Market Research shows only the OEM as a source of supply. While other companies may produce similar products they are not listed as a valid sources for LPD platform In Accordance with (IAW) NSTM S9422-AU-MMC-010 Rev 2. Only the OEM can supply the required repair parts and technical support to meet the form fit and function of these critical safety items.

7. Market Research:
Market research confirmed via Federal Procurement Data System that RSL has provided lighting systems for two other LPD contracts: N5523618C0003 and N5523621P0027 for Southwest Regional Maintenance Center. Both contract actions were listed as non-competed under the Simplified Acquisition Threshold (SAT) . RSL is the OEM that holds proprietary rights to the required drawings, repair parts and technical information in order to fulfill the current requirement. There are no other known sources and RSL does not have authorized distributors or service providers.RSL is a small business that can provide all parts to support the new requirement.
8. Actions to Remove Barriers to Future Competition
For the reasons set forth in Paragraph 6 NAVSUP FLCPS has no plans at this time to compete future contracts for the types of supplies /services covered by this document. If another potential source emerges, NAVSUP FLCPS will assess whether competition for future requirements is feasible.
