Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation FA462520Q1101 is being issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-08, Defense Acquisition Circular 20200605 and Air Force Acquisition Circular 2019- 1001. Quotes must be valid for 90 days.

This procurement is being solicited under full and open competition. The applicable North American Industry Classification System (NAICS) Code is 333318, Other Commercial and Service Industry Machinery Manufacturing. Paper copies of the RFQ will not be made available. Quotes can be e-mailed to the following e-mail address: 509cons.sollgcb@us.af.mil to the attention of Renee Faller. E-mailed quotes using file compression, such as .zip, will not be accepted. Whiteman AFB network utilizes a firewall that may cause delays in receipt of e-mails/attachments. Late receipt of quotes due to a network firewall or outages will be consider late. Offerors should allow sufficient time for the email traffic to be delivered. Prospective offerors must be registered and active in the System for Award Management (SAM) (www.beta.sam.gov) by the closing date of this solicitation in order to be eligible for award. All responsible sources may submit a quote which, if timely received, will be considered by this agency. Evaluation for this acquisition shall be based on the lowest priced quote which meets the salient characteristics outlined in the Statement of Work dated 20 Aug 2020. Offerors must submit supply items which meet the requirements outlined in the bid schedule below.

Addendum to FAR Provision 52.212-1, Instruction to Offerors--Commercial Items

1. FAR 52.212-1(c), is changed to read:

(c) Period of Acceptance of offerors. The offeror agrees to hold the prices firm for 90 days from the date specified for receipt of offers.

2. Specific Instructions:

(a) Contractors shall submit questions pertaining to this Solicitation in writing no later than 21 Sep 2020, 2:00 PM Central Standard Time (CST). In the event issues pertaining to a solicitation package cannot be resolved to the satisfaction of the Contracting Officer (CO), the CO reserves the right to withdraw or cancel the proposed Solicitation requirement at no additional cost to the Government.

ADDENDUM 52.212-2 Evaluation

1. FAR 52.212-2(a), is changed to read:

(a) The Government will award a firm fixed price contract resulting from this solicitation to the lowest priced responsible offeror whose offer conforms to the salient characteristics in the solicitation. Offerors will be evaluated on the basis of price only for Offerors whom meet the specifications outlined in the Salient Characteristics dated 20 Aug 2020.
