Request for Qualifications

Architectural Services for the

St. Clair County Administrator/Controller’s Office and Parks and Recreation

St. Clair County, Michigan

The St. Clair County Administrator/Controller’s Office and Parks & Recreation are seeking qualified firms to provide architectural consulting services for the next three (3) years. The

Administrator/Controller’s Office and Parks & Recreation intend to pre-qualify three to five firms to submit proposals for individual projects and services. Individual firms or teams are welcome to submit; however if teams present qualifications, the prime consultant with whom the contract would be executed must be identified.

Work Assignment

Over the next five years, St. Clair County may pursue a number of capital improvement projects.

The number of projects and the dollar amount of those projects will be dependent on available funding via direct appropriation, grants, etc. as authorized by the Board of Commissioners.

Firms are invited to familiarize themselves with the St. Clair County by investigating the website at www.stclaircounty.org and the most recent Capital Improvement Plan.

The selected consultants may provide the following services:

Conducting Feasibility Study and/or Space Needs Assessment

Developing Project Scopes and Budget Estimates

Developing Preliminary Concepts

Preparation of Permit Applications

Developing Preliminary and Final Construction Plans and Specifications

Preparation of Bid Documents

Tabulating and Analyzing Bid Submissions

Providing Bid Award Recommendations

Reviewing and Recommending Contract Payments

Managing Grant Contracts

Right to Reject

The County reserves the right to reject any and all qualifications packages received as a result of this request.

Submittal Format

The Qualifications package shall contain the following:

• Cover Letter (1 page) – indicate the primary contact (Name, title, address, phone number, and e-mail address) for the qualification proposal.

• Introduction (1 page) – describe the firm’s background and its working history in the

State of Michigan and St. Clair County.

• Project/Technical Experience (up to 6 pages) - describe the firm’s experience in the technical areas listed above.

• Staff Experience (up to 3 pages) – provide short descriptions of the key personnel expected to participate in the project. Identify specific projects on which they have worked.

• Experience- Project Descriptions Appendix (up to 6 pages) – provide detailed project descriptions for up to 6 representative projects, including detailed summary of the project, the role provided, consultant cost, start/end dates, and owner contact.

• Experience Staff Resumes Appendix (10 pages) – provide 2-page resumes of up to 5 staff members who will be instrumental in successful completion of potential assignments.

All firms shall have their qualifications packages submitted to MITN electronically.

Qualification packages must be received by Thursday, July 31, 2025 at 2:00 p.m.

Submittals received after the deadline will not be considered.
