City of Sarasota 25-11MC Exhibit A – Scope of Work Geotechnical Services
Exhibit A - SCOPE OF WORK
A. BACKGROUND
The City of Sarasota (City) is seeking proposals from qualified firms to perform geotechnical soil and material testing services for various projects. Tests will be for those required for City projects to assess the physical and chemical properties of the ground to determine its suitability for construction. Geotechnical testing will establish information for various construction projects in the planning, design, preconstruction, or construction phase of work.
The City’s current contract for these services will expire on February 8, 2025, and in accordance with City policy must be resolicited. Over the past several years, the City has spent approximately $90,000 annually for geotechnical services.
B. SCOPE OF WORK DESCRIPTION
The awarded supplier (hereinafter in this Scope of Work referred to as consultant), shall provide all labor, travel for vehicular transportation to and from each project site including collection and hauling of test specimens as required, licensing, professional certifications, supplies, equipment to provide geotechnical soil and material testing services to include field and lab tests on an as-needed basis. Field tests may include, but are not limited to, in situ testing such as standard penetration test (SPT) and cone penetration test (CPT), test pits, trenching, and soil borings. Lab tests may include, but are not limited to triaxial tests, sieve analysis, Atterberg limits tests, moisture content tests, shear strength tests and permeability tests.
C. AGREEMENT TERM
The term of the contract resulting from this solicitation shall be for three years with the option to renew for two one-year periods by mutual agreement.
D. SCOPE OF WORK REQUIREMENTS
The consultant shall provide the following:
1. Testing of foundation excavations to verify design bearing pressure.
2. Field density testing of backfill material compaction.
3. Field inspections of reinforced concrete structures.
4. Concrete and grout material testing services to ensure compliance of materials and placement methods with the contract documents.
5. Proof-rolling observations and corrective recommendations/measures if
Geotechnical Services necessary.
6. Ground water presence and corrective action recommendations if necessary.
7. Soil boring for soil type and rock identification.
8. Other related soil and material inspections, other specialty inspection services (masonry, steel reinforcement, asphaltic pavement, etc.) and testing services as directed by the City.
9. In-place density tests
10. Modified proctor tests
11. Three (3) point LBR tests
12. Compressive strength tests for concrete cylinders
13. Environmental testing and monitoring (e.g., asbestos, lead, water contamination, pollution and chemical testing)
14. Other tests as directed by the City.
15. All computer hardware, software, printers/plotters, scanners, copiers required to perform the work.
16. All necessary testing equipment and support personnel, including surveying services, to secure the data in the City’s prescribed format and content.
17. Provide all traffic control and maintenance required to perform the work.
18. Ensure traffic control and maintenance is performed in accordance with the requirements and standards of the jurisdiction having authority over the work site (e.g., Florida Department of Transportation, City Standard).
19. Obtain all necessary permits prior to commencing work within the public rights-of-way.
20. Provide copies of such permits to the City prior to commencing work.
21. Submit a request for reimbursement for any permit fees with its invoice to the City for the project.
22. For any work required on private property, obtain written permission from the property owner for authorization for Contractor and City staff to enter the premises.
23. Obtain City approval for all repairs to any infrastructure component necessitated by testing activities prior to the tests being performed (e.g., coring of asphaltic pavements).
24. Ensure all design-related test reports include conclusions and recommendations from a licensed professional.
Geotechnical Services
E. SPECIFICATIONS
The consultant shall meet the following specifications:
1. Perform all geotechnical and materials testing under the direct supervision of a Licensed Professional Engineer in the State of Florida.
2. Perform all testing in accordance with United States Bureau of Reclamation (USBR) or the American Society of Testing and Materials (ASTM) or American Association of State Highway and Transportation Officials (AASHTO) equivalent test.
3. Only use equipment to perform field and laboratory testing as described in the USBR, ASTM or AASHTO testing procedures.
4. Ensure all field and laboratory testing services is performed by personnel who are certified or licensed to perform the given service.
5. Perform all work in accordance with appropriate and applicable City, State, and Federal standards.
6. Include all safety and training and all other pertinent laboratory staff training.
F. DELIVERABLES
As applicable to the work, consultant shall provide deliverables for each test in the form as specified by the City to include, but not limited to the following:
1. Digital or hard copy test results including field notes
2. Sketches
3. Electronic data files
4. AutoCAD exhibits
5. Maps
6. Certified test results
7. Other deliverables applicable to the work and as requested by the City
8. Other test requirements as requested by the City of Sarasota.
G. ESCALATION/DE-ESCLATION
Fees for services may be renegotiated and mutually agreed upon at the time of contract renewal, not to exceed the Bureau of Labor Statistics Employment Cost Index WMU004530010200000017205100A3, average hourly wage for experienced level civil engineers in Tampa-St. Petersburg-Clearwater, FL for the most recent one-year
Geotechnical Services period. Sixty (60) days prior to the contract renewal date, Consultant may request a price adjustment in writing to the City for review and approval. If the Consultant fails to submit a price adjustment request at least sixty (60) days prior to the contract renewal date, current contract pricing will continue for the contract renewal period. No retroactive contract price adjustments will be allowed

3 Intermediate Design (60-90%) Phase

Refinement of schematics design with staff and advisory personnel. Scaled floor plans and elevations of the interior space utilizations by occupants, selections of building system. Discussion of cost effective and functional methods to promote the use of green materials through innovative architectural processes. Strive to meet LEED standards and Energy Star optimum rating standards whenever cost effective.
3B Schedule and attend meetings and design conferences to obtain informa-tion and to coordinate or resolve design matters.
3C Prepare necessary reports and recommendations.
3D Ensure red, green, and brown colored marked up plans and utility relocation schedules to all agencies are prepared and submitted as required.

5A Provide the City specified number of plan sets, specifications, and the scope of work for this phase.

5C Ensure that all bid document meet the Consultant Checklist provided by the Purchasing Division. Copy of the current Consultant Checklist is in Appendix A.
5D Be present at all pre-bid meetings.
5E Provides answers to question from the pre-bid meeting and addenda as requested
5F Be present at the bid opening at the discretion of the City.
5G Analyze bid results and provide a calculated and verified bid tab in a formatted as specified by the City.

6 Constructions Phase
6A
Conduct a post bid/pre-construction conference and provide meeting minutes to the City for its review and approval prior to distribution unless otherwise directed by the City. The City may chose to record the minutes.
6B Review and forward for City approval all submittals for the project.
6C Provide construction staking of the project by a Florida licensed Land Surveyor.
6D
Provide construction inspection of the project by a fully qualified individual with experience in the specialty as required by the City and as approved by the City on one of the following basis:
6D1
A full time basis by at least one (1) individual. Full time shall be described such that the inspector will be present on the site between 87% and 100% of the time that the contractor is productively working.
6D2
A part time basis by at least one (1) individual. Part time shall be described such that the inspector will be present on the site between 14% and 86% of the time that the contractor is productively working.
6D3
An occasional basis by at least one (1) individual.
Occasional shall be described such that the inspector will be present on the site between 3% and 13% of the time that the contractor is productively working.
6E Provide quality control (testing) services utilizing a qualified testing laboratory located in the State of Florida as approved by the City.

Conduct regularly scheduled project status meetings on a schedule determined by the City and provide meeting minutes to the City for its review and approval prior to distribution.
6G Review and recommend approval to the City, the contractor’s quantities and pay requests.

Furnish record drawings with no disclaimers, unless authorized by the City, based on the contractor’s redlined construction plans and surveys conducted by a Florida licensed Land Surveyor. Such record drawings shall be provided in both hard copy and electronic media acceptable to the City.
6H Construction Observation

Consultant shall observe the construction and ascertain to the best of the consultant’s ability that the project is constructed in accordance with approved plans and specifications.

CONSULTANT CHECKLIST - BID DOCUMENT REQUIREMENTS LIST
1. Detailed Scope of Work
a. This should be a description of the project and what you are trying to accomplish.
b. Include contractor/vendor qualification.
c. You may use any numbering sequence, but you must use a sequence.
i. Numbering of paragraphs allows the bidder to refer to the section by section number, paragraph etc…
2. Liquidated Damages
a. Include the following clause:
i. The Contractor shall pay to the City the sum of written amount in Dollars ($NNN.NN) per calendar day liquidated damages for each and every day’s delay over and above the number of calendar days prescribed for completing the work.
b. Determine the liquidated damages by using the chart below:
i. The chart below is based on Federal Standard and Florida Department of Transportation.
ii. The chart is only a recommendation. The more critical the project the more severe the liquidated damages should be.

3. Completion Days
a. Include the number of calendar days for delivery or completion of the project or product.

b. This needs to include any mobilization or parts lead time.

ii. If the lead time for equipment and materials cannot be determined then the following information should be added:
“The number of days to complete this project will be (number of days here) days for substantial completion. Final completion will be (number of days here) days for a total project time of (number of days here). Additional lead time may be added for equipment and materials as approved by the City. The contractor/vendor will be required to provide documentation from the supplier of the lead time requirements.”
4. Length of Contract and renewal (May not apply if using section 3)
a. Under Florida State Statute
i. Renewal of contracts for commodities or contractual service may be renewed for a period not to exceed 3 years or the term of the original contract, whichever is longer (Example, two (2) initial years with two (2) one (1) year renewals.
ii. Renewal must be for the same terms and conditions as the initial contract unless escalation clauses are included. In which case an amendment must be approved.
b. All terms as for length of contract and number of renewals must be approved by the Purchasing Manager or designee.
5. Additions Insurance Requirements
a. List any additional insurance requirements that are not contained in the City’s terms and conditions.
b. The City requires at a minimum:
i. General Liability
ii. Auto
iii. Workers Compensation
c. Make sure you include any specific insurance, such as Builder’s Risk, Hazardous Liability, Liquor Liability and so on.
6. Bond Requirements
a. Some bids (usually construction) require bid, performance, or payment bonds.
b. Please note in the Scope of Work if any other bonds beyond the normal requirement may be needs.
7. Related Permits and Cost
a. Must include any pricing for all permits under State Statute or regulatory agencies as applies (i.e.
FAA, FDOT, etc…).
b. If permit is based on the construction cost percentage then inform the buyer.
c. Provide a chart or calculation formula for calculating the permit cost.
8. Technical Specifications
a. This needs to include a table of contents
b. Include page numbers as related to the title of the section (08330-1, 08330-2, etc.). This needs to be in the document header.
c. Do not include other footers. Such as project name or the directory where it can be found. The
Purchasing Division uses the footer for information about the bid.
d. Include plans. All drawings.
e. Be careful in using brand names.
i. Clarify that brand names are used for specifications only.
ii. Give details of the specification for name brands. Don’t just list the name brand.
iii. Provide provisions for approved alternates.
1. Include deadline for approved alternates. (example, 15 days before opening etc..)
f. Everything should be provided in an electronic format.
i. Include Word file and PDF file.
1. File names must be no more than 11 characters and cannot include special characters other than dashes.
ii. If specifications and plans are in multiple files you will need to provide a combined form that has all documents in the proper format and ordering. This should be in a PDF document with the exception of the bid form which may be in Excel.
9. Review City’s Standard Terms and Conditions
a. Note any conflict with the City’s Standard Terms and Conditions.
b. Note precedents in section 2 of the Terms and Conditions.
10. Post Bid Requirements
a. Provide a bid tabulation of ALL contactors/vendors that submitted bid
i. Analyze unit pricing for irregularities
b. Provide letter of recommendation for awarded vendor or justification why lowest bid should not be accept and why the next bid should be accepted.
c. Attend pre-construction meeting. This item may be provided by the Project Manager.
