Scope of Work & Specifications
Main Air Compressor & Refrigerated Air Dryer Replacement at Building# 111
Located at U.S. Coast Guard Base Elizabeth City, N.C.

1) SCOPE: The Contractor shall provide all supervision, labor, transportation, equipment, parts, bringing the system/equipment online, programming, and materials to replace an existing air compressor & air dryer. The air compressor supplies the required compressed air to the Aviation Logistics Command (ALC) for repairing, sandblasting, painting, etc. of various types of aircraft. The refrigerated air dryer works in conjunction with the air compressor to remove any moisture from the compressed air.

2) GOVERNMENT FACILITIES AND UTILITIES:
a) Electrical power and water are available within close proximity. The Contractor will be permitted to utilize these utilities in performing the work, provided that the existing systems are not overloaded.
b) Telephone services will not be available for use by the contractor.
c) Building restroom facilities are not available for use. The Contractor shall provide portable restroom facilities for use by their employees.
3) MATERIALS AND LOCATIONS:
a) The Contractor will furnish all materials, equipment, instruments, tools, safety lines and harnesses, and other items necessary for accomplishment of these services.
b) Materials shall be delivered to the jobsite in their original unopened packages, clearly marked with the manufacturer’s name, brand name, and description of contents. Storage shall be in accordance with manufacturer’s recommendations in a clean, dry, well-ventilated area. Stored materials shall be protected from sunlight, and kept away from excessive heat. Insulation board shall not be exposed to flame or other ignition sources. The contractor shall not store any highly flammable materials in the work area. Sufficient area for staging is available on site; storage areas will be pre-approved by the Contracting Officers Representative (COR). Special precautions shall be taken to ensure construction materials and debris does not enter the airfield, runways, or taxiways.
c) The Contractor is required to comply with local VOC laws and regulations. All applicable Safety Data Sheets shall be available upon request.
4) SCHEDULE OF WORK: The Contractor shall perform all work during normal base work hours. The base normal working hours are 8:00 am to 4:30 pm, Monday through Friday, but the contractor is not limited to these hours. If the contractor is going to work outside normal working hours, permission must be obtained from the Contracting Officers Representative (COR).
5) EXISTING CONDITIONS: The contractor is expected to satisfy himself as to the existing conditions and the work to be performed. The contractor shall verify all dimensions and equipment data prior to ordering materials and commencement of work. Any site visit will be arranged by the Contracting Officers Representative (COR). The Contractor shall wear the appropriate personal protective equipment (PPE) when visiting the site in accordance with OSHA, State, and Federal regulations.
6) LIABILITY OF CONTRACTOR: Any damage to government property caused by the contractor shall be repaired or replaced by the contractor at no cost to the government. The contractor shall not disconnect any service without approval from the Contracting Officers Representative (COR).
7) INSPECTION AND ACCEPTANCE: The Contracting Officers Representative (COR) will accomplish inspection and acceptance of the work.
8) LABOR LAWS: The Davis-Bacon Act applies to the procurement.
9) SAFETY: The Contractor is wholly responsible for work site safety. The Contractor shall implement a safety program that protects the lives and health of personnel in the construction area, prevents damage to property, and avoids work interruptions. To accomplish this end, the Contractor shall provide appropriate safety barricades, signs, signal lights, etc. as well as complying with the requirements of all Federal, State and Local safety laws, rules and regulations. The Contractor shall NOT impede Fire Department traffic, access to the flight line, and/or safety issue aircraft that may need to taxi in proximity of the location of work.
10) ENVIRONMENTAL COMPLIANCE: Contractor shall ensure all discharges from new unit do not exhibit contaminates contrary to Base Elizabeth City Non-Significant User (Wastewater) Permit. Any waste as a result of the project shall either be recycled IAW CIM 16455.10 and the Base Pollution Prevention Plan or the disposed of IAW the Resource Conservation and Recovery Act. Any Hazardous Waste shall be manifested off site with Base listed as the Generator and signatory. Any hazardous waste shall be analyzed, characterized, stored and disposed of IAW the Resource Conservation and Recovery Act (RCRA) and all applicable federal, state (i.e. DOT) and local laws and ordinances. All work will be performed IAW the Base Spill Prevention Control and Countermeasures Plan (i.e. secondary containment), Clean Water Act (CWA) 40 CFR 112 and the Base Stormwater Pollution Prevention Plan (SWPPP). All chemicals required for this project shall be preapproved by the Base Environmental Compliance Office in Building 62. Safety Data Sheets (SDS) shall be provided to both the Base Environmental and Safety offices and proper storage shall be provided IAW 29 CFR 1910.1200. All installation related solid waste shall be removed from the base after each working day. All activation flushes of the system shall be captured and disposed of IAW City of Elizabeth City Sew Use Ordinance. All extra chemicals and products shall be removed from the site upon work completion, as the Emergency Planning and Community Right-To-Know Act requires Coast Guard maintains an inventory of all Hazardous Materials located at the site. A laydown area as required and an Erosion and Sediment Control Plan, these shall be preapproved by Base Environmental Compliance Office IAW the SWPPP. Nothing shall be discharged to a storm drain at any time during the project. All storm drains within range of a potential discharge shall be covered/sealed during installation and kept covered until which time the work has been completed and the system has been deemed fully operational and compliant with all applicable CG policies/plans/permits/laws/ordinances.
11) SITE RESTORATION & CLEAN UP: The work site shall be cleaned up at the completion of each workday. Upon completion of the job, the Contractor shall clean up the job site, returning it to a state of cleanliness equal to or exceeding that in which it was found. The Contractor shall properly dispose of any trash, extra materials, dirt, debris, or other litter that remains. There will be no final acceptance of the contract until the Contracting Officers Representative (COR) approves the appearance of the job site.
12) GOVERNMENT FACILITIES AND REGULATIONS: The Contractor, their employees, and any sub-contractors shall become familiar with and obey all Base/ Unit regulations. All personnel employed on the project shall keep within the limits of the work area, and shall not enter any other area outside of the work site unless to do so in the performance of their duties. There shall be No Smoking in any Coast Guard Building. All smoking must be done in the designated smoking area.
13) CONTRACT TIMELINE: The Contractor shall provide all required information and complete this contract within this time schedule, unless approved by the Contracting Officer.
a) Provide all required submittals to the Contracting Officer within 14 calendar days after contract award.
b) The U.S. Coast Guard will have 7 calendar days to review the submittals and respond to Contractor.
c) Contractor shall provide projected delivery schedule during proposal and provide a firm delivery date within 14 calendar days after the contract has been awarded.
d) The Contractor, upon receiving notification that the U.S. Coast Guard has approved the submittals and having received the Contractors firm delivery date schedule, will have 14 Calendar days to begin work on the project & 30 Calendar days to complete. The Contractor shall notify the Contracting Officer of any long lead time delivery of equipment, so that the Contracting Officer can modify the delivery date of the contract.
14) SUBMITTALS:
a. Once awarded, the following list of submittals required for approval defines the specific minimum requirements for this contract. The submittal shall contain sufficient information that can be used to determine compliance of the material with these specifications and referenced specifications.
i. Specification Sheets – Air Compressor
ii. Specification Sheets – Refrigerated Air Dryer
iii. Detailed Work Schedule
15) TECHNICAL REQUIREMENTS:
General: The Contractor shall provide all supervision, labor, transportation, equipment, parts, bringing the system/equipment online, programming, and materials to replace an existing air compressor & refrigerated air dryer IAW specification provided. Attachments have been provided including photos & map location.
a) The Contractor shall remove the existing air compressor. The Contractor shall dispose of the existing air compressor accordingly outside of the USCG Base Elizabeth City complex IAW all Federal, EPA, OSHA, and State of North Carolina laws and regulations. The specifications for the existing air compressor to be removed are the following:
· Manufacturer: Atlas Copco
· Type/Model Number: GA 180 VSD
· Serial Number: AIF.109949
· Year of Manufactured: 2006
· Weight: Approximately 9,261 lbs.
b) The Contractor shall provide and install an air compressor. The newly installed air compressor shall be similar to the existing, but at minimum, have the following characteristics:
· Fixed speed/single speed…NOT variable speed
· Compatible with the newly installed refrigerated air dryer
· Voltage: 460 volts, 3 phase, 60 hertz
· Available flow capacity of 1310 cfm @ 125 psi
· Rotary screw
· 250 horsepower
· Soft starting capability
· Air cooled
c) The Contractor shall remove the existing refrigerated air dryer. The Contractor shall dispose of the existing air dryer accordingly outside of the USCG Base Elizabeth City complex IAW all Federal, EPA, OSHA, and State of North Carolina laws and regulations. The specifications for the existing air dryer to be removed are the following:
· Manufacturer: Zander Artic Star
· Model Number: AS1000
· Serial Number: 3080270001
· Year of Manufactured: 2006
· Weight: Approximately 993 lbs.
d) The Contractor shall provide and install a refrigerated air dryer. The newly installed air dryer shall be similar to the existing, but at minimum, have the following characteristics:
· Stand-alone & external…NOT internal to the air compressor
· Compatible with the newly installed air compressor
· Voltage: 460 volts, 3 phase, 60 hertz
· Capacity of 1600 scfm
· Maximum operating pressure of 220 psig
· Air cooled
e) The Contractor shall be responsible for any modifications necessary for connection of piping to both the air compressor and air dryer. The piping shall include all compressed air piping, condensate drain piping, or any other piping necessary to install the new equipment.
f) The Contractor shall install high efficiency coalescing filters and dust collection filters in conjunction with the newly installed air compressor and refrigerated air dryer. These filters shall be capable of removing lubricant, water particles, dust, dirt, etc. that can contaminate the air quality delivered to the Aviation Logistics Command (ALC) facilities.
g) The Contractor shall be responsible for any modifications necessary for connection of electrical circuits to both the air compressor and the air dryer. As a minimum, installation shall be in accordance with NFPA 70, and all applicable State and Local codes. All conductors shall be run in conduit (3/4” minimum). Exposed exterior conduit shall be rigid steel. Interior conduit two (2) inches or smaller shall be EMT and larger than two (2) inches shall be rigid steel. The Contractor shall provide conductor identification within each enclosure where a tap, splice, or termination is made including control circuit terminations. USCG will be responsible for available power to the electrical panel. The Contractor shall be responsible to provide any upgraded circuit breakers that are necessary for the newly installed equipment. The Contractor can use the available circuit breakers if no additional amperage is necessary. The Contractor shall be responsible for providing all wiring, conduit, connections, etc. from the circuit breaker to both the air compressor and air dryer.
h) The Contractor shall be responsible for any modifications necessary for the connection of the cooling air ductwork to the air compressor. The Contractor is allowed to use the existing air ductwork if applicable to the new air compressor. The Contractor shall insulate all newly installed air ductwork to match the existing air ductwork.
i) The Contractor shall perform all start up and testing procedures of the new equipment IAW manufacturer’s recommendations. The Contractor shall provide training to USCG maintenance personnel on both the air compressor and air dryer.
j) It is HIGHLY recommended that the Contractor make a site visit to properly evaluate the location of the equipment and verify all aspects and/or specifications to the existing equipment.
k) The Contractor shall follow industry best practices and manufacturer’s written procedures when installing all equipment.
l) The Contractor shall provide one (1) year of warranty service to all installed equipment after completion of the installation.
m) The Contractor shall schedule all work with the Contracting Officers Representative (COR). The Contractor shall understand the importance to make the installation in a timely fashion to minimize the impact for the Aviation Logistics Command (ALC).
n) The Contractor shall perform all work IAW all Federal, EPA, OSHA, and State of North Carolina laws and regulations.
16) EXECUTION: Installation, workmanship, fabrication, assembly, erection, examination, inspection and testing shall be in accordance with appropriate sections of 29 CFR 1910, 1926.
