I. CONTRACTING ACTIVITY

AFRL/RIKO, 26 Electronic Pkwy, Rome NY 13441

II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED

The requirement is for one (1), 2 MHz absolute accuracy wavemeter system with a 100 kHz absolute frequency optical reference. The product supports the AFRL/RI in-house quantum information science research.

III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS

The system, Quantity 1, consists of:

HF-ANGS WS8-2+1X8PCS

- Measurement range: 330 to 1180 nm

- 8 input channels switch operating over entire measurement range with no loss of accuracy or resolution

- Absolute accuracy:

330 - 420 nm: ±0.01 pm 420 - 1180 nm: ±2 MHz

- no moving parts

- CW and pulse laser measurement

- fiber coupled

- very low light input requirements, 0.08 – 60 μJ or μW

- high speed USB 2.0 interface

HF-LC-PID 8-TIME

- PID option for stabilizing the laser to any wavelength

· external AD-card (16bit +/- 10V)

· output voltage can be adjusted to match your lasers input

· Laser control software to lock the laser to any wavelength or program a sequence of functions (step,triangle, sinus...)

· software for finding the right PID parameters automatically

HF-RACK

- Integration into 19 inch subrack

HF-TTL

- TTL-Synchronization option

HF-ND:YAG

- Iodine Stabilized Nd:YAG laser and integrated SHG

· Stabilized on the saturated absorption spectrum of molecular iodine.

· Nominal output wavelength: 1064.491152 nm

· Output power: 5 mW at 1064 nm

· Nominal output wavelength of SHG: 532.245576 nm

· Output power: 2 mW at 532 nm

· Absolute accuracy: +-100 kHz

· Tuning range at 532 nm: 700 GHz

IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION

10 USC 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements.

V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF

THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY

OF AUTHORITY)

Toptica is the only manufacturer that has products that meet the specifications outlined in paragraph 3 above. Toptica offers the only commercial off the shelf (COTS) system capable of locking 8 arbitrary lasers of different colors in the range of 330nm to 1180nm to an absolute atomic frequency reference. This is easily the most efficient way to address multiple atomic transitions in different atoms with lasers, dependably enough to manipulate quantum information. An alternative to buying the system would be the development of such a system or compendium of systems, which would incur design, engineering, operation, and maintenance expenses vastly exceeding the cost of the system at the targeted performance level. Toptica’s HighFinesse systems are currently in use in our lab. Attempting to recreate that effort would cause a halt of future experiments of the lab and will cause the inability to meet yearly program milestones.

This would result in a duplication of cost exceeding two persons years of work, that would not be expected to be recovered through competition.

VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS

MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE

A Notice of Proposed Contract Action was posted from 28 May 2020 to 12 June 2020 to the BetaSAM website and no responses were received.

VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST TO

THE GOVERNMENT WILL BE FAIR AND REASONABLE

The Contracting Officer anticipates the cost to the Government will be fair and reasonable based on a complete analysis of the contractor’s prices in accordance with applicable and appropriate FAR 13.106-3(a)(2)(ii) Comparison of proposed price with prices found fair and reasonable on previous purchases of the same or similar items in the same industry as well as FAR 15.404-1(b)(2)(vii) Other than certified cost or pricing data was analyzed (such as invoice(s) from supplier.

VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS, OR A

STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT CONDUCTED

The Government researched laser companies such as Bristol Instruments and Newport as well as conducted internet research to come to the conclusion that Toptica’s HighFinesse lasers were the only ones that would meet the Government’s needs.

IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN

COMPETITION

There are no other facts supporting this justification.
