About this file
This sole source justification document identifies a requirement by the Naval Surface Warfare Center Panama City Division for a Hewlett Packard Enterprise branded StoreVirtual server to replace existing equipment. The server, part number F3J70A, is required to match the specific hardware configuration of a Program of Record system on a U.S. Navy vessel as NSWC Panama City serves as the In-Service Engineering Agent for maintenance and modernization support. No other brand was considered capable of meeting the need due to the server being custom-built for the network and previously tested and approved for use, and replacing it with an alternative would require new testing and configuration. Market research found no other available options on FedMall, GSAdvantage, AbilityOne, or Unicor. The contracting officer and legal counsel certified the justification and facts as complete and accurate.

Brand Name/Sole Source Justification under $250K
PMD Number: 23-SIMACQ-D50-0006
Department: Digital Engineering Department (D Dept.)
Company Name/Brand: Hewlett Package Enterprise (HPE)
Description of Product, Supplies or Services required to meet the agency’s needs:
NSWCPHD requires HPE branded StoreVirtual server, part number F3J70A, which is a scale-out storage platform that provides data mobility across tiers and locations and between physical and virtual storage. In other words, this server enables linear scaling of capacity and performance.
Identification of Justification Rational:
X The Material or service must be compatible will aspects (Form, Fit, and Function) with existing systems presently installed.
☐ A patent, copyright, proprietary data, or licensing agreement limits competition.
☐ These are “direct replacement(s)” parts/components for existing equipment.
☐ Urgency.
Identification of the Justification Rationale Explained: **If using form, fit, and function, describe the current equipment and how the new item/service must coordinate or interface. **If using patent, copyright, proprietary data, describe the proprietary data. **If using direct replacement, describe this below.
NSWCPHD’s Codes D53 and D63 are the In-Service Engineering Agent (ISEA) for the Program of Record (POR) system on a US Navy vessel Littoral Combat Ship (LCS). We have the duty to provide the technical support and the modernization effort to maintain the equipment hardware configuration. Part of the technical support and modernization efforts include replacing equipment with new hardware equipment. Any replacement must match the specific hardware configuration of the POR system on the US Navy vessel since all hardware onboard US Navy vessels must be previously tested and approved. Furthermore, as the ISEA for the POR system, NSWCPHD must have inventory of the replacement parts in order to ensure quick replacement of obsolete or broken hardware so as not to jeopardize the on-going ship mission. One of these replacement parts include the HPE branded StoreVirtual server which is required to replace the existing HPE StoreVirtual server hardware in case of failure.
Specific Characteristics of the Item or Service required that Limit the Availability to a Sole Source or Brand Name: **This is the most important section. Explain in detail why this company or brand are the only ones that can meet the requirement.
As stated above, NSWCPHD requires the purchase of the HPE branded StoreVirtual server in order to replace the existing HPE StoreVirtual server hardware, in case of failure, and to match the specific hardware configuration of a POR system on a US Navy vessel. Since the HPE branded StoreVirtual server was custom built for use within the LCS network and is the only brand of server that has been tested, verified, and approved, no other brand can meet NSWCPHD’s needs. In other words, if NSWCPHD had to use another brand of server, NSWCPHD would need to research, propose, test and approve the new brand since we would not be able to match the specific POR hardware configuration on the US Navy vessel. Furthermore, even if NSWCPHD were to remedy the gap in services, there would be a delay in doing so and a substantial duplication of cost. Specifically, NSWCPHD would have a gap in services until another server configuration was custom designed, built, tested, and approved for use within the POR and the associated support documentation was rewritten.
Market Research Conducted:
Screenshots of market research were completed and submitted in Market Research package.
Through web searches on FedMall, GSAdvantage, AbilityOne, Unicors, there were no result found.
I submitted the Request for quote (RFQ) solicitation using NASA SEWP as open bidding. There was only 1 quote vendor responding to the open bid.

Statement of Actions, if any to Remove Barriers to Competition in the Future:
NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
