STATEMENT OF WORK (SOW)

Protective Service Battalion (PSB)

VirTra V300 Equipment/Software/Accessories/Warranty/Support Services Date: 2 September 2020

1.0 Scope: This requirement is to procure one VirTra 300 (V300) system, with associated parts, equipment, M18 accessories and four (4) twelve (12) month option periods to cover support services. The VirTra 300 (V300) and components shall meet the specifications set forth in this Statement of Work (SOW).

The requestor has a unique mission involving a high operational tempo with extremely frequent changes to the calendar and mission requirements. For this reason, it takes a significant amount of time, manpower, and resources to develop comprehensive and realistic training, which may be canceled at little to no notice. Additionally, the unit does not perform a traditional Law Enforcement mission, but rather a personal protection mission and the training requirements and scenarios differ from all of its DoD counterparts. The V300 system allow the unit to train in smaller numbers of personnel with reduced planning and coordination at a one-time fixed cost. It is the only system compatible with other federally developed, personal protection specific scenarios.

1.1 Order Type: This effort shall be proposed on a firm-fixed-price (FFP) basis.

1.2 Period of Performance: Delivery of the V300 system, equipment/accessories will be no more than sixty (60) days after contract award. Installation and commencement of product support Service Plan will be no more than sixty (60) days from contract award.

Base Period:

0001 - VirTra V 300 Delivery (NTE 60 days) 0002 - Installation (60 days) 0003 - Service plan for 1 year from the date of installation and initial service plan commencement. (12 months)

Option Period One: Service plan for 1 year from the conclusion of the previous service plan year. (12 months)

Option Year Two: Service plan for 1 year from the conclusion of the previous service plan year. (12 months)

Option Year Three: Service plan for 1 year from the conclusion of the previous service plan year. (12 months)

Option Year Four: Service plan for 1 year from the conclusion of the previous service plan year. (12 months)

1.3 Inspection/Acceptance /FOB Terms: Inspection and Acceptance shall be at Destination. FOB shall be at Origin.

1.4 Operations Security/Antiterrorism.

1.4.1 Contractors shall not release contract or requiring unit information to any third party, without the written consent of the contracting officer (KO) and the unit Security Officer. Contractors shall not post this contract nor requiring unit information on any site or use it in any company advertisement.

1.4.2 The contractor shall immediately report to the unit security officer and the all security violations, breaches or compromise of contract information, any type of suspicious or criminal activity associated with any aspect of the company contract processing at the contractor site or during delivery.

1.5 Security/Access Control:

1.5.1 Access to Government Facilities. If necessary, the Government will provide access to the appropriate Government buildings during the contract performance. Access however, shall not be granted without approval of the Unit Security Officer.

1.5.1.1 Contractors requiring access to the Government installation, shall provide specified information, a minimum of five (5) business days prior to the requested or required visit. Due to operations security, the Government will provide access requirements upon determination that the contractor is required to visit a Government facility to facilitate contract requirements. At a minimum, all personnel must provide social security numbers and full legal names for installation access control requirements. Should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

1.5.1.2 Contractors requiring access to Protective Service Battalion (PSB) facility must adhere to the following security guidelines:

1.5.1.3 All Contractor personnel visiting PSB site must be a US citizen and provide a valid Government issued photo ID (i.e., Driver’s License). The contractor will be escorted at all times while at the site.

1.5.1.4 No cell phones, cameras, PDA and electronic devices are allowed within the PSB site without prior approval from the Unit’s Security Officer.

1.5.1.5 Contractors with any adjudication within the past five (5) years will be denied access to the PSB facility. Contractors shall be restricted to areas designated by the Government Technical Representative.

2.0 Contractor Tasks and Responsibilities:

2.1 The contractor shall provide all labor, material, equipment, travel, resources, options research and staff accommodations associated with performing contract tasks and requirements related to the production and delivery of the equipment/accessories and warranties.

2.2 Provide equal product replacements or substitutions for warranty items only as approved by the Contracting Officer (KO) and/or Technical Representative.

2.3 The contractor shall provide the Government a single Point of Contact (POC) for contract coordination.

2.4 The contractor shall provide support for any repairs needed during the 4-year warranty. The contractor shall provide diagnosis of system problems and continuous problem resolution by phone, e-mail, in person or online assistance, providing both responsive and proactive services that will allow operational efficiency

2.5 The contractor shall be available to provide support five (5) days a week (Monday through Friday) from 8AM and 5PM Local Vendor Time.

2.6 The contractor shall provide a trade in credit for the total pretax cost of the existing VirTra system in the sum of $15,595.00. The government will ship the existing system back to the contractor.

3.0 Specifications: The contractor shall provide the V300 System with LE content library, computer rack, UPS backup, borderless screens and audio/projection equipment, Sig P320CA replica pistol, and additional magazines. The equipment must be compatible with personally assigned weapons (M18) and also be compatible with laser based systems. The equipment provided shall include minimum accessories and options listed in the table below:

3.3 Additional Annual Service:

3.3.1 Service Years: The contractor shall provide annual service for 1 year with 4 additional option years to be exercised at the government’s discretion.

3.3.2 Service support On Order: The contractor shall provide service support to include at a minimum:

3.3.2.3 Parts and Labor for any non-functioning system, component, or accessory

3.3.3 Annual Service support: The contractor shall provide service support to include at a minimum:

3.3.3.3 Perform Computer Diagnostics and Recalibrate System as needed

3.3.3.6 Provide a List of Inspected Items

3.3.3.7 Provide User Refresher Training
