SOLE SOURCE JUSTIFICATION

2. Nature and/or Description of Action.

a. Description of Requirement: QTY 2-Polaris Four-Channel HF/VHF/UHF Digital

Tuner, P/N SI-9150/D4, including manual, standard build, and FLEX-FFT Spectral Processing

Software.

b. Sole Source Company: Leonardo DRS Signal Solutions, 1 Milestone Center Court, Germantown MD 20876

3. Description of Supplies or Service.

The Government requires a QTY 2 DRS SI-9150 Polaris Four-Channel HF/VHF/UHF Digital

Tuner with Spectral Processing. The total estimated value is

4. Statutory Authority. 10 USC 2304(c)(1) Only one responsible source and no other supplies or services will satisfy the agency requirement.

5. Justification or Authority for Action.

The products to be acquired are essential to the Government’s requirements and other companies products do not meet, or cannot be modified to meet its needs. Leonardo DRS is the only source that manufactures this high performance RF Receiver. The SI-9150 provides a tunable frequency range from 50 MHz to 6200 MHz. This solution provides the required capabilities and interface

(10-Gigabit optical or copper interface) to connect the tuner to the high-speed follow-on host computer resources that process the data in real time. This receiver provides a streaming, real time, wideband 85 MHz digitized data stream from each channel.

The DRS SI-9150 Polaris HF/VHF/UHF Digital Tuner provides one of the core requirements for an on-going development effort to provide new signal acquisition capabilities for Air Force

Intelligence, Surveillance and Reconnaissance (AF ISR) platforms. The DRS Signal Solutions products have a common command interface that is extensively used in several products of the

Special Signals program. Additionally, the wideband interface that enables capture of an 85

MHz digitized sample data stream on external hardware is a state-of-the-art capability.

The current development effort is focused on wideband signal processing not the development of hardware control software. Extensive code reuse is being utilized to control the DRS Polaris. If another product is chosen, a significant rework will be required to develop a control interface which will cause delays in the project schedule and costs associated with modifying the software and documentation for introducing any new hardware. Development of a completely new tuner to replace the system would be a substantial duplication of costs that could not be recovered through competition. The estimated replacement cost would be in excess of and would likely delay transition by 2-3 years.

6. Efforts Made to Ensure Offers are Solicited from as many Sources as Practicable.

A Notice of Contract Action (NOCA) was synopsized as a pre-solicitation notice on the

BetaSAM website (www.Beta.SAM.gov) from 17 August 2021 to 01 September 2021 and no responses were received.

7. The Contracting Officer determines that the anticipated cost to the Government will be fair and reasonable.

The Contracting Officer anticipates the cost to the Government will be fair and reasonable based on a complete analysis of the contractors prices in accordance with FAR 15.404-1(b)(2)(ii)

Comparison of proposed prices to historical prices paid, whether by the Government or other than the Government, for the same or similar items.

11. Statement of Actions to Remove/Overcome Barriers to Competition.

The Government will continue to monitor the market in order to identify opportunities to maximize competition in potential future requirements and in the event that the research and development activity changes, other products will once again be evaluated to determine their capability to support future projects.
