**No further questions will be accepted after June 13, 2023.
Q1) Please confirm the due date for this Solicitation is June 16, 2023, at Noon EST. The cover page states that. However, on page 15 of the PDF, under Addendum to paragraph (b)(2): it reads: “The vendor is responsible for ensuring that quotes are received in the Contracting Office no later than 12:00 P.M. (EDT) on June 15, 2023, as indicated on page one (1) of this solicitation. Failure of vendor’s quote to be received prior to the hour and date specified may result in rejection of the quote.”
A1) The solicitation will close on 16 June 2023, at 12:00 pm.
Q2) Please provide the floor plan for Building H1.
A2) The floor plan cannot be published due to security.
Q3) Regarding ISP – In Section 4.0, it specifies Room “2-C-N” as the drop for the 1 Gbps symmetrical ISP modem with 5 IP addresses and 4 wireless access points.
Q3a) Is “2-C-N” a specific room number within building H1, or a grouping of rooms in building H1, whereby the individual rooms in scope for this Solicitation are the rooms appended with #’s 15-22 (i.e. “2-C-N-15”)?
A3a) “2-C-N” is a specific hallway. The hallway has all the rooms (15-22).
Q3b) If the latter, then which specific room # has the ISP modem drop?
A3b) The main connection to the firewall switch is in the telecommunications room outside of the
Wing which feeds the four access points within our spaces.
Q4) Regarding the WiFi Network – Scope says Internet and 4 WiFi APs in Building 2-C-N. Since not all WiFi
APs would be installed in the same room, can we assume there are no restrictions where in the building the WiFi
Aps are installed, so long as there is WiFi coverage in all rooms #15-22?
A4) Correct.
Q6) Regarding the Streaming TV Services –
Q6a) Are there TVs (GFE) for which the streaming TV service is needed?
A6a) Yes.
Q6b) Are they Smart TVs, meaning they are Wi-Fi enabled and have an embedded menu for streaming apps?
A6b) Smart TVs and are available for streaming service.
Q6c) Are those TVs in common areas for multi-user viewing or are they each in a single room (i.e. private office) for a single user viewing?
A6c) TVs are in common spaces and single use viewing spaces.

1) Technical Capability:
For Services Requiring a Performance Work Statement: The vendor shall provide a capability statement/performance plan that demonstrates their ability to provide the required service in the solicitation.
The vendor should address their experience providing this type of service, equipment supplied, and any other relevant information.
2) Delivery Information:
Clearly state if the offeror can meet the required period of performance as stated in each line item. If not then provide an alternate delivery date for each line item.
Addendum to paragraph (b)(6):
The offeror shall submit with their offer: Quote, SF1449 with the following clauses checked 52.204-24 or 52.204-26 and 252.204-7016 or 252.204-7017, and any other relevant paperwork.
3) Price:
The price offered must reflect unit prices, extended amounts per line item, and overall total. The pricing shall also be listed for both the base and option year.
(Note: All prices must be actual “face-value” pricing having already accounted for any discounts offered and extended to the Government).

PERFORMANCE WORK STATEMENT
PERFORMANCE WORK STATEMENT
For
TELEVISION, WIRELESS INTERNET, AND RELATED SERVICES
1.0 SCOPE. II Marine Expeditionary Force Communications and Strategy and Operations
(COMMSTRAT), aboard Marine Corps Base (MCB) Camp Lejeune, North Carolina has a requirement for commercial cable television, wireless internet, and related services.
2.0 PLACE OF PERFORMANCE. Services will be provided aboard Marine Corps Base
Camp Lejeune as stated in paragraph 4.0 of the Performance Work Statement (PWS).
3.0 REQUIREMENTS. The contractor shall provide all qualified personnel, supervision, supplies, materials, equipment, tools, and transportation necessary to provide cable television, wireless internet, telephone, and related services in accordance with the PWS.
3.1 TELEVISION SERVICE. The contractor shall provide television services utilizing existing infrastructure aboard MCB Camp Lejeune to various locations as outlined in paragraph
4.0 of the PWS. The contractor shall provide the minimum number of channels stated in the
Contract Line Item Descriptions, and include the following mix of channels:
3.1.1 A minimum of four (4) network news channels (CNN, FNC, CSPAN, MSNBC or similar)
3.1.2 A minimum of three (3) local channels (WITN, WCTI, WNCT, WFXI or similar)
3.1.3 A minimum of one (1) national weather channel (The Weather Channel or similar)
3.2 WIRELESS INTERNET SERVICES. The contractor shall provide wireless internet services utilizing existing infrastructure aboard MCB Camp Lejeune to various locations as outlined in paragraph 4.0 of the PWS. The contractor shall provide the minimum upload and download speeds as stated in the Contract Line Item Descriptions.
3.4 CONTRACTOR PROVIDED EQUIPMENT. The contractor shall provide all equipment necessary to convert the broadcast signal for display on Government owned televisions and monitors. The contractor shall provide all equipment necessary to convert the broadcast signal to provide wireless internet services. The Government will provide the firewall and switch to protect the network.
The contractor shall coordinate with the Technical Point of Contact for recovery of all contractor provided equipment at the end of the contract period of performance. The Government will not be responsible for any contractor provided equipment that is not collected within 30 days of the contract period of performance end date.
3.5 QUALITY OF SERVICE. The contractor shall ensure all services provided are, at a minimum, equal to current services being provided to customers in the local area.
3.6 CHANGES IN SERVICE. Any changes in service or channel line-up must be submitted to the Contracting Officer at least 30 days prior to the change.
3.7 INSTALLATION OF NEW CABLE DROPS AND RELATED INFRASTUCTURE.
The contractor shall ensure any installation of new cable or related infrastructure is in accordance to industry standards for inside and outside cable plant. The contractor is NOT AUTHORIZED under this contract to perform any construction aboard Marine Corps Base Camp Lejeune, NC.
The contractor must notify the Contracting Officer and receive written approval prior to any work being done outside of building walls. This includes “piercing the envelope” of the building
(i.e. drilling into the building from the outside or to the outside of the building from the inside), installation of boxes or other equipment on the outside of the building or on the building grounds, and digging anywhere aboard the installation.
3.8 COMPLIANCE WITH REGULATIONS. The contractor shall comply with all parts of the Federal Communications Commission (FCC) regulations in terms of cable telecommunications systems, satellite systems and wireless systems.

5.0 GOVERNMENT POINT OF CONTACT. The Government point of contact is not a warranted Contracting Officer and does not have the authority to take any action, either directly or indirectly, that would change the pricing, quantity, place of performance, delivery schedule, or any other terms and conditions of the contract.

6.0 CONTRACTOR’S UNAUTHORIZED WORK PERFORMANCE. The contractor shall not perform work that deviates from contract requirements and specifications. If the contractor deviates from contract requirements and specifications without approval of the
CONTRACTING OFFICER, such deviation shall be at the risk of the contractor and any cost related thereto shall be borne by the contractor.
7.0 BASE ACCESS INSTRUCTIONS FOR MARINE CORPS BASE CAMP
LEJEUNE AND MARINE CORPS AIR STATION NEW RIVER.
-To gain initial access to the base, Contractors and/or Delivery Drivers must have in their possession: their contract number, delivery address, and sponsor’s contact information.
For SERVICES the Contracting Officer’s Representative (COR) is the sponsor.
For delivery of SUPPLIES the customer/delivery point of contact is the sponsor.

-Contractors must be registered in the Defense Biometrics Identification System (DBIDS). It is the Contractor’s responsibility to ensure all their employees and/or subcontractors are properly registered within DBIDS.
-DBIDS credentials will be valid for the duration of your contract, not to exceed three years;
however, re-vetting of individuals' information will occur each year.
-Contractors requiring access for over 60 days will receive a credential valid for up to one year.
-Contractors requiring access for less than 60 days will receive a temporary paper pass.
-Contractor Common Access Card (CAC) Eligibility: Contractor personnel authorized CACs are exempt from DBIDS enrollment.
