This is a Sole Source requirement. The North American Industry Classification System (NAICS) Code is 541511 Custom Computer Programming Services, with a size standard of $30,000,000. The PSC for this requirement is B506 Special Studies/Analysis-Data (Other Than Scientific). This Justification and Approval (J&A) authorizes the use of other than full and open competition procedures to acquire Mission Planning Support Tool (MPST) support services to include four (4) option years from

The service will provide timely on-site and periodic remote support to the B-2 Test Team for MPST. The service includes maintaining compatibility with upgrades to the B-2 MPST software, hardware, and databases by utilizing improved and/or expanded intelligence products. It will also ensure the software accurately represents new and/or improved aircraft capabilities, correct errors and address limitations encountered during operational use. The resulting firm fixed price contract shall be awarded to one contractor.

This requirement is for procurement of services which includes providing on-site and remote personnel, services, management and support of the proprietary MPST software. The period of performance for this acquisition is one (1) year plus four (4) one-year options with an estimated start date of 28 January 2022.

Procedures in FAR subpart 13.501 were used in accordance with 41 U.S.C. 1901.

MPST is proprietary software solely developed and maintained by Personnel employed by ., provide the database configuration, software support, and training. They are uniquely qualified to do so based on their experience with both the legacy Route Refinement Tool (RRT) software and the development of the current proprietary MPST software. developed and has proprietary rights to the MPST software as written for the B-2 test team. Due to the MPST proprietary software, award to any other vendor would require be hired as a sub-contractor or have the software reversed engineered.

A new contractor reverse engineering the software could take a year or more to complete per the end user. This would result in substantial duplication of costs to the Government that is not expected to be recovered through competition and create unacceptable delays in fulfilling the agency's requirements.

Awarding a contract for MPST proprietary software support services to any other contractor outside of would involve costs associated with a prime contractor sub-contracting to Additionally, sub-contracing would incur pass through costs of which would greatly increase the cost of the contract. All requirements, including the subject requirement, were thoroughly reviewed to ensure that competition is not unnecessarily restricted. It will be difficult to remove barriers to competition on future acquisitions for this equipment since Inc. has proprietary rights as the developer and maintainer of the MPST software. For the foreseeable future Inc. will be the sole source until the MPST software is replaced.
