PERFORMANCE WORK STATEMENT

Revised 07 January 2019

1.0 Background

The Bureau of Engraving and Printing (BEP) is responsible for the design, engraving, and printing of all United States paper currency. The BEP operates two printing facilities, the main facility in Washington, D.C. (DCF), and a second facility located in Fort Worth, Texas (WCF). The major industrial operations at the facilities includes 1) the printing and processing of U.S.

currency, and other securities, 2) printing ink production, 3) engraving and electrolytic plate production, 4) photo processing, and 5) other ancillary support services; laboratory facilities, maintenance, product development, procurement, information technology, administrative functions, etc. Major printing equipment components operated by BEP include both sheet fed and web presses, which utilize intaglio, offset, letter press, and gravure printing processes.

The BEP is committed to maintaining certification of its Environmental Management System (EMS) and Quality Management System (QMS). DCF and WCF maintain separate registrations to ISO14001:2015. DCF went through ISO14001:2015 recertification in April 2018. WCF went through ISO14001:2015 recertification in June 2018

The BEP maintains registration to ISO9001:2015. A single registration covers both DCF and WCF. The BEP last underwent a recertification assessment in June 2018.

The BEP will require the surveillance and reassessment audits of our EMS and QMS against the ISO14001:2015 and ISO9001:2015 standards, respectively.

The objective of this procurement is to secure the services of an accredited registrar to maintain registration of the Bureau's Environmental Management System(s) under the ISO14001:2015 standard and QMS under the ISO 9001:2015 standard.

2.0 Scope

The scope of the Bureau's EMS and QMS for all security printing and packaging activities at the DCF facility and the WCF facility which are under the control of the Director of the Bureau of Engraving and Printing. This includes, but is not limited to, the major processes and operations associated with the design and production of currency for the United States of America.

Both facilities have wastewater pre-treatment plants that are permitted by a local POTW. The pre-treatment plant treats waste streams from the presses and from the nickel and chromium plating operations. Both facilities are large quantity generators.

DCF operates a wiping solution recycling facility.

The BEP requires separate certificates for the EMS each facility (WCF and DCF) due to the differences in environmental regulations between the jurisdictions. The BEP requires a single certificate for the QMS covering BOTH facilities.

Miscellaneous Information

• The DCF has two buildings:

o ~1.6 million square ft.

o 1200 employees and contractors o Operating on three shifts

• WCF has one building o ~630,000 square ft.

o 600 employees and contractors

• Applicable Scope: 09 Printing

• Complexity Category: Medium

• Clearance is not required. Auditors will be escorted by BEP employees at all times.

• Both facilities run 3 shifts:

1st shift: 6:00-2:30

2nd shift: 2:00-10:30

3rd shift: 10-6:30

• Current certificates will be provided to the contractor upon contract award.

• The certificates are current (no suspensions or threat of suspensions).

FACTOR I – TECHNICAL

Technical Capability: The Government will evaluate technical capability for acceptability. Offerors will be evaluated on the ability to fulfill the contract requirements based on:

- Whether the offeror is an ANAB certified registrar with current accreditation for ISO9001 and ISO14001 or not.

- Whether the offeror is able to provide qualified audit resources to support the ISO14001 and ISO9001 registration without interruption to the certification or not.

- Whether the offeror has or has no grievances or suspensions listed on the ANAB website.

- Whether the offeror has ANAB recognized printing scope experience or not.

- Whether the offeror is listed as a US based company on the ANAB web-site.

An evaluation rating of ACCEPTABLE or UNACCEPTABLE will be assigned upon completion of the evaluation. If the Offeror receives a report rating of "Unacceptable," the Offeror will not be considered for award.

FACTOR II – PAST PERFORMANCE:

The Government will assess the Offeror's capability to perform under this contract by evaluating the Offeror's past performance experience on previous same or similar contracts. The BEP may contact any references provided by the Offeror during the evaluation process to verify recent and relevant experience and the level of performance. The BEP may, at its discretion, obtain and evaluate information from sources other than those provided by the Offeror, such as those found in the Past Performance Information Retrieval System (PPIRS).

In conducting a past performance evaluation assessment, the offeror will be assigned one of the ratings below:

An evaluation rating of ACCEPTABLE, UNACCEPTABLE, or NEUTRAL ( PASS, FAIL or NEUTRAL per the Table) will be assigned upon completion the evaluation. If the Offeror receives a report rating of "Unacceptable", or "Fail", the Offeror will not be considered for award.

FACTOR III – PRICE:

The Government will evaluate price to determine fair and reasonableness. As such, the Government will use any combination of the proposal analysis techniques stipulated under FAR Subpart 13.106-3 to aid in the price evaluation process.

BASIS FOR AWARD: Award will be made on the basis of the lowest evaluated price of offers meeting or exceeding the acceptability standards for non-cost (i.e., Technical and Past Performance) factors. A proposal is technically acceptable if it is fully compliant with all of the requirements of terms and conditions herein. The Government will not award a contract on the basis of an unacceptable offer. Offeror's proposed prices shall be evaluated to determine fair and reasonable pricing.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision)

Reiteration of the Basis of Award: The last factor, Factor 3, will be the Lowest Price Technically Acceptable (LPTA).

The award will be made to the offeror of the technically acceptable proposal with the lowest price.
