GENERAL INFORMATION

1. Scope of Work: Naval Computer & Telecommunications Area Master Station Atlantic, Detachment Jacksonville (NCTAMS LANT DET JAX) requires that a newly installed door (Room C132) in Building 27, be outfitted with AECS/ESS equipment and be added to the Lenel Security/Access Control System. It is also required that a Lenel Command Keypad which controls the arming/disarming of IDS motion sensors be installed in Room 1350 in Building 27, along with an Emergency Request-to-Exit button, and a Lenel Command Keypad in Building 506 be relocated from Room 153 to Room 155 and be connected to the IDS motion sensor in Room 155.

2. Background: New construction in Building 27 created new office spaces in the 5ESS Telephone Switch Room and reconfigured the hallway (Room C132) to make room for those new office spaces. A newly-installed hallway door between rooms C132 and 1319 must be added to the Lenel AECS/ESS. A Lenel Command Keypad and an Emergency Request-to-Exit button need to be installed in Room 1350. In Building 506, a change in space utilization also requires that the Lenel Command Keypad be relocated from Room 153 to Room 155, be disconnected from the IDS motion sensor in Room 153, and connected to the IDS motion sensor in Room 155.

Automated Entry Control Systems (AECS) shall be used to control access to communications facilities designated as Level II Restricted Areas as directed by OPNAVINST 5530.14E With Change 3.

Access control devices are also required in order to conform to Code of Federal Regulations (CFR) and Department of Defense (DoD) standards, as set forth below:

32 CFR §2001.43

Storage

· Secret information shall be stored in the same manner as Top Secret information.

· An IDS with the personnel responding to the alarm arriving within 30 minutes of the alarm annunciation.

32 CFR §2001.92

Security-in-depth Security-in-depth means a determination by the agency head that a facility's security program consists of layered and complementary security controls sufficient to deter and detect unauthorized entry and movement within the facility. Examples include, but are not limited to, use of perimeter fences, employee and visitor access controls, use of an Intrusion Detection System (IDS), random guard patrols throughout the facility during nonworking hours, closed circuit video monitoring or other safeguards that mitigate the vulnerability of open storage areas without alarms and security storage cabinets during nonworking hours.

DoDM 5200.01 Vol. 3, paragraph 12, Entrances to Open Storage Areas for Classified Information, subpargraph 12.a.(2), states they be "equipped with an automated entry control system to limit access".
