a. Description of Requirement: Procurement of rack mounted laser system for laser cooling barium atomic ions

3. Description of Supplies or Service. The specific parts and requirements for a fiber coupled rack source laser system for barium ion trapping are listed below. This system is a tri-color rack mounted and fiber coupled laser system and control electronics for barium ion trapping.
System considerations: laser system o External cavity diode lasers must be manufactured from solid metal design in a “puck” configuration o Alignment-free, grating-stabilized lasers o Narrow linewidth, optimized stability against temperature variations, vibrations and acoustic noise (eigenresonance of grating holder > 3.5 kHz) o Resonator design should have virtual pivot point for increased mode hop-free tuning (>5 GHz for 650 nm) o laser diodes should support fast modulation, AC and DC coupling o optomechanics for beam angle compensation o high quality fiber optics for high fiber coupling efficiency
System considerations: electrical system o Touch display controls and knobs for feel and software upgradability o Low current noise: <50 nA peak to peak over 0.1 to 10 Hz bandwidth o Laser current susceptibility to temperature: <3ppm/K after >1 hr warmup o Long term laser stability: <100 ppm / (1000)^.5 hrs after >1 hr warm-up o CPU and FPGA control for scanning and locking o Interface over Ethernet and USB. Graphical interface for remote control via computer

4. Statutory Authority. 10 USC 2304(c)(1) Only one responsible source and no other supplies or services will satisfy the agency requirement.
5. Justification or Authority for Action. Toptica is the only known manufacturer of a fiber coupled, rack mount laser system for laser cooling and trapping barium ions. This laser system will satisfy the requirements of the trapped ion lab’s experiments and size weight and power reduction goals. This system has been shown in the literature to work well for this experiment. This system is unique to Toptica and they are the only known source of the system described in section 3. If this system is not procured from Toptica, there will be a halt of future experiments of the lab and will cause the inability to meet yearly program milestones. The existing equipment to which this purchase is a part of, is valued at more than and was built using years of work.
6. Efforts Made to Ensure Offers are Solicited from as many Sources as
Practicable.
A Notice of Proposed Contract Action was synopsized as a pre-solicitation notice on BetaSAM (www.Beta.SAM.gov) between 05 May 2020 and 20 May 2020, no responses were received.
7. The Contracting Officer determines that the anticipated cost to the
Government will be fair and reasonable based on a complete analysis of the contractor’s prices in accordance with FAR 15.404-1(b)(2)(vii)Other than certified cost or pricing data was analyzed and FAR 13.106-3(a)(2)(iii)
Current price lists, catalogs or advertisements.
8. Market Research/Other facts.
Thor labs and Coherent do not produce laser systems that can meet the requirements enumerated in section 3.
9. Any other facts supporting Other than Full and Open Competition.
This is the only company that makes the required system.

11. Statement of Actions to Remove/Overcome Barriers to Competition.
The Government will continue to monitor the market in order to identify opportunities to maximize competition in potential future requirements and in the event that the research and development activity changes, other products will once again be evaluated to determine their capability to support future projects
