Salient Characteristics Portable Laser Cleaning System
56 LRS/LGRVM
April 7, 2023
1. AFI 48-139 - LASER AND OPTICAL RADIATION PROTECTION PROGRAM
· 1.1. Overview
i. (1.1.3.) FDA compliant lasers and laser systems are fully compliant with Title 21, CFR, Parts 1010 and/or 1040 and do not fall under any category defined as military specific lasers. Examples include medical, industrial, laboratory, and communication lasers and laser systems. FDA Compliant Lasers must have an FDA accession number issued to the manufacturer by the FDA or at least have compliance paperwork on file with the FDA for verification.
· 2.21. Installation Contracting Office
i. (2.21.1.) Ensures government contractors implement this instruction pursuant to the terms of their governing contract for any purchase of Class 1M, 2M, 3R, 3B, or 4 FDA-Compliant Lasers or military specific lasers that impact AF property or personnel.
ii. (2.21.3.) All solicitations for goods or services that use or contain Class 1M, 2M, 3R, 3B, or 4 FDA-Compliant lasers or military-specific lasers to include commercial-off-the-shelf (COTS) lasers must be approved by the Installation Laser Safety Officer (ILSO) prior to award and procurement.
2. Overview
· The purpose of this procurement is to acquire a laser cleaning system which will enhance Luke AFB’s ability to maintain critical parts and equipment. The 56th Logistics Readiness Squadron’s Vehicle Maintenance Unit will be able to efficiently treat and clean metal surfaces enhancing the effectiveness of their assets. This will aid in the identification and prevention of corrosion and help to decrease the need for new parts and equipment. This is a brand name or equal requirement for a G.C. Laser Systems GC-300 Laser Cleaning System, and any proposed system that has similar characteristics to those listed in Section 3 will be considered.
3. Characteristics
· 300W 1064nm pulsed laser ablation cleaning system.
· Operates on standard 120V single phase AC electrical power.
· Air cooled via integrated internal fans.
· Circular scan speed is precisely tunable from 3,000 - 15,000 RPM.
· Circular Hot Spot-Free Scans
· Integrated Touchscreen Control Panel with the following:
i. Recordable Pre-Sets Capability
ii. Adjustable power percentage
iii. Adjustable energy with a maximum pulse energy of 2 mJ.
iv. Adjustable Pulse Frequency with a maximum of more than 1,500,000Hz
v. Adjustable Pulse Duration with at least 4 different selectable pulse durations, including 120ns.
vi. Adjustable scan speed rotation up to 15,000 RPM
· Integrated Storage Box
· Handheld Laser Scanner with Interchangeable Side Handles
· 17’ Umbilical Fiber Optic Cable from Handheld Scanner to Laser System
· Portable System
· Dimensions: 17” wide x 30” long x 23” tall
· 3 Interchangeable Focal Lenses (16cm, 25.4cm, and 50cm)
· Physical Key to Power on System
· System is Password Protected
· Built-In Remote Access Capability over Ethernet/Wi-Fi for Remote Diagnostics and Software Updates
· 100% Fume Capture Chamber
· Onsite Training
4. General
· The Vendor shall furnish all materials, equipment, and personnel necessary to manage and accomplish the project within the scope of the performance period. No alterations, additions, or deletions shall be made unless prior written approval is given by the Contracting Officer.
