make its award in total or by line or groups of lines if doing so results in overall lower costs. For purposes of this RFQ, if one or more quotes are submitted by a business certified as an MWBE business by New York State on the date of the RFQ, the MWBE bidder(s) shall receive a five percent (5%) price advantage over non MWBE bidders pursuant to Section 8 of Ordinance No. 2018-54.

SPECIFICATIONS:

1. SCOPE

1.1 The intent of this specification is to secure Optical Scanning (Bar Code) Labels for the Monroe

County Library System.

1.2 The Monroe County Library System requires high quality labels which will be permanently attached to library materials and borrower cards, cannot be easily removed, and will have high readability by a light pen or some other optical scanner even when labels have been worn or soiled.

2. SPECIFICATIONS

2.1 Must be compatible with our automated library circulation system.

2.2 CODABAR MOD 10 check digit.

2.3. Easily read in the first scan of Bar Code Reader, per Specifications.

2.4 Pressure sensitive, permanent adhesive labels which will adhere to library materials.

2.5 Able to handle a series of numbers for library materials. The format of the barcode number is as follows:

2.5.1 The first digit indicates the barcode is for an item (digit = 3).

2.5.2 The next four digits identify the institution (9077).

2.5.3 The last nine digits identify the item or borrower and must be a unique number to the system, regardless of the institution number.

2.5.4 The final digit of the (14) fourteen digits is a MOD 10 check digit.

2.5.5 The starting number will be assigned at time of order.

2.6 Material labels are to be highly durable (cannot be ripped or torn), have a protective coating, and lines and numbers should not chip or smudge.

2.7 Size of labels should be 2" x 5/8" and printed on 8.5” X 11” sheets for easy distribution.

2.8 Material labels – minimum of 200,000 labels to be ordered in the contract year.
