About this file

This document provides justification for a sole source contract renewal. The Navy seeks to renew an existing annual software license and support contract with Wind River Systems, Inc. for VxWorks 6/7 software. The software is used in testing environments and on systems that require security, operability, and compliance with information assurance mandates. VxWorks is the standard operating system for real-time systems and is currently the mandated operating system for next generation CPUs used by Navy systems. Only this software has completed the necessary testing and integration for use in Navy systems. Changing vendors would require over $1 million in re-testing and cause delays of over one year. The sole source award to Wind River is further justified given the extensive prior testing, engineering analysis, and system customization the incumbent provider has completed. The authorized government distributor for Wind River is Avnet, Inc. The Navy aims to award a contract by January 26, 2024 for the period of January 27, 2024 through January 26, 2025.
