SPECIFICATION

TEMPERATURE AND HUMIDITY TEST CHAMBER

SPECIFICATION

1.0 Scope

This Statement of Work (SOW) defines the effort required for the procurement of a Walk-In Temperature Test Chamber for temperature and humidty testing in Building 3285. The temperature test chamber will perform reproducible temperature and climate tests, which include – high temperature, low temperature, high-low cycling, and constant/cyclic temperature and humidty testing. A large walk-in test chamber is needed to accommodate large sized items or to accommodate multiple test items at once. This test chamber has two systems that heat and cool at rapid rates for large and small test items. The large size and rapid rarmp rates equates to quicker test times with accurate test data.

1.1 Background

The Walk-In Test Chamber that is currently in use, was munfactured in 1993, and is difficult to find original parts or compatible parts for repair. The EPA is phasing out the refrigerants needed to operate the test chamber, which is making it very hard to locate and purchase them. The older refrigerants are being replaced with new versions that cannot be used on the current temperature chamber here in Buidling 3285. Currently, we are spending more time working on this chamber than performing actual tests. The purchase of a new walk-in chamber, will allow JXRM to better serve the Warfighter and all other customers. The new chamber is enery efficient, will allow the option to test larger items and larger quantities with faster test times, and more accurate test data.

3.0 PERFORMANCE REQUIREMENTS

The below requirements define the governments minimum need:

3.1 Chamber Specifications:

Interior Dimensions:

76" wide x 76" deep x 96" high clear usable work-space.

Exterior Dimensions:

210” wide x 98” deep x 117” high

Internal Liner:

Chamber liner needs to be constructed of high-nickel content, at minuim, Series 300 stainless steel assuring rustproof quality. Liner needs to be welded on all seams to prevent moisture migration into the the chamber during low-termperature testing.

Door/Materials:

One full opening left hand hinged door that gives full access to the chamber’s working space, so that a forklift can access the chamber for large items. The door and materials need to be constructed of corrosion-resistant materials. The door will need to have a 20”x20” heated viewing window. The window panes need to be manufactured of tempered/treated glass that can prevent condensation and frost buildup.

Chamber Floor:

Material needs to be constructed of rustproof quality with dual reinforced framing for heavy loads, with integrated forklift slots. The floor needs to be sloped slightly to direct condensation to the floor drain.

Refrigeration System:

(Quantity of 4) 30 Horsepower compressors, in Cascade, OZONE FRIENDLY Refrigerants 507 & 508b, water-cooled condensers, integrated machine section.

(Quantity of 1) Horsepower energy trimmer compressor, OZONE FRIENDLY Refrigerant 507, water cooled condenser, intergrated machine section

Heating System:

60 kW multi-staged electric heating elements

Humidity Heater:

12 kW high output atmospheric vapor (steam) generator

*Chamber needs to be shipped and move-in ready as a single unit, requiring no or minimal re-asslembly once at Crane.

3.2 Performance Specifications:

Temperature Range:

-73C to +177C

Control Tolerance:

+1C air temperature control tolerance as measured at the control sensor, located where the conditioned air enters the chamber workspace, after stabilization.

Temperature Transition Rates:

75F to -65F in 13 minutes or less 75F to -85F in 18 minutes or less

75F to 200F in 10 minutes or less 75F to 240F in 14 minutes or less

*The time rates for these temperature transitions are important for testing requirements.

Humidity Range:

10% RH to 95% RH in the range bounded by an 85C maximum dry bulb temperature and a 4 C minimum dew point.

3.3 Cascade Refrigeration System: (2 x 30-30hp)

Refrigeration systems include oil separators, water-cooled condenser, sightglass driers, suction and discharge service valves, evaporator, liquid line solenoid valves, liquid injection systems, high-side vapor tank, cascade condensers and industrial semi-hermetic compressors. Vapor receivers are used in the discharge side of the low-stage refrigerant circuit.

Energy Trimmer: (1x 5hp) Single Stage Energy Trimmer System

Refrigerants:

Non-explosive refrigerants required. Low-stage systems that are charged with Refrigerant 508b, and the high-stage/single stage systems with Refrigerant 448.

Cooling Coils:

copper tube, aluminum fin evaporators.

Compressor Time-Out:

The refrigeration compressor(s) do not cycle on and off with instrument demand. After a predetermined, un-interrupted, no-cooling (heating) period, the compressors will shut off.

3.4 Other Features:

1. Electrical System needs to be 460 volt, 3 phase, 60 hertz power source for testing operations.

2. All refrigerant joints are sil-fos or silver solder. (No soft solder)

3. Color Touch Screen Controller for Temperature porgammer and Data Collection.

4. Compressors are spring-mounted for smooth and quiet operation. Refrigerant lines are clamped to prevent rattling and chaffing.

5. A.S.M.E. approved refrigerant vessels, over pressure limit cut-out switches, pressure relief valves are used in the refrigerant system.

6. Refrigeration Sound deadening package.

3.5 Technical Documentation

The contractor shall provide the following documentation:

-Instruction manauals: One set of operator and maintenance instruction manuals shall be provided at time of delivery of equipment. Manufacturer data sheets shall be incorporated into the manuals. (CDRL A001, Commercial Off-The-Shelf (COTS) Manuals and Associated Supplemental Data)

The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor’s date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term “working day” excludes weekends and U.S. Federal holidays.) Deliveries will not be accepted on Saturdays, Sundays or Holidays except as specifically requested by the [insert activity name]. All goods or services attempted to be delivered on a Saturday, Sunday or Holiday without specific instructions from the Contracting Officer or his duly appointed representative will be returned to the contractor at the contractor’s expense with no cost or liability to the U.S. Government.

(b) The federal Government observes the following holidays:

HOLIDAYS*

New Year's Day Martin Luther King's Birthday Presidential Inauguration Day (Washington DC metro area only) President's Day Memorial Day Independence Day Labor Day Columbus Day Veteran's Day Thanksgiving Day Christmas Day

* Except for the Presidential Inauguration Day, if the actual date falls on a Saturday, the holiday will be observed the preceding Friday. If the holiday falls on a Sunday, the observance shall be on the following Monday.

The actual date of observance for each of the above holidays, for a specific calendar year, may be obtained from the OPM website at OPM.GOV or by using the following direct link: https://www.opm.gov/policy-data-oversight/snow-dismissal-procedures/federal-holidays/#url.

(c) Delayed Opening, Early Dismissal and Closure of Government Facilities. When a Government facility has a delayed opening, is closed or Federal employees are dismissed early (due to severe weather, security threat, security exercise, or a facility related problem) that prevents personnel from working, onsite contractor personnel regularly assigned to work at that facility shall follow the same reporting and/or departure directions given to Government personnel. The contractor shall not direct charge to the contract for such time off, but shall follow parent company policies regarding taking leave (administrative or other). Non-essential contractor personnel, who are not required to remain at or report to the facility, shall follow their parent company policy regarding whether they should go/stay home or report to another company facility. Subsequent to an early dismissal, delayed opening, or during periods of inclement weather, onsite contractors should monitor the OPM website as well as radio and television announcements before departing for work to determine if the facility is closed or operating on a delayed arrival basis.

(d) When Federal employees are excused from work due to a holiday or a special event (that is unrelated to severe weather, a security threat, or a facility related problem), on site contractors shall continue working established work hours or take leave in accordance with parent company policy. Those contractor employees who take leave shall not direct charge the non-working hours to the contract. Contractors are responsible for predetermining and disclosing their charging practices for early dismissal, delayed openings, or closings in accordance with the FAR, applicable cost accounting standards, and the company’s established policy and procedures. Contractors shall follow their disclosed charging practices during the contract period of performance, and shall not follow any verbal directions to the contrary. The Contracting Officer will make the determination of cost allowability for time lost due to facility closure in accordance with FAR, applicable Cost Accounting Standards, and the Contractor's established accounting policy and procedures.

52.204-19 INCORPORATION BY REFERENCE OF REPRESENTATIONS AND CERTIFICATIONS (DEC

2014)

The Contractor's representations and certifications, including those completed electronically via the System for Award Management (SAM), are incorporated by reference into the contract.

52.212-4 CONTRACT TERMS AND CONDITIONS-- COMMERCIAL ITEMS (OCT 2018)

(a) Inspection/Acceptance. The Contractor shall only tender for acceptance those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. If repair/replacement or reperformance will not correct the defects or is not possible, the Government may seek an equitable price reduction or adequate consideration for acceptance of nonconforming supplies or services. The Government must exercise its post-acceptance rights (1) within a reasonable time after the defect was discovered or should have been discovered; and

(2) before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.

(b) Assignment. The Contractor or its assignee may assign its rights to receive payment due as a result of performance of this contract to a bank, trust company, or other financing institution, including any Federal lending agency in accordance with the Assignment of Claims Act (31 U.S.C. 3727). However, when a third party makes payment (e.g., use of the Governmentwide commercial purchase card), the Contractor may not assign its rights to receive payment under this contract.

(c) Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties.

(d) Disputes. This contract is subject to 41 U.S.C. chapter 71, Contract Disputes'', as amended (41 U.S.C. 601-613).

Failure of the parties to this contract to reach agreement on any request for equitable adjustment, claim, appeal or action arising under or relating to this contract shall be a dispute to be resolved in accordance with the clause at FAR 52.233-1, Disputes, which is incorporated herein by reference. The Contractor shall proceed diligently with performance of this contract, pending final resolution of any dispute arising under the contract.

(e) Definitions. The clause at FAR 52.202-1, Definitions, is incorporated herein by reference.

(f) Excusable delays. The Contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence such as, acts of God or the public enemy, acts of the Government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. The Contractor shall notify the Contracting Officer in writing as soon as it is reasonably possible after the commencement or any excusable delay, setting forth the full particulars in connection therewith, shall remedy such occurrence with all reasonable dispatch and shall promptly give written notice to the Contracting Officer of the cessation of such occurrence.

(x) Electronic funds transfer (EFT) banking information.

(A) The Contractor shall include EFT banking information on the invoice only if required elsewhere in this contract.

(B) If EFT banking information is not required to be on the invoice, in order for the invoice to be a proper invoice, the Contractor shall have submitted correct EFT banking information in accordance with the applicable solicitation provision, contract clause (e.g., 52.232-33, Payment by Electronic Funds Transfer—System for Award Management, or 52.232-34, Payment by Electronic Funds Transfer--Other Than System for Award Management), or applicable agency procedures.

(C) EFT banking information is not required if the Government waived the requirement to pay by EFT.

(2) Invoices will be handled in accordance with the Prompt Payment Act (31 U.S.C. 3903) and Office of Management and Budget (OMB) prompt payment regulations at 5 CFR part 1315.

(h) Patent indemnity. The Contractor shall indemnify the Government and its officers, employees and agents against liability, including costs, for actual or alleged direct or contributory infringement of, or inducement to infringe, any United States or foreign patent, trademark or copyright, arising out of the performance of this contract, provided the Contractor is reasonably notified of such claims and proceedings.

The interest rate shall be the interest rate established by the Secretary of the Treasury as provided in 41 U.S.C.

7109, which is applicable to the period in which the amount becomes due, as provided in (i)(6)(v) of this clause, and then at the rate applicable for each six-month period as fixed by the Secretary until the amount is paid.

(C) The Contractor requests a deferment of collection on a debt previously demanded by the Contracting Officer (see 32.607-2).

(iv) If a demand for payment was previously issued for the debt, the demand for payment included in the final decision shall identify the same due date as the original demand for payment.

(v) Amounts shall be due at the earliest of the following dates:

(A) The date fixed under this contract.

(B) The date of the first written demand for payment, including any demand for payment resulting from a default termination.

(vi) The interest charge shall be computed for the actual number of calendar days involved beginning on the due date and ending on--

In the event of termination for cause, the Government shall not be liable to the Contractor for any amount for supplies or services not accepted, and the Contractor shall be liable to the Government for any and all rights and remedies provided by law. If it is determined that the Government improperly terminated this contract for default, such termination shall be deemed a termination for convenience.

(n) Title. Unless specified elsewhere in this contract, title to items furnished under this contract shall pass to the Government upon acceptance, regardless of when or where the Government takes physical possession.

(o) Warranty. The Contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.

(p) Limitation of liability. Except as otherwise provided by an express warranty, the Contractor will not be liable to the Government for consequential damages resulting from any defect or deficiencies in accepted items.
