PERFORMANCE WORK STATEMENT (PWS)

OPM 2023 Cloud Security Training

1.0 Background, Purpose and Objective

The U.S. Office of Personnel Management (OPM) serves as the chief human resources agency and personnel policy manager for the Federal Government. OPM provides human resources leadership and support to Federal agencies and helps the Federal workforce achieve their aspirations as they serve the American people. OPM directs human resources and employee management services, administers retirement benefits, manages healthcare and insurance programs, oversees merit-based and inclusive hiring into the civil service, and provides a secure employment process.

OPM has been using several disparate technologies for governing remote access, validating and vetting privileged access to services and reviewing access or incidents on the enterprise network and this has presented several problems as the agency endeavors to support a “work from anywhere” model that has been necessitated by COVID-19 in recent years. Additionally, as services are being migrated into the cloud as required by Executive Order (EO)14028, OPM has struggled to adapt its legacy architecture in a way that meets the needs of our users while providing consistent visibility and control of agency network traffic. Another newly identified requirement is the Zero Trust implementation strategy. Rendering this new capability significantly emphasizes the need for the implementation of Zero Trust components. As requirements change and the access needs of the agency become more decentralized, we need to adapt our infrastructure to meet these challenges.

OPM is taking steps to modernize its network and security infrastructure in response to the increasingly sophisticated and persistent cyber threats that target its technology infrastructure. This effort and the agency response to the May 2021 executive order (EO 14028) necessitate the implementation of an enterprise wide zero-trust architecture with a focus on migrating to a modern, cloud-based security and infrastructure stack.

In this transition to a cloud-based zero-trust environment it is a necessity to assure that employees have the necessary knowledge and skills to utilize and manage that environment. The acquisition of specific cloud security training is essential in the development of that knowledge and those skills.

The contractor shall provide specific cloud security training services to assist in the development and enhancement of OPM employee knowledge and skills. The contractor will complete the following activities to achieve the stated objectives.
