Brand Name/Sole Source Justification under $250K

PMD Number:

Department: D Department D21 – Integrated Product Support

Company Name/Brand: L3 Harris

Description of Product, Supplies or Services required to meet the agency’s needs:

This request is for Naval Tactical Data System (NTDS) circuit cards; NTDS-A/B Circuit Card (part number 530-5000-001).

Circuit cards help electronic devices perform essential tasks like computing, communicating, and transferring data. The main purpose of a circuit card is to send electronic signals to other components of an electronic device.

Identification of Justification Rational:

☒ The Material or service must be compatible will aspects (Form, Fit, and Function) with existing systems presently installed.

☐ A patent, copyright, proprietary data, or licensing agreement limits competition.

☐ These are “direct replacement(s)” parts/components for existing equipment.

☐ Urgency.

Identification of the Justification Rationale Explained: **If using form, fit, and function, describe the current equipment and how the new item/service must coordinate or interface.

**If using patent, copyright, proprietary data, describe the proprietary data. **If using direct replacement, describe this below.

NSWC PHD requires the use of NTDS A/B circuit cards in the VME Chassis fielded in Tomahawk Equipment Cabinet (TEC) Racks in the Tomahawk Tactical Weapon Control System (TTWCS), specifically AN/SWG-5(V)1, AN/SWG-5(V)2, AN/SWG-5(V)3, and AN/SWG- 5(V)4 configurations: L3 Harris branded NTDS A/B circuit cards (part numbers 530-3000-001, 530-4000-001, and 530-5000-001).

The previously qualified NTDS A/B circuit cards, L3 Harris part numbers 530-3000-001 and 530-4000-001, endured obsolescence issues and are no longer available to procure requiring qualification of an alternate. The TTWCS Hardware Design Agent identified the L3 Harris branded NTDS A/B circuit card, part number 530-5000-01, as a Form, Fit, and Function (F3) potential alternate for EQT testing and approval. Since the L3 Harris branded alternate passed EQT testing and was approved it is now an authorized alternate product used in the VME Chassis. No other potential alternates were identified, tested, and/or approved for use within the VME Chassis. Therefore, this L3 Harris branded part number 530-5000-001 is the only commercially available alternate NTDS A/B circuit card that has passed EQT and referenced on the relevant approved NAVSEA drawing number 7110580.

Specific Characteristics of the Item or Service required that Limit the Availability to a Sole Source or Brand Name: **This is the most important section. Explain in detail why this company or brand are the only ones that can meet the requirement.

Since the L3 Harris branded part number 530-5000-001 is the only commercially available alternate NTDS A/B circuit card that has passed EQT and is therefore listed on the relevant approved NAVSEA drawing number 7110580, this is the part number authorized for use within

TTWCS.

As stated above, L3 Harris branded part number 530-5000-001 is the only commercially available circuit card assembly that has passed EQT and listed on the approved drawing number 7110580 that references the NTDS-A/B circuit cards approved for use within TTWCS. The NTDS A/B circuit card drawing, 7110580 states the specific technical requirements of the NTDS A/B circuit card approved for use within TTWCS. NTDS A/B circuit card drawing 7110580 lists NTDS A/B circuit card part number 530-5000-01. Since no other brand of commercially available circuit card assembly is authorized to be used within AN/SWG-5(V)1, AN/SWG- 5(V)2, AN/SWG-5(V)3, and AN/SWG-5(V)4 configurations, the use of another brand would require the new brand to pass a new EQT and a drafting of new approved drawings and Engineering Change Proposal (ECP) to account for the new brand of parts. This process would result in a substantial duplication of cost of approximately $24K that is not expected to be recovered through competition. Further, this process would result in a delay of approximately 6- 12 months. This delay would be unreasonable since it could cause us to miss the delivery date of assets to support installations.

Market Research Conducted:

We looked at product, price, and availability information for required items from all Mandatory Sources first. Neither the Federal Supply System, FEDMALL nor GSA Advantage were able to provide us with the item.

External sources were sought via email and only received one response with an estimate for the item sought. Part Target responded with no bid, Just In Time was unable to provide a quote, and no response received from Interstate Electronics Corp. and SEWP. The estimate is derived from the only quote for the requirement from L3 Harrison. The per asset price returned by L3 Harris for the latest version of the NTDS A/B circuit card part number 530-5000-001 is comparable to its immediate predecessor, part number 530-4000-001.

Statement of Actions, if any to Remove Barriers to Competition in the Future:

NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
