About this file
This document is a Request for Qualifications (RFQ) issued by the St. Clair County Administrator/Controller's Office in Michigan for civil engineering consulting services. The county seeks to prequalify three to five firms to provide engineering services over the next three years, with potential work assignments spanning capital improvement projects subject to funding and Board of Commissioners' approval. The selected consultants will be responsible for a comprehensive range of services including environmental testing, project scoping, surveying, permit applications, construction plan development, bid document preparation, bid analysis, construction monitoring, materials testing, and grant contract management. Interested firms must submit their qualifications electronically to MITN by Thursday, July 31, 2025 at 2:00 p.m., with all questions to be submitted by Wednesday, July 16, 2025 to the Purchasing Coordinator.
The RFQ requires a detailed qualifications package that includes a cover letter, firm introduction, project/technical experience, staff experience, project descriptions, and staff resumes. The submission should comprehensively demonstrate the firm's capabilities, with strict page limits for each section: a one-page cover letter, one-page introduction, up to 6 pages of technical experience, 3 pages of staff experience, 6 pages of project descriptions, and 10 pages of staff resumes. The county reserves the right to reject any or all qualification packages, emphasizing the competitive nature of the selection process. While specific budget or funding details are not explicitly outlined, the document indicates that project scope and funding will be determined by the St. Clair County Board of Commissioners, suggesting potential variability in project size and financial resources.
