SCOPE OF WORK
Mobile MRI
Lawton Indian Hospital Lawton, Oklahoma
A. Overview of Project
1. The intent and objective of this Scope of Work is to lease a mobile MRI Unit. The Lawton Service Unit is in the process of renovating Radiology and need to lease a mobile MRI until the newly purchased MRI is located within the facility. There is not an estimated time frame for renovations to be completed. The mobile MRI will offer a new service to the Lawton Service Unit patient population; currently the MRI patients are being referred to outside facilities dependent upon Contract Health Services funding availabilities. To ensure a smooth transition into a new MRI patient services the Lawton Service Unit will lease a mobile MRI system. The mobile MRI system will need to be a turnkey operation upon arrival to the Lawton Service Unit facility.
B. Services to be Performed by the Contractor
1. The contractor shall lease to the Lawton Service Unit a mobile, at least 1.5T whole-body, open, Magnetic Resonance Imaging (MRI) system.
2. The leased mobile unit will consist of the following items:
i. Mobile unit shall be housed in a mobile trailer with minimum dimensions of 48’L x 8’W
ii. Mobile MRI, 1.5T, whole body, open system
3. Contractor shall provide the following setup and installation services:
i. Deliver MRI mobile unit
ii. Complete setup of MRI mobile unit
1. Setting MRI mobile unit trailer including leveling and anchoring
2. Connect utility service the Lawton Service Unit’s source
3. Connect phone and data to the Lawton Service Unit network
4. Handicap accessible entrance (must be large enough for stretchers)
5. Startup and testing of Mobile MRI unit
4. System Requirements
i. The system 1.5T MRI
ii. uncompromised image quality
iii. Image data transfer link
iv. High Output Gradient System
v. 12 Channel Matrix Head coil
vi. 4 Channel Matrix Neck coil
vii. 24 Channel Matrix Spine coil
viii. 6 Channel Matrix Body coil
ix. 4 Channel Matrix Flex coil
x. Hi Resolution Knee Array coil
xi. 70 cm bore
xii. 550 lb. table weight limit in both vertical in horizontal movement
xiii. Free floating table with maximum scan range of 154 cm
xiv. Table lowers down to 47 cm for easy access for all patients
xv. Feet first positioning for almost all exams
xvi. MDB Archive
xvii. MedRad MRI Power Injector
xviii. MRI pads and restraints
xix. 2D/3D phase-contrast
xx. MR venography with 2D/3D Time of Flight sequences for non-contrast MRA in the abdomen and extremities
xxi. Tilted optimized non-saturation excitation and magnetization transfer contrast techniques for improved contrast to noise ratio
xxii. MPR, MIP, MinIP and 3D SSD
xxiii. Inline MIP for immediate results
xxiv. Inline subtraction of pre- and post-contrast measurements
xxv. Inline standard deviation maps of phase contrast measurement for delineation of arteries and veins
xxvi. Z-engine gradient system for noise reduction without compromising gradient performance
xxvii. System must be less than 1 year old
5. Contractor shall provide the following support
i. On-line help
ii. Technical support
iii. Customized Equipment to support clinical needs
iv. Applications Training (at least 10 days onsite)
v. Customer Support 24/7
vi. Site Assistance, Pre-planning and Set-up
vii. Transportation, On-Time Delivery
viii. Systems meet OEM Specifications or greater
ix. Equipment and Trailer Service Maintenance (Equipment must be serviced and maintained by the original manufacture in order to meet standards set by The Joint Commission)
x. Current Physicist Surveys provided
xi. All Trailers are licensed through DOH
xii. Equipment is fully insured to meet facility requirement
xiii. Must be Accredited by The Joint Commission
C. Pre-lease Inspection:
Pre-lease Inspection – pre-lease inspection date is the date established in the contract documents when the mobile MRI is to be setup, fully functional, tested (i.e. images transmit to PACS), properly anchored and is ready to turn over to the Government. All deliverables shall be complete and submitted to the Government at that time.
D. Period of Performance:
July 1, 2016 through June 30, 2017, with two pre-priced option years. The Pre-lease Inspection is June 27, 2016.
