PART I - SUPPLIES OR SERVICES AND PRICES/COSTS
1.0 GENERAL
This contract is for Non-Personal Services.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
This solicitation number is 2031JW22R00010 and this is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07. FAR Clause 52.212-1, Instructions to Quoters
– Commercial Products and Commercial Services (NOV 2021) applies to this solicitation.
This is a full and open competition. The NAICS for this requirement is 541690 - Other Scientific and Technical Consulting Services a size standard of $16.5M.
All quotations submitted for this solicitation are due no later than October 7, 2022, at 3:00 PM, Eastern Time.
1.1 TYPE OF CONTRACT
This is a firm-fixed-price contract.
1.2 CONTRACT LINE-ITEM NUMBER DESCRIPTION
The Contractor shall furnish all technical, management, supervision, labor, materials, licensing, and any other support necessary to provide the services as described in the Statement of Work (SOW). Contract line-item (CLIN) prices shall be quoted as identified in Attachment 1 - Pricing Table, in its entirety.
1.3 PRICING
The Contractor shall provide the services at a firm-fixed price. The contract will consist of a base period of one-year and four, one-year option periods. Options will be exercised at the sole discretion of the Government.
STATEMENT OF WORK
PROBABILITIES OF DEFAULT DATA
1.0 BACKGROUND
The Office of the Comptroller of the Currency (OCC) charters, regulates, and supervises national banks and federal savings associations as well as issues licenses and supervises the federal branches and agencies of foreign banks. The OCC’s mission is to ensure that these institutions operate in a safe and sound manner, provide fair access to financial services, treat customers fairly, and comply with applicable laws and regulations. The OCC is an independent bureau of the U.S. Department of the Treasury.
2.0 OBJECTIVES
The Contractor must provide estimates of probabilities of default (PDs) for U.S. and foreign public companies.
3.0 SCOPE OF PERFORMANCE REQUIREMENTS
This Statement of Work (SOW) encompasses all activities necessary to provide the OCC estimates of PDs for U.S. and foreign public companies, and optional coverage of U.S. banks and thrifts at the regulatory charter or Federal Deposit Insurance Corporation (FDIC) certificate level.
3.1 Required Data. The Contractor shall provide PD data for U.S. public companies:
3.1.1 PD data of U.S. public companies provided by the Contractor shall include, at a minimum, the company name, company identifier, industry code, country, and PD for that company.
3.1.2 PD data shall include a company identifier variable that will enable the OCC to map the Contractor’s PD data to databases that provide information on the company’s underlying characteristics and financial information, such as Standard & Poor’s Compustat® database and databases from the Center for Research in Security Prices (CRSP). PD data shall include, at a minimum, the company’s stock ticker symbol.
3.1.3 PD data shall also include an industry classification code for each company.
3.1.4 PD data for U.S. public companies shall range, at a minimum, from 1995 to the present.
PD data shall be calculated in a consistent manner using the most current version of the PD model for the entire time period covered.
3.1.5 PD data for U.S. public companies shall include a term structure of default probabilities.
At a minimum, the Contractor shall provide estimates of default probabilities at the one-year time horizon.
PART II – REQUIREMENTS DOCUMENT
3.1.6 The OCC requires the broadest possible coverage of U.S. public companies. At a minimum, the Contractor shall provide PD data for at least 3,000 active U.S. public companies, plus historical PDs of delisted U.S. public companies.
3.1.7 The OCC requires that the default database used to develop the public company PD model shall contain a minimum of 1,000 public company defaults (regardless of geographic location of the defaulting public company) from a time period that includes least one business cycle.
3.1.8 The OCC requires that the Contractor generate PD model performance evaluation reports at least once every two years and provide them to the OCC. Model performance evaluation reports contain a limited review of model performance. In contrast, full model validation reports contain comprehensive model performance review and are typically conducted by econometric modeling firms less frequently and may coincide with model redevelopment.
3.2 Required Data. The Contractor shall provide PD data for foreign public companies:
3.2.1 PD data of foreign public companies provided by the Contractor shall include, at a minimum, the company name, company identifier, industry code, country, and PD for that company.
3.2.2 PD data shall include a company identifier variable that will enable the OCC to map the Contractor’s PD data to databases that provide information on the company’s underlying characteristics and financial information, such as Standard & Poor’s Compustat® database and databases from CRSP. PD data shall include, at a minimum, the company’s stock ticker symbol.
3.2.3 PD data shall also include an industry classification code for each company.
3.2.4 PD data for foreign public companies shall range, at a minimum, from 2005 to the present. PD data shall be calculated in a consistent manner using the most current version of the PD model for the entire time period covered.
3.2.5 PD data for foreign public companies shall include a term structure of default probabilities. At a minimum, the Contractor shall provide estimates of default probabilities at the one-year time horizon.
3.2.6 The OCC requires the broadest possible coverage of foreign public companies. At a minimum, the Contractor shall provide PD data for at least 25,000 active foreign public companies, plus historical PDs of delisted foreign public companies.
3.2.7 Coverage of foreign public companies shall, at a minimum, include companies in at least 5 of the G-20 countries.
3.2.8 The OCC requires that the default database used to develop the public company PD model shall contain a minimum of 1,000 public company defaults (regardless of geographic location of the defaulting public company) from a time period that includes at least one business cycle.
3.2.9 The OCC requires that the Contractor generate PD model performance evaluation reports at least once every two years and provide them to the OCC. Model performance evaluation reports contain a limited review of model performance. In contrast, full model validation reports contain comprehensive model performance review and are typically
3.3 Optional Data. The Contractor shall provide PD data for U.S. banks and thrifts at the regulatory charter or FDIC certificate level:
3.3.1 PD data provided by the Contractor shall include, at a minimum, the name of the U.S.
bank or thrift at the charter or certificate level (hereafter, U.S. bank), the institution’s certificate number assigned by the FDIC, and PD for that U.S. bank regardless of method used to access the data.
3.3.2 PD data for U.S. banks shall range, at a minimum, from 2000 to the present. The PD data shall be calculated in a consistent manner using the most current version of the PD model for the entire time period covered.
3.3.3 PD data for U.S. banks shall include a term structure of default probabilities. At a minimum, the Contractor shall provide estimates of default probabilities at the one-year time horizon.
3.3.4 The OCC requires the broadest possible coverage of U.S. banks. At a minimum, the Contractor shall provide PD data for all active FDIC-insured commercial banks, plus historical PDs of U.S. banks no longer in operation.
3.3.5 The OCC requires that the Contractor generate PD model performance evaluation reports at least once every two years and provide them to the OCC. Model performance evaluation reports contain a limited review of model performance. In contrast, full model validation reports contain comprehensive model performance review and are typically
4.0 DATA ACCESS, DELIVERY, USAGE, AND CUSTOMER SERVICE
4.1 Data Update Frequency. The Contractor shall update its PD data for U.S. and foreign public companies on a daily basis. For the optional U.S. bank PD data, the Contractor shall update its PD data on a quarterly basis.
4.2 User Documentation. The Contractor shall provide a data dictionary to its PD data and methodology and validation documentation upon release of new versions of its PD model(s).
4.3 Product Access. Access to the Contractor’s PD data shall be governed by licenses.
4.4 Download Data via Contractor’s Website Portal. OCC employees with a license to the data shall be authorized to access PD data of U.S. and foreign public companies, plus the optional PD data for U.S. banks, through the Contractor’s website portal. OCC employees with access to the data shall be authorized to download data from the Contractor’s website portal to an OCC computer, in a format compatible with Microsoft Excel, Microsoft Access, or SAS.
4.5 Secure Bulk Data Transfer. The Contractor shall place the PD data on an internal, secured server operated by the Contractor and made available to the OCC via SFTP. The OCC shall pull the PD database(s) via SFTP on a daily basis and store the files on an internal, secure OCC server. Only OCC employees with a license shall have access to the PD data transferred to the OCC via SFTP. The Contractor shall assist the OCC with the initial set up of the file transfer process and shall continue assisting the OCC to address any technical/computer problems that may develop regarding the SFTP process over the course of the contract.
4.6 Customer Service. The Contractor shall provide the OCC with timely and efficient customer service, where the Contractor responds to questions from OCC license holders within at least 2 business days. OCC license holders shall be able to contact appropriate Contractor personnel via email or telephone to ask questions or obtain clarifications regarding the PD data or use of the Contractor’s website portal.
4.7 Training. The Contractor shall provide to OCC employees with data access a formal training seminar once a year (whether in person or via webinar) covering usage of website portal tools and/or PD methodology, where all costs are borne by the contractor (e.g., venue, travel, materials or webinar, the COR is responsible for conferencing solution and setting it up).
4.8 Data Usage. OCC requires:
4.8.1 The ability to share analysis of the data with all other OCC employees regardless of location.
4.8.2 Shall be authorized to use the data to conduct research and analysis that will be publicly disseminated without limitation.
4.8.2.1 Contractor data publicly disseminated by OCC shall be in summary form
4.8.3 OCC shall be authorized to use the data to co-author works with non-OCC personnel.
4.8.3.1 Non-OCC co-authors will only have access to aggregated data and results of research and analysis.
4.9 Data Treatment at End of Contract. After termination of the contract, at the minimum the OCC requires data rights to allow OCC license holders to archive data used in published research for publisher referee comments reference, in addition to regulatory and statutory record-keeping purposes.
5.0 PERSONNEL MANAGEMENT
5.1 Contractor Point of Contact. The Contractor shall identify a point of contact for this contract to interface with the OCC Contracting Officer’s Representative (COR).
6.0 PLACE OF PERFORMANCE
6.1 The Contractor shall perform contract activities at its facilities. No work shall be performed at OCC facilities except that the Contractor may provide training at the OCC’s Headquarters in Washington, D.C. at mutually agreed upon times. The estimated cost for related travel and any incidental training costs will not be reimbursed and are considered to be part of the contractor’s FFP.
7.0 ICT ACCESSIBILITY REQUIREMENTS
Section 508 of the Rehabilitation Act, as amended by the Workforce Investment Act of 1998 (P.L. 105-220) requires that when Federal agencies develop, procure, maintain, or use information and communication technology (ICT), it must be accessible to people with disabilities. Federal employees and members of the public who have disabilities must have access to, and use of, information and data that is comparable to people without disabilities. As such, the following requirements apply to this solicitation:

(a) The Contractor shall comply with agency personal identity verification procedures identified in the contract that implement Homeland Security Presidential Directive-12 (HSPD- 12), Office of Management and Budget (OMB) guidance M-05-24 and Federal Information Processing Standards Publication (FIPS PUB) Number 201.
(b) The Contractor shall account for all forms of Government-provided identification issued to the Contractor employees in connection with performance under this contract. The Contractor shall return such identification to the issuing agency at the earliest of any of the following, unless otherwise determined by the Government:
(1) When no longer needed for contract performance.
(2) Upon completion of the Contractor employee’s employment.
(3) Upon contract completion or termination.
(c) The Contracting Officer may delay final payment under a contract if the Contractor fails to comply with these requirements.
(d) The Contractor shall insert the substance of this clause, including this paragraph (d), in all subcontracts when the subcontractor’s employees are required to have routine physical access to a Federally-controlled facility and/or routine access to a Federally-controlled information system. It shall be the responsibility of the prime Contractor to return such identification to the issuing agency in accordance with the terms set forth in paragraph (b) of this section, unless otherwise approved in writing by the Contracting Officer.

52.204-25 PROHIBITION ON CONTRACTING FOR CERTAIN TELECOMMUNICATIONS AND VIDEO
SURVEILLANCE SERVICES OR EQUIPMENT (NOV 2021)
(a) Definitions. As used in this clause—
Backhaul means intermediate links between the core network, or backbone network, and the small subnetworks at the edge of the network (e.g., connecting cell phones/towers to the core telephone network). Backhaul can be wireless (e.g., microwave) or wired (e.g., fiber optic, coaxial cable, Ethernet).
Covered foreign country means The People’s Republic of China.
Covered telecommunications equipment or services means–
(1) Telecommunications equipment produced by Huawei Technologies Company or ZTE Corporation (or any subsidiary or affiliate of such entities);
(2) For the purpose of public safety, security of Government facilities, physical security surveillance of critical infrastructure, and other national security purposes, video surveillance and telecommunications equipment produced by Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company (or any subsidiary or affiliate of such entities);
(3) Telecommunications or video surveillance services provided by such entities or using such equipment; or
(4) Telecommunications or video surveillance equipment or services produced or provided by an entity that the Secretary of Defense, in consultation with the Director of National Intelligence or the Director of the Federal Bureau of Investigation, reasonably believes to be an entity owned or controlled by, or otherwise connected to, the government of a covered foreign country.
Critical technology means–
(1) Defense articles or defense services included on the United States Munitions List set forth in the International Traffic in Arms Regulations under subchapter M of chapter I of title 22, Code of Federal Regulations;
(2) Items included on the Commerce Control List set forth in Supplement No. 1 to part 774 of the Export Administration Regulations under subchapter C of chapter VII of title 15, Code of Federal Regulations, and controlled-
(i) Pursuant to multilateral regimes, including for reasons relating to national security, chemical and biological weapons proliferation, nuclear nonproliferation, or missile technology; or
(ii) For reasons relating to regional stability or surreptitious listening;
(3) Specially designed and prepared nuclear equipment, parts and components, materials, software, and technology covered by part 810 of title 10, Code of Federal Regulations (relating to assistance to foreign atomic energy activities);
(4) Nuclear facilities, equipment, and material covered by part 110 of title 10, Code of Federal Regulations (relating to export and import of nuclear equipment and material);
(5) Select agents and toxins covered by part 331 of title 7, Code of Federal Regulations, part 121 of title 9 of such Code, or part 73 of title 42 of such Code; or
(6) Emerging and foundational technologies controlled pursuant to section 1758 of the Export Control Reform Act of 2018 (50 U.S.C. 4817).
Interconnection arrangements means arrangements governing the physical connection of two or more networks to allow the use of another's network to hand off traffic where it is ultimately delivered (e.g., connection of a customer of telephone provider A to a customer of telephone company B) or sharing data and other information resources.
Reasonable inquiry means an inquiry designed to uncover any information in the entity's possession about the identity of the producer or provider of covered telecommunications equipment or services used by the entity that excludes the need to include an internal or third-party audit.
Roaming means cellular communications services (e.g., voice, video, data) received from a visited network when unable to connect to the facilities of the home network either because signal coverage is too weak or because traffic is too high.
Substantial or essential component means any component necessary for the proper function or performance of a piece of equipment, system, or service.
(b) Prohibition.
(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system.
The Contractor is prohibited from providing to the Government any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system, unless an exception at paragraph (c) of this clause applies or the covered telecommunication equipment or services are covered by a waiver described in FAR 4.2104.
(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract, or extending or renewing a contract, with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system, unless an exception at paragraph (c) of this clause applies or the covered telecommunication equipment or services are covered by a waiver described in FAR 4.2104.
This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract.
(c) Exceptions. This clause does not prohibit contractors from providing—
(1) A service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(2) Telecommunications equipment that cannot route or redirect user data traffic or permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(d) Reporting requirement.
(1) In the event the Contractor identifies covered telecommunications equipment or services used as a substantial or essential component of any system, or as critical technology as part of any system, during contract performance, or the Contractor is notified of such by a subcontractor at any tier or by any other source, the Contractor shall report the information in paragraph (d)(2) of this clause to the Contracting Officer, unless elsewhere in this contract are established procedures for reporting the information; in the case of the Department of Defense, the Contractor shall report to the website at https://dibnet.dod.mil. For indefinite delivery contracts, the Contractor shall report to the Contracting Officer for the indefinite delivery contract and the Contracting Officer(s) for any affected order or, in the case of the Department of Defense, identify both the indefinite delivery contract and any affected orders in the report provided at https://dibnet.dod.mil.
(2) The Contractor shall report the following information pursuant to paragraph (d)(1) of this clause
(i) Within one business day from the date of such identification or notification: the contract number; the order number(s), if applicable; supplier name; supplier unique entity identifier (if known); supplier Commercial and Government Entity (CAGE) code (if known);
brand; model number (original equipment manufacturer number, manufacturer part number, or https://www.acquisition.gov/far/4.2104#FAR_4_2104 https://www.acquisition.gov/far/4.2104#FAR_4_2104 https://dibnet.dod.mil/ https://dibnet.dod.mil/ wholesaler number); item description; and any readily available information about mitigation actions undertaken or recommended.
(ii) Within 10 business days of submitting the information in paragraph (d)(2)(i) of this clause: any further available information about mitigation actions undertaken or recommended. In addition, the Contractor shall describe the efforts it undertook to prevent use or submission of covered telecommunications equipment or services, and any additional efforts that will be incorporated to prevent future use or submission of covered telecommunications equipment or services.
(e) Subcontracts. The Contractor shall insert the substance of this clause, including this paragraph (e) and excluding paragraph (b)(2), in all subcontracts and other contractual instruments, including subcontracts for the acquisition of commercial products or commercial services.
