DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C257-20-AP-1883
1. Contracting Activity: Department of Veterans Affairs, VISN 17, Network Contracting Office 17, Environmental Management Office. 2237# 671-20-2-5539-0098.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: STVHCS requires professional on-site document collection, destruction and disposal services IAW National Association of Information Destruction (NAID) and all federal, state, and local laws, regulation and ordinances. The period of performance for the base period is March 20, 2020 through June 19, 2020 with a 3-month option period. The total estimated value to include the option is $81,720.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The incumbent contract (36C25718F0555) expired on January 24, 2019 and clause 52.217-8, Option to Extend Services, was exercised and services continued until July 23, 2019.
A long-term contract has been in development since that time, but lengthy reviews have slowed down that process. As a stopgap measure, the facility procured services using the government purchase card program. During that period, Gruene Shredding provided services as a subcontractor.
However, when the prime contractor began having internal legal issues, they steadily began withdrawing bins and terminating services. As a result, an urgent need arose to maintain services.
Gruene Shredding is a Service-Disabled Veteran Owned Small Business (SDVOSB) verified by the Center for Verification and Evaluation (CVE). Since they have provided services, they are familiar with the number of bins and their locations throughout the South Texas Veterans Health Care System (STVHCS). Additionally, they are able to provide the same quantity of bins within a few days and immediately begin services. With regards to pricing, they are priced lower than the prime as well as another SDVOSB from which the facility obtained pricing information. Because there is not enough time to solicit this requirement, a short-term sole source procurement is required.
4. Description of market research conducted and results or statement why it was not conducted: A search of the Vendor Information Pages (VIP) was conducted using NAICS code 561990 and keyword “shredding”. That search revealed 12 VOSB/SDVOSB’s. Gruene Shredding was one of the 12 certified SDVOSB companies found through the VIP search. The CS then spoke to the owner of Gruene Shredding and he confirmed they can meet the requirement within the short period of time. The program office also received market research information from Document Security Solutions who is also a VIP Verified SDVOSB. It was determined at the time that Gruene Shredding provided the best value for the government until the long-term is awarded.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
