TextField1: The United States Section of the International Boundary and Water Commission (USIBWC) has a requirement to remove and dispose of debris/dirt from the South Bay International Wastewater Treatment Plant (SBIWTP). The debris/dirt is stockpiled within the Treatment Plant. The removal is required to maintain safe and reliable operations of the SBIWTP.
TextField1: On September 5, 2024, COR Robert Kerns was notified by Veolia, the lack of support from CESPT hauling of the sediment from the Primary

Sedimentation Tanks. AOM, Morgan Rodgers reached out to CILA regarding their truck status. He was informed that CESPT trucks were needed elsewhere in Mexico and their support to IBWC regarding this matter came to a halt. The current stating area for this sediment is 3/4 full. Failure to remove this sediment asap, will result in the work stoppage of the cleaning out of PST #4, and may expose IBWC to fines by the EPA. This matter is urgent and compelling, unforeseen conditions, as given that Mexico stop supplying truck services without advanced notification. Rust & Sons Trucking is a local registered entity in SAM.gov. In addition of having the ability to fulfill this requirement in house, their pricing is reasonable based on provided quotes, market research, and a review & verification from Wayne Belzer (IBWC Environmental Engineer). Sole sourcing the hauling services to Rust & Sons Trucking will allow this work to be completed as quickly as possible.

We are limited in time to perform additional market research, as the staging area is 75% full and is only increasing by the day. Therefore, Rust & Sons Trucking, having the ability to perform all require hauling services in-house, is best suited to fill this critical and urgent need for debris/dirt hauling services at the SBIWTP.
