1.0 INTRODUCTION

The US Coast Guard’s National Security Cutters (NSCs) WMSL 418 Class have been experiencing heavy weather conditions where white water is breaking over the transom and impacting the cutter boats in the stern well and in the stowage notches. The conditions have generally been at lower speeds in head seas; however, model tests are required to fully investigate the range of conditions that cause the stern door overtopping, effectiveness of added breakwater configurations and operator guidance that may be required to eliminate or mitigate the overtopping and effects.

The objectives of this effort are to modify the stern of an existing model previously tested by MARIN, instrument the model and conduct model tests required to reproduce the observed conditions, evaluate proposed breakwaters and door heights and provide operator guidance as determined form the model tests.

3.0 STATEMENT OF WORK

3.1. The following tasks provide detailed descriptions of Coast Guard requirements and the work required to meet project objectives.

3.2. Task 1- Modify Existing Structural Model: The contractor shall modify the NSC model constructed for the Fatigue Life Assessment Program (FLAP) to include a stern well and boat notches, two stern door heights and two breakwaters at the top of the stern well doors. The USCG will provide information on the stern doors and breakwaters to be tested. The NSC model shall be instrumented to measure six (6) degrees of freedom motions and three (3) degree of freedom accelerations at the stern of the cutter. The relative wave height shall be measured at the stern. The model stern well shall be configured to measure the quantity of water being shipped for each test conducted.

3.3. Task 2 – Developed Detailed Test Plan: The contractor shall develop a detailed test plan for USCG review prior to conducting the tests. The test plan shall include model modification design, instrumentation specifications and layout, and test matrix as required by Task 3.

3.4. Task 3 – Conduct Model Tests: The contractor shall conduct seakeeping model tests of the modified NSC model to include:

· Eight significant wave heights (SS 4 to 7) with wave periods specified by the USCG.

· Three relative wave headings (head, bow, stern quartering)

· Three forward speeds (4, 8 and 12 knots) to be determined as part of the test planning and testing

· All tests shall be conducted at full load condition and four additional tests conditions (repeated) to be conducted at aft trim condition to be determined by the USCG at the time of testing.

This test matrix shall be conducted with the as built stern door configuration. The second stern door height and breakwater tests shall be conducted at the worst condition identified by the test matrix with as built stern door plus one additional speed to be determined by the USCG at the time of testing.

Wave conditions shall be Bretschneider wave spectrum and long crested. Each test shall be a minimum of 30 minutes in total test time. Multiple tests may be added to achieve the 30 minute duration.

Video’s shall be taken of each test and shall include bow and stern quartering views. A close in view of the stern door shall be provided as an inset video.

A quick look data report with video of the most severe tests shall be provided no later than 30 days after conclusion of the model tests.

3.5. Task 4 – Prepare and Deliver Test Report: After Task 3 is complete, the contractor shall prepare and deliver a draft and final test report documenting the model configuration, test set up, description of tests conducted along with test results. Test results shall include the measured statistics of each test. Findings from the test results shall be provided. Videos (mp4 format) and test time histories (Matlab format) shall be provided for each test.

4.0 PERIOD OF PERFORMANCE

4.1. Period of performance shall be 180 calendar days after contract award.

5.0 DELIVERABLES

5.1. The contractor shall provide the following:

5.1.1. Model Test Plan.

5.1.2. Quick Look Data Report after the completion of the model tests.

5.1.3. DRAFT Final Report summarizing all work completed and results of model/full scale correlation study.

5.1.4. Final Report incorporating Government comments on DRAFT Final Report.

6.0 SCHEDULE. The schedule for milestones and deliverables is given in the following table.

7.0 QUALITY ASSURANCE

7.1 The government reserves the right to witness the validation procedures and validation processes of any part of the project development at whatever site such action is taking place.

7.2 The government will review the contents and format of the deliverables in their entirety prior to issuing approval.

8.0 GOVERNMENT FURNISHED INFORMATION

8.1. Details of stern door design(s) and sea conditions will be provided by the Government NLT 30 DACA.

9.0 QUALITY ASSURANCE

9.1. All work and deliverables shall be developed to commercial standards.

10.0 SECURITY CLEARANCE

10.1. Security clearances are not required for this project.

11.0 CONTRACTING OFFICER’S REPRESENTATIVE

11.1. The Contracting Officer’s Representative (COR) at the U.S. Coast Guard Surface Forces Logistics Center will be Mr. Karl Stambaugh, SFLC-ESD-NAME-NAV ARCH, (410) 762-6910.

12.0 NOTES

All Government Furnished Information and work product shall remain the property of the U.S. Coast Guard and shall not be released to any third party or published without prior approval from the COR.
