BASE MIAMI BEACH C5I DEPARTMENT
Specifications for C5I Tower Climber & Rescue Competent Persons Training
Fiscal Year 2021, June 28th to July 2nd
General Requirements
PART 1 – Overview/General Information
United States Coast Guard Base Miami Beach C5I Department is accepting proposals from qualified companies for Tower Climber and Rescue Training for 20 students. POC is: ETC Justin

Prior to submitting a quote, it is mandatory to examine the SOW. In accordance with
ALCOAST ACN 027/21 TOWER CLIMBING QUALIFICATION PROCESS, vendors and courses for this training must already be approved by the Strategic Operations Product Line
(SOPL).
PART 2 – Training Location
US Coast Guard Civil Engineering Unit Miami

PART 3 - Training Time
The training will be held at Civil Engineering Unit (CEU) Miami. The training will be held
Monday June 28th through Friday July 2nd, 2021. Training will start promptly at 0800 every day, and be finished no later than 1630.
PART 4 – Security Requirements
The contractor shall provide a list of names and a copy of their driver licenses for employees that will need access to the CEU Miami facility. This is to ensure they are allowed through the security gate.
PART 5 - Training Requirements
This training should include both classroom and practical training portions.
The training course should conform to:
ANSI Z359.2 - Minimum Requirements for a Comprehensive Managed Fall Protection
Program, Fall Protection Code
ANSI Z359.1 – The Fall Protection Code – Part of the Fall Protection Code
ANSI Z490.1 – Criteria for Accepted Practices in Safety, Health and Environmental
Training
Occupational Safety and Health Standards (OSHA), 29 CFR Part 1926.503 and 1910.66
App C
Students will climb the tower structure shown in in Part 9 of this document.
The rescue training portion of the course should include self-rescue techniques per Subpart D:
Walking-Working Surfaces of the Occupational Safety and Health Standards, 29 CFR Part 1910.
The Tower Climber and Rescue training course should be accredited by an appropriate accrediting body, such as the International Association of Continuing Education and Training (IACET).
PART 6 – Safety Requirements
Instructors shall act in compliance with:
Occupational Safety and Health Standards, 29 CFR Part 1910
Occupational Safety and Health Standards for Shipyard Employment, 29 CFR Part 1915
Safety and Health Regulations for Construction, 29 CFR Part 1926
Minimum Requirements for a Comprehensive Managed Fall Protection Program, Fall
Protection Code, American National Standard Institute (ANSI)/The American Society of
Safety Engineers (ASSE), Z359.2 (series)
Criteria for Accepted Practices in Safety, Health and Environmental Training, American
National Standard Institute (ANSI)/The American Society of Safety Engineers (ASSE), Z490.1 (series)
PART 7 – Contractor Responsibilities
1. The Contractor shall provide all labor, personnel, equipment, tools, transportation, supervision and management and any other items necessary to perform this training.
i. Training instructors shall bring all their own gear to climb with.
ii. The contractor shall provide the following for students at a minimum: rope, anchors, anchor straps, self-retracting devices, and the rescue kit.
The services shall be furnished in a manner that provides superior training to Coast Guard members.
2. Contractor shall perform the following services:
a. Tower Climber and Rescue Competent Persons Training in accordance with requirements set forth in Part 5 of this document.
PART 8 – End of Course Documentation
Contractor should provide a completion certificate or end-of-course documentation for all students. This documentation should show that students successfully completed the training.
PART 9 - Facility Information
The classroom portion of the training will be hosted in the classroom inside the CEU Miami building. The practical portion of the training will be hosted at the AX06 HF antenna at CEU
Miami. The HF antenna will be secured during training hours. This antenna has 4 supporting towers, each of which is 120 feet tall. Each supporting tower has a safety climb system. Photos included below.
