About this file
This document is a justification for a sole source award for preventative maintenance services on emergency power generation systems. The Joint Enabling Capabilities Command requires quarterly and annual preventative maintenance and inspection for a Caterpillar emergency power generation system, Uninterrupted Power Supply unit, Automatic Transfer Switches, and switchgear/circuit breakers located at Building X-132 on Naval Station Norfolk. The equipment includes a 800-kilowatt Caterpillar Model 3412 engine/generator, an ASCO 7000 series Automatic Transfer Switch, a 300-kVA Caterpillar UPS, and associated systems. The services must be provided by Carter Machinery Company as it is the only authorized Caterpillar dealer within six miles and able to respond within the required four-hour window for emergency service due to the proprietary nature of the Caterpillar equipment and Carter's locality. The proposed sole source award would be for a base year and two option years from January 2023 to December 2026 for an estimated total value of .

JUSTIFICATION FOR AN EXCEPTION TO FAIR OPPORTUNITY (BRAND NAME)
Joint Enabling Capabilities Command (JECC) Emergency Power Station Preventative Maintenance Services
HTC711-23-Q-D030
(Control # 23-75)
1. In accordance with (IAW) Federal Acquisition Regulation (FAR) 13.106-1(b)(1), I hereby determine that the JECC Emergency Power Station Preventative Maintenance Services is available from only one source, and competition is precluded for the reasons indicated below.
There are no substitutes available.
2. This acquisition is restricted to the following source:
Company: Carter Machinery Company, Incorporated Company Address: 3404 Business Center Drive, Chesapeake, VA 23323-2639 Company Point of Contact and Phone Number: Dennis Albers, 757-995-7535
3. The JECC Emergency Power Station Preventative Maintenance Services is for a 1-year base period and two 1-year option periods (1 January 2024 through 31 December 2026) for a total estimated value of and a place of performance of Building X-132 on the Naval Station (NAVSTA) Norfolk, VA.
The JECC Emergency Power Station Preventative Maintenance Services is to acquire quarterly and annual preventative maintenance service and inspection on Caterpillar (CAT) emergency power generation system, one Uninterrupted Power Supplies (UPS) unit, Automatic Transfer Switches (ATS), and switchgear/circuit breakers. These systems are managed by JECC and are located at building X-132 on NAVSTA at Norfolk, VA.
The specific equipment to be serviced under this contract is as follows:
1. CAT Engine/Generator, Model Number 3412 (800 Kilowatt) serial number 9EP02081
2. ATS, Automatic Switch Company (ASCO) 7000 (Series ATS) serial number 191016
3. CAT UPS (300kVA) serial number CPZ00306
4. Specific characteristics of the Emergency Power Station Preventative Maintenance Services that limit the availability to a sole source (brand name) are due to the systems being Caterpillar proprietary with Carter Machinery Company, Incorporated, as the only authorized maintenance provider in the Hampton Roads, Norfolk, VA area to service these systems. Due to their locality, Carter Machinery Company, Incorporated’s services and emergency response is a vital component towards maintaining back-up power capabilities in an area where weather, environmental conditions and spikes in power consumption pose habitual threats to the JECC mission. An internet search at https://www.cat.com/en US/support/dealer-locator.html of authorized Caterpillar dealers near Norfolk, VA found that Carter Machinery Company is the closest authorized dealer. Carter Machinery Company is less than six miles away and the next dealer, which is also Carter is 115 miles away. The closest non-Carter dealer is 152 miles away
