STATEMENT OF WORK

1. Scope:

This contract shall require the contractor to provide engineering technical Root Cause Analysis (RCA) and performance improvement support services for all EXIDE/GNB (the “Contractor”) SVRLA batteries that are currently installed on US Navy submarines in service, as well as all future installations for all EXIDE/GNB SVRLA batteries upon request by the government. The Contractor shall also provide support for the Moored Training Ship (MTS) if said ship has a EXIDE/GNB battery installed upon request by the government.

2. Applicable Documents:

a. Technical Manual for Submarine Main Storage Battery - Valve Regulated Lead Acid (SVRLA) Types JSZ-59 and

JSZ-67 (GNB) - S9223-AC-OMP-010

3. Availability of DoD Documents. Government specifications, standards and handbooks are available from the Standardization Document Order Desk, 700 Robbins Avenue, Building 4D, Philadelphia, PA 19111-5094. Non- Government Publications are available from the National Standards Institute, 11 West 42nd Street, New York, NY 10036. An alternate source for publications is the Submarine Battery In-Service Engineering Agent (ISEA), Code JXMT, Naval Surface Warfare Center Crane Division (NSWC CRANE).

4. Requirements:

The Contractor (EXIDE/GNB) shall provide the following services:

a. Engineering support services for the SVRLA Program. The contractor shall include the following as a minimum:

i. Engineering support of RCA activities (in addition to attending meetings) to include review of all RCA testing data, teleconferences discussing the RCA program, and development of proposals for new RCA activities for SVRLA performance improvement. Engineering support may include but is not limited to the following:

ii. Development and review of test and evaluation plans including Design of Experiments for product improvement and fleet support.

iii. Execution of testing to be conducted at contractor facilities as identified and/or approved by the government including disections and materials analysis of fleet-returned SVRLA cells, new and development SVRLA cells, and any other material warranted under the RCA

b. Engineering support for non-RCA questions, activities, and fleet concerns. i. Review, comment, and/or provide concurrence of documents and proposed actions (e.g. Maintenance actions, recovery procedures, Technician Manual reviews, etc.) to support ship’s battery performance improvements of the SVRLA B-cells or C-cells.

ii. Develop, review, and provide concurrence of ship recommendations based on the fleet analysis and engineering investigations of the SVRLA cells performance to support near term ship’s battery performance improvements.

iii. Conduct a periodic review of fleet performance to maintain an understanding of the fielded battery performance and to support ongoing Fleet support efforts and performance improvements. Reviews of the fleet analysis and recommendations should be completed within 5 working days unless agreed upon by the contractor and Government

c. Engineering production and design improvements i. The contractor will investigate and validate alternative lead oxide materials for performance improvements by utilizing higher purity hard lead in making oxide materials. The contractor will validate the oxide’s purity and conduct paste mixing and pasting trials to make positive and negative active material plates. The sample cells will be built with newly oxide materials used in the positive and negative plates to verify capacity and cycling capabilities through standard design test and evaluation efforts.

ii. The contractor will investigate and optimize antimony and cadmium content in MFX alloy to avoid inadvertent loss of cadmium that could allow any excess of antimony to migrate to the negative plates in the SVRLA cells and increase gassing, and update MFX alloy specifications to reduce gassing in the battery cells which may lead to early performance failures.

d. Material analysis support services for the SVRLA Program. The contractor shall include the following as a minimum:

i. Material analysis services for the SVRLA Program in support of RCA activities. Activities to include collaborative RCA investigations, materials characterizations, and analysis-testing actions performed at EXIDE (GNB) and or subcontracted commercial lab facilities. Material analysis services/support may include but are not limited to the following:

ii. Performing material analysis on samples collected from SVRLA C/B-cell dissections or in production steps in support of engineering investigations and/or design improvements. Analytical techniques applied for quantitative determinations for SVRLA component materials include, but are not limited to, active material lead sulfate [PbSO4] composition (wet chem), BET surface area (m2/g), XRD, ICP-MS, Mercury Intrusion Porosimetry (MIP), FTIR, GC, IC, and TGA. Qualitative physical characterizations of sample material properties (via optical or other micrographic imaging techniques) will include, but are not limited to, SEM imaging, grid metallography, and expander package characterization.

iii. Development and review of material testing and characterization plans including Design of Experiments for product improvement and fleet support. Provide reporting of analyses results, overviewing data in table or graphical format, including applicable spectra. Reports will include interpretation and identified interactions or spectral correlations with physical data as warranted.

iv. Execution of material testing/characterization to be conducted at contractor facilities as identified and/or approved by the government. Including utilization of commercially available analytical instrumentation and industry best practices methodologies to provide repeatable, quantitative material data.

e. Review, comments, and/or concurrence to the applicable Technical Manual for Submarine Main Storage Battery

(S9223-AC-OMP-010)

f. Travel time for, and participation in, periodic RCA meetings.

g. Travel time for, and participation in, failure analysis activities to include the actual tear down of cells from the fleet.

5. CONTRACTOR DELIVERABLES.

a. The following shall be provided by the Contractor:

i. 001 Analysis, input, and feedback related to RCA and non-RCA technical engineering support services specific to the activities as coordinated with, or initiated by, agreement with the ISEA group of NSWC Crane. This will include all technical reports as related to projects, lab work, etc.

ii. 002 A monthly report (simple format to be agreed upon by between GNB and the ISEA) will be required to capture a summary of items worked on for the month.

iii. 003 Agenda for all RCA meetings to be issued at least 5 business days prior to the meeting start day.

iv. 004 Meeting minutes and action items list captured from all RCA meetings and provided to NSWC Crane JXMT within 10 business days of meeting end.

v. 005 A separate monthly report (simple format to be agreed upon between EXIDE/GNB and the ISEA) will be required to capture a summary of EXIDE/GNB material analysis actions worked or in progress for the month. This report will cover collaborative RCA investigations, materials characterizations, and analysis-testing actions performed at EXIDE (GNB) and or subcontracted commercial laboratory facilities. The report is to address specific status of the following:

• date/confirmation of sample receipt respectively for each lab venue

• date/plan for testing execution (processing start date for each technique/test designated in agreed test plan)

• ECD for the delivery of material analysis data and/or summary report for each technique/test designated (e.g., MIP, XRD, ICP, etc.), for a given in process sample set

6. Requirements Definition / Firm Fixed Price (FFP) Contract. The FFP contract will be one year from the contract award date. This FFP effort will primarily be at the Contractor’s own facilities but may include travel as required to support RCA efforts.

Any changes or additions to this SOW will be separately negotiated with the Contractor and will only become effective upon bilateral modification to the contract.
