GATE 2 REPLACEMENT PROJECT
I. IMPROVEMENT DESIGN AND INSTALLATION BACKGROUND
The United States Section of the International Boundary and Water Commission (USIBWC) is looking for a contractor to remove one vehicle access gate, one gate operator, and replace those same items with new items meeting the same requirements.
Facility: The SBIWTP is a 25 million gallon per day secondary treatment plant located in San Diego County, California, about 2 miles west of the San Ysidro Port of Entry. The plant treats sewage originating in Tijuana, Mexico and discharges it to the Pacific Ocean through the South Bay Ocean Outfall, a four and one-half mile long 11foot diameter pipe completed in January 1999.
Location:
The SBIWTP was built on a 75-acre site near the international boundary in the U.S.
immediately north of Tijuana's main wastewater pumping station. The plant is located in San Diego County, California, about 2 miles west of the San Ysidro Port of Entry and off of Dairy Mart Road.
Address:
South Bay International Wastewater Treatment Plant
2995 Clearwater Way, San Diego, CA 92154
Condition of Project:
The facility has Physical Access Control Systems (PACS), Intrusion Detection Systems (IDS), Closed Circuit Television Systems (CCTV), fencing, lighting, and other security measures. The systems are managed by the CCURE 9000 Security Management System (SMS). The facility perimeter is made up of cement bollards and anti-scaling chain-link fencing.
The gates have access control features to include card readers and remote opening devices (ROD). Gate 2 is dilapidated and requires replacement. The gate operator is well over ten (10) years old and is in need of replacement.
The hours of operation for the facility main office are typically Monday through Friday from 7:00 AM to 3:30 PM, except on Federal holidays. However, the plant is operated by personnel 24 hours per day, seven days per week. Contractor will need to maintain protected entry/exit access to the facility at all times.
