Request for Information Logistics Services 20356425N00001
The purpose of this Request for Information (RFI) is to find capable vendors to support The Federal Mine Safety and Health Review Commission (FMSHRC) with Logistics Services for the transportation, handling, inventory, and installation of various government-owned assets, such as office equipment, furniture, and sensitive records.
VENDORS MUST REVIEW THE ENTIRE REQUIREMENT AND SHALL ONLY RESPOND IF FULLY
CAPABLE OF SATISFYING ALL ASPECTS OF THE REQUIREMENT.
This is an RFI for market research purposes, and not a solicitation.
I. SCOPE SUMMARY (see DRAFT PWS for requirement details)
The Performance Work Statement (PWS) is to establish Logistics Services for FMSHRC to furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the PWS.
II. ANTICIPATED PERIOD OF PERFORMANCE
The Period of Performance is to be determined.
III. ADDITIONAL DETAILS
NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Request for Information. Telephone responses or inquiries to this Request for Information will NOT be accepted.
Fiscal Service will consider responses received no later than 2:00 PM ET, February 24, 2025, as submitted in writing to kaity.eaton@fiscal.treasury.gov and purchasing@fiscal.treasury.gov. Please include “RFI:

Questions about this RFI will not be entertained, as a vendor pool is all that is being sought at this time. Questions and Answers will be fielded during the RFQ period in the future. Quotations will not be accepted at this time.
Qualified contractors must provide the following:
1. The name and location of your company, contact information, and identify your business size and socioeconomic category. Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses.
2. The GSA contract or other vehicle your services are available through, including the schedule/GWAC number, NAICS Codes, and applicable SIN.
3. Submissions should include sufficient evidence clearly demonstrating a vendor’s capability.
Responding vendors shall provide a general capabilities statement that includes a description of their standard line(s) of business, information outlining their experience, along with a technical narrative addressing each specified requirement in the PWS.
The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered: .bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta,, .cpl, and .zip files.
Microsoft Office compatible documents are acceptable.
No other information regarding this Request for Information will be provided at this time.
This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice, should one be issued.

Federal Mine Safety and Health Review Commission Laborer and Mover Services Performance Work Statement
1. Purpose
This Performance Work Statement (PWS) defines the scope of work for relocating government property and records under the Federal Mine Safety & Health Review Commission (FMSHRC).
This includes transportation, handling, inventory, and installation of various government-owned assets, such as office equipment, furniture, and sensitive records. The contractor will provide laborers, movers, equipment, and vehicles necessary to ensure the secure, timely, and efficient relocation of these assets.
2. Background
The Federal Mine Safety and Health Review Commission (FMSHRC) is an independent agency within the United States federal government. It was established under the Federal Mine Safety and Health Act of 1977, known as the Mine Act, and is responsible for adjudicating disputes and conducting hearings related to mine safety and health. The Commission’s mission is to ensure that the health and safety of miners are protected through the enforcement of laws governing mine operations.
3. Scope of Work
FMSHRC operates from the following locations:
• Headquarters - 1331 Pennsylvania Avenue, NW, Suites 520N, 504, and the 14th floor, Washington, DC 20004
• 721 19th Street, Suite 443, Denver, CO 80202-2500
• 7 Parkway Center, Suite 290, Pittsburgh, PA 15220
In addition to these facilities, FMSHRC coordinates with the General Services Administration (GSA) for the management of federal office spaces and the National Archives and Records Administration (NARA) for the preservation and management of sensitive government records.
This relocation project involves the movement of government-owned property, office furniture, IT equipment, and sensitive records between these locations. The agency requires assistance with the physical movement, transportation, and setup of these assets to ensure continuity of operations while adhering to all security, privacy, and regulatory requirements.
The contractor will provide comprehensive moving services, including labor, equipment, transportation, and administrative support to relocate government property and records. The work will be divided into the following categories:
A. Laborer and Mover Services
1. Pre-Move Preparation and Inventory Management:
o Detailed Inventory: The contractor shall prepare a detailed inventory of all items to be moved, including property, records, and equipment. This inventory must be categorized (e.g., office furniture, electronics, confidential records) and include the condition of each item before the move.
o Special Handling Requirements: Special items, including sensitive records, IT equipment, and any other fragile or hazardous materials, must be identified in the inventory. The contractor will be required to follow detailed handling instructions for such items.
o Packing and Wrapping: All government property must be securely packed and wrapped to prevent damage during transport. The contractor must use appropriate materials such as bubble wrap, packing peanuts, and reinforced boxes for fragile items. Special care must be taken with sensitive records, electronic devices, and any classified or high-security materials.
2. Handling of Sensitive Property and Records:
o The contractor shall adhere to all applicable federal guidelines for handling sensitive government property and records. This includes compliance with the Federal Records Act, Privacy Act, and other related security regulations.
o Chain of Custody for Government Property and Records: The contractor must maintain a chain of custody for all government property and records from the moment they are packed, during transportation, and until they are delivered and properly set up at the new location. The contractor must track each item moved, including its location, status, and handling at every step of the process.
o For government property, the chain of custody will include documenting the condition of each item before and after the move and any handling actions taken.
o For government records, the chain of custody must include strict documentation for each record, with appropriate logs indicating who handled the records, their transport route, and the final destination. This documentation will ensure the security and confidentiality of records during transit.
3. Disassembly and Reassembly:
o Office Furniture and Equipment: The contractor must provide disassembly and reassembly services for office furniture, desks, chairs, and other equipment that cannot be moved as a whole.
o IT and Electronic Equipment: The contractor must disassemble and reassemble electronic equipment, including computers, monitors, servers, and telecommunication devices. The contractor must coordinate with FMSHRC’s IT personnel to ensure that all equipment is properly handled, and no data or hardware is lost or damaged during the move.
4. Packing and Labeling:
o The contractor must clearly label all packed items, including records and equipment, with identifiable numbers or codes that align with the inventory list.
The labeling should also include instructions for unpacking and placing items at the new location to ensure proper setup and organization.
5. Unpacking and Setup:
o Upon arrival at the new location, the contractor shall be responsible for unpacking all items and setting them up according to FMSHRC’s predetermined guidelines.
Furniture must be placed in designated areas, IT equipment must be properly installed and configured, and records must be organized according to their classification and access requirements.
B. Transportation Services
1. Logistics and Scheduling:
o The contractor shall develop and implement a detailed logistics and transportation schedule. This schedule should include specific dates, times, and routing for the transport of government property.
o The contractor must coordinate with FMSHRC personnel to ensure that the transportation does not interfere with other activities and that all required resources (e.g., vehicles, personnel) are available on schedule.
2. Transportation Vehicles:
o The contractor must provide the appropriate vehicles for transporting government property, including standard trucks, specialized vehicles for sensitive records, and any other necessary vehicles for the scope of work.
o Vehicles must be equipped with secure compartments, such as lockboxes, to ensure that sensitive records are transported in compliance with security requirements.
o Vehicles must be appropriately sized to handle the volume of materials being moved, and the contractor must be able to adjust vehicle size and quantity as needed based on the volume of goods being relocated.
3. Transporting Sensitive Government Records:
o The contractor must ensure that any government records being transported are handled with the utmost care and in compliance with all applicable laws and regulations regarding privacy and confidentiality.
o The contractor must provide secure transportation for confidential records, including sealed containers and vehicles with secure locking mechanisms.
o A record of all sensitive documents transported, including destination, date, time, and the responsible personnel, must be kept and submitted to FMSHRC upon completion of the move.
4. Tracking and Reporting:
o The contractor will be required to track the movement of all property and records throughout the transportation process. Tracking mechanisms may include GPS, barcodes, or other technologies that allow for real-time tracking and reporting.
o The contractor must provide daily status reports to FMSHRC detailing the progress of the move, including any issues or delays encountered, and any property or records that have been transported.
C. Security and Compliance
1. Background Checks and Security Clearance:
o All personnel assigned to the move must undergo a background check and receive approval to handle sensitive government records and property. Any subcontractors or personnel working with sensitive materials must also meet FMSHRC’s security requirements.
o The contractor must ensure that all personnel follow FMSHRC’s security protocols during the relocation, including access controls to restricted areas, confidentiality agreements, and identification badges.
2. Compliance with Federal Regulations:
o The contractor shall comply with all applicable federal regulations regarding the handling, transportation, and storage of government property and records, including:

3. Damage Prevention:
o The contractor must implement strategies to prevent any damage or loss of government property during the move. This includes utilizing appropriate packing materials, securing items during transport, and providing adequate supervision during all phases of the move.
4. Disposal of Unwanted Items
• If any items need to be disposed of during the relocation process, the contractor must ensure that all disposals meet the applicable federal regulations, laws, and disposal processes.
o Regulatory Compliance: The contractor is responsible for ensuring that any disposal of government property is performed in compliance with all relevant federal, state, and local laws.
o Environmental and Safety Standards: Disposal must adhere to all environmental and safety regulations, including hazardous waste management and recycling requirements.
o Documentation: The contractor must provide proper documentation for the disposal of any items, including proof that the disposal was handled in compliance with applicable laws and regulations. This includes keeping records of the disposal process and submitting them to FMSHRC for review.
5. Liability Insurance and Certificate of Insurance
• The contractor must have liability insurance to cover any damages or loss of government property or records during the move.
• The contractor must provide a certificate of insurance showing proof of coverage before the contract award, and it must be maintained throughout the performance of the contract.
The certificate must meet the minimum requirements as specified by FMSHRC and comply with federal government property insurance requirements.
o The certificate of insurance should specifically indicate:
General Liability Insurance: To cover any damage or loss of property during the move.
Automobile Liability Insurance: To cover accidents or damage caused during transportation of the property.
Workers’ Compensation Insurance: To cover any injuries to contractor personnel during the relocation process.
The policy should include the U.S. Government as an additional insured party.
The policy must provide coverage for both direct and indirect damages that may occur during the move, including any potential loss of data, records, or property.
6. Performance Objectives
The contractor is expected to meet the following objectives:
• Timeliness: The relocation of property and records must be completed on time and in accordance with the agreed-upon schedule.
• Security: All sensitive property and records must be handled securely and in compliance with federal regulations.
• Damage Control: No damage to property or records should occur. In case of any damage, the contractor must notify FMSHRC immediately and provide a plan for resolution.
• Efficiency: The contractor must ensure minimal downtime for FMSHRC operations and a smooth transition to the new location.
• Space Reductions and Return to Work: As part of the relocation project, the contractor must assist with preparations for space reductions and facilitate the return to office as part of FMSHRC's operational adjustments due to the President's Executive Order regarding government workforce transitions. This includes:
• Efficiently moving and consolidating office furniture and equipment to support space optimization.
• Ensuring that appropriate workspaces are available for the return of personnel to the office, adhering to the President’s Executive Order on workforce transition and any government-issued health or operational guidelines.
• Providing the necessary support for the transition from remote work back to office-based work.
7. Deliverables
The following deliverables are required:
1. Pre-Move Inventory List: A comprehensive inventory list, with item descriptions and condition reports, to be provided prior to the move.
2. Move Plan and Schedule: A detailed schedule of the move, including timelines, routes, and assigned personnel.
3. Chain of Custody Documentation: A chain of custody log for all sensitive records.
4. Final Delivery Report: A report confirming the delivery and placement of all items at the new location, including any issues encountered.
5. Post-Move Survey: A survey of FMSHRC personnel to confirm satisfaction with the move and identify any areas for improvement.
8. Period of Performance
The period of performance for this contract shall begin upon contract award. The contractor should be able to meet FMSHRC’s timeline for moving without delays.
9. Government Furnished Equipment (GFE) and Facilities
FMSHRC will provide the necessary access to facilities, including loading/unloading zones, and any utilities required for reassembly and setup. The contractor is responsible for providing all other materials, tools, and labor.
10. Contractor Qualifications
The contractor must have:
• Proven experience in handling and transporting sensitive government property and records.
• Adequate insurance coverage for transportation and liability.
• A team with experience in disassembling and reassembling office furniture and IT equipment.
• A detailed plan for secure handling of sensitive records.
11. Evaluation Criteria
Proposals will be evaluated based on the following criteria:
• Experience and Capability: Proven experience with similar government relocation projects.
• Security Compliance: Demonstrated ability to meet security and privacy requirements.
• Timeline: Ability to meet deadlines and provide quick resolution to any delays.
• Cost: Reasonable and cost-effective pricing for the scope of work.
