A. PART I-DRYTIME BOXES:

1. Vessel Required:

A. One U.S. or foreign flag, self-sustaining Lift-On/Lift-Off (LO/LO), breakbulk vessel capable of carrying cargo delineated in a packing list, available upon request, to support resupply operations for McMurdo Station, Antarctica/Operation Deep Freeze 2022.

Vessel must have:

B. A minimum of 50 Reefer Plugs (230V/60HZ/3 PHASE) C. A minimum of two cranes with 100 MT (per crane) lifting capacity.

D. A maximum overall length of less than or equal to 180 meters (590 feet) or a laden draft of less than or equal to 9.7 meters (32 feet) E. The capability to maintain a minimum of 15 knots when laden.

F. A minimum range of 10,000 nautical miles unrefueled.

G. A minimum Ice Class: GL-E2, ABS-B0, F-S-1B, or equivalent.

H. Ability to meet all MARPOL regulations.

I. Capability of bunkering and utilizing MGO for all operations conducted south of 60 degrees latitude.

Special requirements:

A. Health and Safety Requirements:

1. Owner shall provide the MSC Area Commander with any report required under U.S.

Coast Guard Marine Safety Information Bulletin 02-20 (Change 3) (requiring hazardous conditions be reported), prior to entering the port.

2. Health and Safety Plan: Owner shall provide in its proposal its company’s health and safety plans for its crew, related to the novel coronavirus for this mission. The plan will become part of the contract.

3. With respect to Restriction of Movement (ROM) procedures/COVID testing provisions, this portion of the plan will be evaluated to ensure it meets or exceeds MSC QMS requirements and provisions as relates to routine crew rotations; the MSC QMS is available upon request. An unacceptable plan as relates to routine crew rotations will render an offer ineligible for award. Alternatively, in lieu of having their ROM procedures/COVID testing provisions evaluated as part of contract award, or meeting MSC QMS requirements, an Offeror may warrant that they will not conduct any routine crew changes during the course of the charter.

4. Any and all costs related to all crew changes/rotations shall be for the responsibility and account of the owner, who shall notify the Contracting Officer not later than two weeks prior to the crew change/rotation.

5. Owner is advised that due to the time-sensitive and critical nature of the mission, including environmental factors, the Excusable Delay provision shall not apply if delay was caused by a breach of Owner’s Health and Safety Plan cited above, or was otherwise reasonably preventable by following U.S. Coast Guard or Center for Disease Control COVID-19 guidelines in publication at the time of breach.

6. The ship-owner agrees that crew and other embarked personnel may be ordered by the charterer to stay aboard the vessel during port visits under this charter as deemed necessary by the charterer or local government authorities. Further, the ship-owner agrees that the charterer may limit access to the vessel by any shore-side personnel upon the vessel’s port calls during this charter.

7. Pursuant to PART IV (aj) National Science Foundation & Council of Managers of

National Antarctic Programs (COMNAP) requires all personnel entering the Antarctic continent to be fully COVID-19 vaccinated, directive guidance provided upon request.

Vessel crew, supercargo, and any additional riders (for example; Ice Pilot, and Crane Technician) are required to be fully vaccinated (final vaccine dose, plus fourteen days) prior to submitting NOR. Proof of vaccination to be presented at NOR. Additionally all personnel on board will be tested for COVID-19 upon arrival at McMurdo Station.

Further, during the charter, all embarked personnel, including the crew, are subject to Covid-19 testing as directed by Department of Defense, National Science Foundation, or other U.S. government authorities.

B. Lashing Gear: Vessel must be fully outfitted with container deck fittings, semi-automatic twist locks, stackers, rods, turnbuckles, lashing gear, dunnage, and shifting boards in sufficient quantity to safely stow and secure cargo including lashing gear for a minimum of

600 TEU.

C. Spreader Bar: Vessel must be equipped with spreader bars, one 20 Foot spreader bar, weight tested to 40,000 Pounds, & one 40-foot spreader bar, weight tested to 70,000 lbs.

D. Certificates: Provide most recent and complete copies (with endorsements) of the following documents:

1. Company Document of Compliance

2. Vessel Safety Management Certificate

3. Vessel International Ship Security Certificate

4. Vessel Certificate of Inspection (COI)

5. Ice Class Documentation

E. Stow Plan: Provide detailed stow plans using the provided cargo list showing the vessel’s ability to support the requirement. Stow plans may be cross-checked in ICODES for feasibility - to include square footage, weight, trim, and stability issues.

F. Fully Bunkered: Vessels shall be delivered fully bunkered.

G. Supercargo: Pursuant to PART IV (k), a minimum of 2 supercargo is required. All supercargo or additional riders must embark in Port Hueneme, CA due to the U.S. Antarctic Program’s COVID-19 protocols.

H. Self-Sustaining: A contractor-provided mobile crane on vessel can equate to being self-sustaining. Offer must provide specification of self-sustaining equipment intended for use for this contract

I. Classified Requirement:

a. There is a classified requirement in this solicitation. Owners or their representative, with appropriate security clearances in place, must submit to the contracting officer a request to review the classified requirement within one business day of the issuance of this solicitation and then must then make the necessary arrangements at their expense to view the classified requirement at appointed place and time provided, which must be prior to the solicitation response date and time. The opportunity to review the classified requirement will be lost if the contracting officer does not receive a request on time or if the offeror misses the appointment. There is not a requirement to review the classified requirement prior to submitting an offer. Not reviewing the requirement prior to submitting an offer will not in and of itself render an offer ineligible for award.

b. Offers will be considered against this requirement before any other evaluation. An offer found not acceptable with this requirement will not be further evaluated. Owners will be notified if their offers were excluded because of this requirement.

J. Ice Pilot and Crane technician: Ice pilot and Crane technician are required to be onboard vessel, embarking and disembarking in Port Hueneme, CA, and should be included in offers of fixed per diem price.

K. Hold configuration: Vessel shall arrive at load port, Port Hueneme, with holds configured to stow the cargo delineated in the cargo list.

L. For the purpose of obtaining country clearance, vessel names may be released prior to contract award.

PART XI(e) PRICE; AMEND THE FOLLOWING:

XI(e)(a) The offeror’s price proposal will be evaluated based on the value of the charter hire rate(s) offered for the entire charter period of (a) 77 days, price for fuel, and any other pricing elements set forth in the offer. For evaluation purposes, the period of performance will consist of (b) 77 days.

Fuel calculations will be based upon (c) 49 days underway laden at the speed specified in the individual solicitation, using fuel consumptions provided in DRYTIME Boxes 68 and 70; (d) 00 days underway ballast at the speed specified in the individual solicitation, using fuel consumptions provided in DRYTIME Boxes 69 and 70; and (e) 28 days in port idle, using the fuel consumption provided in DRYTIME Box 71. This will represent the overall price to the government. The proposed prices must be determined to be fair and reasonable.”
