Questions submitted for CoreLogic or Equal solicitation.
1. Page 22: “Offerors must submit pricing for each Contract Line Item Number (CLIN) for each dataset group, including all required and optional datasets associated with that group, listed on the Attachment A: Pricing Sheet in order to be considered for an award of the base period and any option periods associated under that group. Failure to provide all priced requirements (base and options) or if an offeror’s proposal is found to be technically unacceptable for a dataset in that group will render the Offeror’s proposal non-responsive for that group and the proposal will no longer be considered for award of that dataset group.”
0. Several of the required and optional datasets requested by OFR are included within other CLIN subscriptions. How does OFR want an offeror to demonstrate this in order to remain in compliance with the paragraph above? Is it sufficient to simply state within Column C that the dataset is included within another CLIN and leave the pricing for that item at zero? If another method is preferred, please advise. Please note that not all CLINs can be priced individually/discretely as some datasets cannot be separated from the broader subscription CLIN.
Government’s response: Offerors must include in Column C what CLIN subscriptions the cost for a CLIN that is not separately priced is included. For example, for the CLIN that is not separately priced state “Included in CLIN ______”.
1. Pages 14-16: “4. Housing Market (HM) Data Specification Requirements or Equal (Group Two – Optionally priced line item to be exercised at the discretion of the government):”
The requirements listed in this section apply to CLINs x009 (Market Trends) and x010 (Listing Trends) which are listed under the Home Price Index (HPI) Datasets, not Housing Market Data in the Price volume. Please confirm that the requirements apply to group two as a whole, and not specifically the Housing Market Data Sets.
Government’s Response: The title for Item 4 is revised to read, Housing Market (HM) Data Specification Requirement or Equal (Group Two – Required for Base Period Award). The Attachment A – Pricing Schedule is revised as shown in the attachment. CLIN 0009 (Market Trends) and CLIN 0010 (Listing Trends) are REQUIRED datasets for the Housing Market Datasets in Group Two for the Base Year and each Option Year. The solicitation PWS has been revised to reflect the required Housing Market dataset.
1. On page numbered 16 of the SOL Clauses a platform is referenced. Could you provide more detail and information on this platform (i.e. is it a third-party utility, in-house tool, cloud-based, etc.)
Government’s Response: The platform mentioned would reflect the vendor’s model. OFR finds it is harder to feed a vendor’s datasets into a given vendor’s model.
1. Please clarify the difference between the required LLMA dataset vs. the optional LLMA dataset.
Government’s Response: The PWS has been revised and will reflect the the LLM is the required Datasets and the LLMA is an option to purchase additional similar datasets.
