JUSTIFICATION FOR SOLE SOURCE (SAP <$250k)

Ref: FAR 13.106 and NAVSUP 4200.850 Chapter 5 Para. 2.b. (5)

The service or material listed on (Document numbers 21180155 21180156 21230157 21240156) is sole source and competition must be restricted to one source, or to only one brand name for reasons indicated below. There are no substitutes available for this material.

(If a sole source manufacturer distributes via dealers, ALSO provide dealer information.)

Description of the item or service required, the estimated cost, and required delivery date.

Large ceramic Brake Discs, P/N: C934-00150NFNS, Small ceramic Brake Discs, P/N: C934-0050NFNS, . Qty: 100 by 6-30-22 Qty: 100 by 6-30-22

Specific characteristics of the material or service that limit the availability to a sole source or particular brand name (unique features, function of the item, etc.).

Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.

Replacement parts from the original manufacturer are necessary to ensure proper fit interchangeability with existing equipment. The ceramic brake disks are a custom product CM manufactures for naval shipyard Chester Chain hoists because they do not compress like fibrous-made discs. They improve the functionality of the hoist and keep them in service longer. We have to change out these parts at their given cycle, and we are exceptionally low on stock at PSNS currently. We have upcoming critical lifts that require the hoists that will need these discs as soon as possible.

__ The requested material or service represents the minimum requirements of the government

CHECK & FILL IN ALL APPLICABLE BLANKS BELOW

The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed. Justi Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system.

All hoists used for refueling operations are engineered to work with all existing equipment. Hoists are already procured, have been through our inspection process and are included in our engineering lifts. These custom Brakes are from the original hoist manufacturer and are required to be purchased per C/2370 drawings and instructions for chain hoist overhauls.

A patent, copyright, or proprietary data limits competition. The proprietary data is:

_X_These are direct replacements" parts/components for existing brand name equipment.

__ Other information to support a sole-source buy:

The ceramic brake disks can be used across all capacities of Chester hoists used at PSNS and will be installed as direct replacements for brakes that are at the end of their life cycle.

I CERTIFY THAT STATEMENTS CHECKED, AND INFORMATION PROVIDED ABOVE, ARE COMPLETE AND CORRECT TO THE BEST OF MY KNOWLEDGE AND DO NOT CONTAIN CLASSIFIED INFORMATION. I UNDERSTAND THAT THE PROCESSING OF THIS SOLE-SOURCE JUSTIFICATION PRECLUDES THE USE OF FULL AND OPEN

COMPETITION.
