2.0 APPLICABLE DOCUMENTS

The following documents of the revision or issue in effect at the date of award, form a part of this SOW for reference. In the event of conflict between the documents referenced herein and the contents of this SOW, the contents of this SOW shall prevail.

EM385-1-1 U.S. Army Corps of Engineers Safety and Health Requirements Manual SECNAVINST 5370.2J Standards of Conduct and Government Ethics OPNAVINST 5102.1 Navy and Marine Corps Mishap and Safety Investigation, Reporting, and Record Keeping NSACRANEINST 5100.13A NSA Crane Smoking and Tobacco Use

3.0 PERFORMANCE REQUIREMENTS

The contractor shall furnish the required material, equipment, labor, and build drawings (CDRL A008) to construct and make operable an (12’x12’) ADA/ABA compliant unisex single occupancy restroom facility inside of existing building 2524 at NSWC Crane (Figure #1). The contractor shall utilize new material; no postconsumer or recovered material will be authorized for use. The contractor shall adhere to all State and Federal building codes.

3.1 REQUIREMENTS

The existing space was a previously demolished restroom approximately 12’ x 30’. The goal of this project is to isolate a smaller space (12’ x 12’) within that is the appropriate size for a single occupancy unisex restroom that is ADA/ABA compliant. All utility connections that currently exist will need retrofitted, repaired, or replaced prior to connection to restroom fixtures.

A) Demolition: The contractor shall demolish all existing utilities in the project space including but not limited to: exhaust ductwork, water piping, sanitary flanges, and electrical conduit. Outside of the 12’ x 30’ room is an existing drinking fountain that shall be removed and disposed of. The existing sanitary line was scoped with a camera and was determined unusable. The contractor shall dig up and remove approx. 50’ of existing cast iron sanitary line back to a point where it currently transitions to PVC. Excavation for removal of existing sanitary line includes under slab (15’), under truck dock crawlspace (15’), and open air excavation (20’).

B) Utility Rough-in: The contractor shall install approx. 20’ of new 6” SDR35 PVC from existing PVC connection and run under dock crawlspace. The approx. 20’ of open air excavation shall be backfilled in accordance with industry standard material and filled and compacted in lifts. Contractor shall install a locate tape with new lateral. The sanitary line will be reduced to 4” under the dock crawlspace. The reduced 4” will run approx. 20’ into the building to service all restroom components (Figure #3). Contractor shall utilize existing roof penetration (if possible) for new PVC sanitary vent. A new 1.5” copper water line shall be run approx. 120’ to feed the new project area (Figure #2). The water line will be run overhead inside the building from the meter. At the meter, the contractor shall install a pressure regulator downstream from the meter with an inlet and outlet pressure gauge. Pressure regulator shall be set to a maximum outlet pressure of 60psig.

Provide 2” piping downstream from the regulator and install a 2”x2”x2” tee. Provide a 2” branch connection with isolation valve and cap for future connection. The 2” main connection on the tee shall be used for domestic cold water feed for the project area. The electrical supply panel for the project area is approx. 25’ away (Figure #1). The contractor shall install appropriate breakers in the existing panel to service all electrical components in the restroom. Electrical components include: 2 x 4 lay in LED light fixture controlled by motion sensor with battery backup for emergency lighting, electric recessed wall mounted heater, duplex GFCI, and tank less water heater. Current electrical panel has been inspected and verified suitable for the project addition requirements. All electrical shall be in EMT conduit from the electrical panel to the restroom connection.

Contractor shall provide the ductwork, exterior louver, exhaust grill, and fan for the restroom exhaust system. Fire suppression lines are in the new restroom area, and will need modified and rerouted to drop 1 sprinkler head inside the restroom.
