SOLE SOURCE JUSTIFICATION
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED
VALUE, AND DELIVERY REQUIREMENTS
NFPC currently has a Pietro Carnaghi Vertical Turret Lathe - SU-22, Serial # 47750 in production to support the Navy’s DLA Richmond included the consignment parts with the machine purchase and installation with the understanding NFPC would agree to purchase the parts once the warranty expired and inventory them to respond to machine breakdowns. The parts are currently in NFPC’s inventory. NFPC requests to purchase the Carnaghi Consignment parts outright as these can be utilized to maintain a minimum 85% machine utilization (listed in section 3.1 of the SOW/ NO DEVIATIONS are acceptable).
The total estimated amount The Contractor shall deliver with NO DEVIATIONS on or before the specified delivery date after award. The requirement is sole sourced to Pietro Carnaghi USA, INC. (CAGE: 7SC82).
2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE/BRAND NAME
BASED ON CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF
THE ACQUISITION
The Carnaghi Spare Parts are associated with the Pietro Carnaghi Vertical Turret Lathe - SU-22, Serial # 47750 which are an integral part of NFPC’s production. The machines produce components that are destined for the Navy’s marine surface and submarine vessels. The machines is vital to the production components utilized to meet critical deadlines for the production and repair of the Navy’s . NFPC would like to proactively pursue the procurement of these Carnaghi spare parts to help mitigate the risk of extended downtime.
The spare parts we are requesting are unique to the Pietro Carnaghi Vertical Turret Lathe - SU-22, Serial # 47750. Procuring and utilizing spare parts from a third party source could cause damage to the SU-22. Any damage to the SU-22 machine would cause significant delays in NFPC’s manufacturing process, and would be a significant cost burden to the Government.
The risk of damaging the machines does not outweigh the potential cost savings if we procured from a third party source.
Based on the above, Pietro Carnaghi USA, INC (CAGE: 7SC82) is the only source that can satisfy this requirement.
3. MARKET SURVEY
Market research was conducted by contacting the OEM and Internet searches. As a result, the Government did not identify any alternative option for this requirement.
