About this file

This document provides a special notice of intent to negotiate a sole source contract with Chanders Company for ongoing nonpersonal services to maintain and enhance the LAPXM software. The National Oceanic and Atmospheric Administration's Physical Sciences Laboratory requires these services to continue advancing its wind-profiling research and meeting project deliverables, as LAPXM software developed over 40 years of intellectual property for the agency. Chanders Company uniquely possesses proprietary knowledge to maintain the customized research version of LAPXM, as it currently develops the system. The potential sole source award would cover a one-year base period and four one-year options to provide all necessary equipment, labor, and materials to perform intermittent maintenance and enhancement tasks as determined by the agency. This notice seeks any information within 15 days challenging the sole source determination for the purpose of deciding whether to make this a competitive procurement.
